【摘要】：國內(nèi)外經(jīng)驗表明，農(nóng)村城鎮(zhèn)化是一個國家或者社會走向現(xiàn)代化的必由之路。農(nóng)村城鎮(zhèn)化是我國實現(xiàn)農(nóng)村剩余勞動力轉(zhuǎn)移、達(dá)到農(nóng)民市民化目標(biāo)的重要途徑，是解決“三農(nóng)”問題的重要戰(zhàn)略。農(nóng)村城鎮(zhèn)化實質(zhì)上是農(nóng)村人口從廣大農(nóng)村地區(qū)往城鎮(zhèn)地區(qū)轉(zhuǎn)移，從而引起城鎮(zhèn)人口所占比重不斷上升的過程，也是生產(chǎn)要素在城鎮(zhèn)地區(qū)聚集的過程。在農(nóng)村城鎮(zhèn)化進(jìn)程中，要大力發(fā)展非農(nóng)產(chǎn)業(yè)，加快小城鎮(zhèn)的發(fā)展，促進(jìn)農(nóng)村剩余勞動力往城鎮(zhèn)轉(zhuǎn)移，并擴(kuò)大優(yōu)質(zhì)公共服務(wù)的覆蓋面，使轉(zhuǎn)移到城鎮(zhèn)的農(nóng)民可以和原有城鎮(zhèn)居民一樣享受到同等的公共服務(wù)，而且在享受同等公共服務(wù)的同時，可以順利解決關(guān)乎農(nóng)民自身尊嚴(yán)和生活需求的就業(yè)問題。 新型城鎮(zhèn)化的一個關(guān)鍵落腳點在于人的城鎮(zhèn)化。要大力促進(jìn)農(nóng)村剩余勞動力向城鎮(zhèn)轉(zhuǎn)移，使他們與城鎮(zhèn)居民一樣享有均等的公共服務(wù)。產(chǎn)業(yè)發(fā)展是支撐農(nóng)村城鎮(zhèn)化發(fā)展的根本動力。在大力推進(jìn)城鎮(zhèn)化的同時，全力推動產(chǎn)業(yè)的發(fā)展，，發(fā)揮產(chǎn)業(yè)對于農(nóng)村城鎮(zhèn)化的支撐作用，使農(nóng)民在失去土地的同時，可以解決自身的就業(yè)問題，這樣的城鎮(zhèn)化才是真正的城鎮(zhèn)化。 鑒于此，本文試著從產(chǎn)業(yè)發(fā)展的角度，以黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)中心城市東營市為例，探究農(nóng)村城鎮(zhèn)化進(jìn)程中產(chǎn)業(yè)如何起到支撐作用，尋求東營市農(nóng)村城鎮(zhèn)化發(fā)展模式的初步構(gòu)建，并對東營城鎮(zhèn)化進(jìn)程中產(chǎn)業(yè)支撐體系進(jìn)行積極的探索與構(gòu)想。本文一方面在充分認(rèn)識東營市建市的歷史基礎(chǔ)上，對東營市產(chǎn)業(yè)構(gòu)成以及發(fā)展趨勢做了一定的研究分析，在此基礎(chǔ)上對如何發(fā)揮東營市歷史優(yōu)勢提出可行性的建議。另一方面，運用比較分析和定性與定量相結(jié)合分析方法，在分析東營市農(nóng)村城鎮(zhèn)化與產(chǎn)業(yè)發(fā)展現(xiàn)狀時，比較了東營市與山東省其他地市的情況，從對比中凸顯出東營城鎮(zhèn)化發(fā)展與其他地方的差異之處。同時，還對東營市各縣區(qū)做了橫向比較，更加具體的提出適合各縣區(qū)發(fā)展的優(yōu)勢產(chǎn)業(yè)。結(jié)果表明東營市存在第二產(chǎn)業(yè)占比較大、產(chǎn)業(yè)結(jié)構(gòu)不合理、區(qū)域發(fā)展差距較大等問題，針對這些問題，東營市應(yīng)立足本地優(yōu)勢和資源稟賦，鞏固優(yōu)勢產(chǎn)業(yè)和大力發(fā)展第三產(chǎn)業(yè)，充分發(fā)揮產(chǎn)業(yè)在農(nóng)村城鎮(zhèn)化進(jìn)程中所起的重要作用，最后，在所做研究分析的基礎(chǔ)上初步構(gòu)建了東營市農(nóng)村城鎮(zhèn)化產(chǎn)業(yè)支撐體系，并對其如何推進(jìn)農(nóng)村城鎮(zhèn)化提出了對策建議。
[Abstract]:Experience at home and abroad shows that rural urbanization is the only way for a country or society to move towards modernization. Rural urbanization is an important way to realize the transfer of rural surplus labor force, to reach the goal of farmers' citizenship, and an important strategy to solve the problem of "agriculture, countryside and farmers". In essence, rural urbanization is the process of transferring rural population from rural areas to urban areas, which causes the proportion of urban population to rise constantly, and also the process of gathering production factors in urban areas. In the process of rural urbanization, it is necessary to vigorously develop non-agricultural industries, speed up the development of small towns, promote the transfer of rural surplus labor to cities and towns, and expand the coverage of high-quality public services. The peasants who have been transferred to cities and towns can enjoy the same public services as the original urban residents, and at the same time, they can solve the employment problems related to the farmers' dignity and living needs smoothly while enjoying the same public services. A key point of new urbanization lies in the urbanization of human beings. It is necessary to vigorously promote the transfer of rural surplus labor to cities and towns so that they enjoy equal public services as urban residents. Industrial development is the fundamental motive force supporting the development of rural urbanization. While vigorously promoting urbanization, we should make every effort to promote the development of industries and give full play to the role of industry in supporting rural urbanization, so that farmers can solve their own employment problems while losing their land. Such urbanization is the real urbanization. In view of this, this paper attempts to explore how industry plays a supporting role in the process of urbanization in rural areas, taking Dongying City, the center city of the efficient ecological economic zone of the Yellow River Delta, as an example from the perspective of industrial development. This paper seeks for the preliminary construction of the development mode of rural urbanization in Dongying City, and actively explores and conceives the supporting system of industry in the process of urbanization in Dongying City. On the one hand, on the basis of fully understanding the history of Dongying City, this paper makes a certain research and analysis on the industrial composition and development trend of Dongying City, and puts forward some feasible suggestions on how to give full play to the historical advantages of Dongying City. On the other hand, using the method of comparative analysis and qualitative and quantitative analysis, this paper compares Dongying with other cities in Shandong Province when analyzing the present situation of rural urbanization and industrial development in Dongying. The contrast highlights the differences between the development of Dongying urbanization and other places. At the same time, the paper makes a horizontal comparison of the counties and districts in Dongying City, and puts forward more specific superior industries suitable for the development of each county and district. The results show that there are some problems in Dongying City, such as the secondary industry occupies a large proportion, the industrial structure is unreasonable, and the regional development gap is large. In view of these problems, Dongying should base itself on local advantages and resource endowments, consolidate the superior industries and vigorously develop the tertiary industry. Finally, on the basis of the research and analysis, the supporting system of rural urbanization industry in Dongying City is constructed, and the countermeasures and suggestions on how to promote rural urbanization are put forward.
