貴州省資源性國有資產(chǎn)監(jiān)管研究
[Abstract]:The research on the supervision mode of state-owned assets in foreign countries has a long history, and has obtained fruitful application results in practice. Its discussion on the mode of state capital supervision mainly revolves around how to separate the ownership of state assets from the management right of state assets. From this, the author summarizes and puts forward various modes of supervision of state-owned assets, such as the "two-level model" of the United States, Canada, France and Germany, and the "three-level model" of the United Kingdom, Singapore, Italy, Spain and so on. The two-level model is that the government manages state-owned enterprises in different ways, and does not set middle level to manage property rights. The "three-level model" is to set up a layer of state-owned property right between the enterprise and the government, such as the state-owned holding company authorized by the government. At the same time, aiming at the formation mechanism, function, characteristics and management mode of these models, this paper has carried on the extensive research on the supervision mode of state-owned assets involving various economic developed countries all over the world. All these provide us with typical analysis cases and valuable analysis ideas. "Resource-based state-owned assets" refer to the resources assets that belong to the state under the provisions of the laws and regulations of our country, and mainly include the ownership of land, water, forests, minerals, mountains and wasteland under the sovereign jurisdiction of our country. Grasslands, beaches, etc. The reserves of forest, mineral and coal resources are very rich in the resource-based state-owned assets of Guizhou Province, so it is necessary to supervise them scientifically and reasonably. The supervision of resource-based state-owned assets is an important issue in state-owned assets supervision. Based on the basic principles of public management and economics, through the research on the supervision of resource-based state-owned assets in Guizhou Province, this paper starts with the main body of supervision of resource-based state-owned assets in Guizhou Province. The present situation and problems of supervision are revealed in terms of the object and method of supervision, aiming at the problems of division and management of functional departments, low degree of capitalization of natural resources, laws and regulations of environmental protection, low tax amount of resource tax and low level of information. According to the enlightenment of the supervision mode of foreign state capital, this paper puts forward a method of combining the unified supervision by an authoritative regulatory agency of state-owned assets of resources with the supervision of different departments to strengthen the management of natural resources assets. Countermeasures and suggestions for improving the legal construction of environmental protection and enhancing the degree of informatization. Therefore, it can effectively improve the supervision ability of the resource-based state-owned assets in Guizhou Province, fulfill the supervision duties of various departments, and protect the ecology and environment of Guizhou Province.
