【摘要】：在城市化進(jìn)程不斷加快的背景下,中心鎮(zhèn)發(fā)展成為了研究熱點(diǎn)。中心鎮(zhèn)作為“城之尾,鄉(xiāng)之首”,有其獨(dú)特的發(fā)展優(yōu)勢(shì),但這同時(shí)也是其建設(shè)發(fā)展的難點(diǎn)所在。寧波市作為浙江省唯一的計(jì)劃單列市,其中心鎮(zhèn)建設(shè)與發(fā)展是促進(jìn)寧波市可持續(xù)發(fā)展的重要載體,對(duì)寧波市中心鎮(zhèn)發(fā)展的分析研究,既有利于促進(jìn)寧波市中心鎮(zhèn)的發(fā)展,也有利于為其它區(qū)域的中心鎮(zhèn)建設(shè)與發(fā)展提供經(jīng)驗(yàn)借鑒,具有重要的現(xiàn)實(shí)意義�；诨▓@城市、集聚擴(kuò)散理論,采用文獻(xiàn)分析法、歷史研究法、二手資料收集法、比較分析法和關(guān)鍵信息人訪談法,在介紹寧波市中心鎮(zhèn)發(fā)展概況和對(duì)中心鎮(zhèn)試點(diǎn)鎮(zhèn)案例分析的基礎(chǔ)上,對(duì)寧波市中心鎮(zhèn)發(fā)展進(jìn)行了深入剖析。發(fā)現(xiàn)寧波市中心鎮(zhèn)發(fā)展存在空間布局不合理、城市功能不完善、資源要素短缺、農(nóng)民市民化動(dòng)力不足、改造創(chuàng)新的動(dòng)力不足等問題�；谏鲜銎饰�,提出了著力完善政策體系,加快發(fā)展速度;著力強(qiáng)化要素集聚集約,提升發(fā)展質(zhì)量;著力創(chuàng)新城鎮(zhèn)化推進(jìn)機(jī)制,增加發(fā)展動(dòng)力等三方面九條具體對(duì)策。
[Abstract]:Under the background of accelerating urbanization process, the development of central town has become a research hotspot. As the tail of the city and the head of the township, the central town has its unique development advantages, but it is also the difficulty of its construction and development. Ningbo is the only planned city in Zhejiang Province. The construction and development of its central town is an important carrier to promote the sustainable development of Ningbo. The analysis and research on the development of Ningbo city center town is beneficial to promote the development of Ningbo city center town. It is also helpful to provide experience for the construction and development of central towns in other regions, which is of great practical significance. Based on the theory of agglomeration and diffusion in Garden City, it adopts literature analysis method, historical research method, second-hand data collection method, comparative analysis method and key information person interview method. Based on the introduction of the development situation of Ningbo city center town and the case analysis of central town pilot town, the development of Ningbo city center town is deeply analyzed. It is found that there are some problems in the development of Ningbo's downtown town, such as unreasonable space layout, imperfect urban function, shortage of resource elements, insufficient power of farmers' citizen, insufficient power of innovation and so on. Based on the above analysis, this paper puts forward nine concrete countermeasures in three aspects: perfecting the policy system and speeding up the development speed; strengthening the agglomeration of elements to improve the quality of development; innovating the mechanism of urbanization and promoting development; and so on.
