【摘要】：舟山是我國(guó)最大的海水產(chǎn)品捕撈、加工、銷售基地,年捕撈產(chǎn)量超過120萬噸,約占全國(guó)總捕撈量的十分之一,年加工產(chǎn)量近100萬噸,出口水產(chǎn)品加工業(yè)是舟山市的傳統(tǒng)產(chǎn)業(yè),產(chǎn)業(yè)鏈長(zhǎng)、從業(yè)人員多。近幾年以來,國(guó)內(nèi)外發(fā)生了多起大的食品安全事件,民眾對(duì)于食品的安全問題高度關(guān)注,因而,對(duì)舟山出口水產(chǎn)品的質(zhì)量安全狀況進(jìn)行總結(jié)和分析,保障舟山水產(chǎn)品的正常出口對(duì)于促進(jìn)舟山外向型經(jīng)濟(jì)發(fā)展,保持漁區(qū)社會(huì)穩(wěn)定具有十分重要的意義。 本文對(duì)舟山出口水產(chǎn)品行業(yè)的發(fā)展?fàn)顩r、并結(jié)合舟山出口水產(chǎn)品的不合格和被國(guó)外通報(bào)的情況分析了存在的問題以及產(chǎn)生問題的原因,同時(shí)根據(jù)食品安全的公共產(chǎn)品性質(zhì),運(yùn)用信息不對(duì)稱理論、公共利益理論和公共治理理論,結(jié)合主要發(fā)達(dá)國(guó)家針對(duì)食品安全管控的成功措施和經(jīng)驗(yàn),對(duì)如何保證舟山出口水產(chǎn)品質(zhì)量安全進(jìn)行了探討并提出了相關(guān)建議。共包括六個(gè)部分： 第一章,緒論部分。提出了研究背景和研究意義,通過相關(guān)的文獻(xiàn)綜述了國(guó)內(nèi)外的研究現(xiàn)狀。第二章,相關(guān)概念及理論基礎(chǔ)。界定了與本文相關(guān)的部分主要概念,介紹了信息不對(duì)稱理論、公共利益理論和公共治理理論的概念、內(nèi)涵,為下一步的研究分析做好鋪墊。第三章,舟山出口水產(chǎn)品監(jiān)管現(xiàn)狀分析。闡述了舟山水產(chǎn)品加工行業(yè)以及出口水產(chǎn)品加工行業(yè)的發(fā)展歷程和現(xiàn)狀,對(duì)目前舟山出口水產(chǎn)品行業(yè)的主要問題以及產(chǎn)生的主要原因進(jìn)行了分析。第四章,國(guó)外食品安全監(jiān)管的經(jīng)驗(yàn)和借鑒。闡述了美國(guó)、歐盟、日本等主要發(fā)達(dá)國(guó)家和地區(qū)在食品安全監(jiān)管方面的主要措施,提煉出可供舟山出口水產(chǎn)品安全監(jiān)管借鑒的先進(jìn)經(jīng)驗(yàn)。第五章,完善舟山出口水產(chǎn)品安全監(jiān)管的對(duì)策建議。根據(jù)產(chǎn)生問題的原因,有針對(duì)性的提出了保障舟山出口水產(chǎn)品質(zhì)量安全的可行性建議。第六章,結(jié)語。對(duì)全文進(jìn)行了簡(jiǎn)要回顧和總結(jié),指出了研究的不足和今后努力方向。
[Abstract]:Zhoushan is the largest marine product fishing, processing and marketing base in China. The annual fishing output is more than 1.2 million tons, accounting for 1/10 of the total catch in the country, and the annual processing output is nearly 1 million tons. The export of aquatic products processing industry is a traditional industry in Zhoushan City. Long industrial chain, many employees. In recent years, there have been many major food safety incidents at home and abroad, and people are highly concerned about food safety issues. Therefore, the quality and safety situation of aquatic products exported from Zhoushan has been summarized and analyzed. It is very important to ensure the normal export of aquatic products in Zhoushan to promote the development of Zhoushan export-oriented economy and to maintain social stability in fishing area. This paper analyzes the problems and causes of the development of the export aquatic products industry in Zhoushan, combined with the nonconformity of the export aquatic products in Zhoushan and the situation notified by foreign countries, at the same time, according to the nature of public products of food safety, Using the theory of asymmetric information, the theory of public interest and the theory of public governance, combining the successful measures and experiences of food safety control in major developed countries, This paper discusses how to ensure the quality and safety of aquatic products exported from Zhoushan and puts forward some relevant suggestions. It consists of six parts: chapter one, introduction. The research background and significance are put forward, and the current research situation at home and abroad is summarized through relevant literature. The second chapter, related concepts and theoretical basis. This paper defines the main concepts related to this paper, introduces the information asymmetry theory, the public interest theory and the public governance theory, the concept and connotation, and lays a good foundation for the next research and analysis. The third chapter, the Zhoushan export aquatic product supervision present situation analysis. This paper expounds the development course and present situation of the processing industry of aquatic products in Zhoushan and the processing industry of export aquatic products, and analyzes the main problems and main causes of the export of aquatic products in Zhoushan at present. Chapter IV, the experience and reference of foreign food safety supervision. The main measures of food safety supervision in developed countries and regions such as the United States, European Union and Japan are expounded, and the advanced experience for the safety supervision of aquatic products exported from Zhoushan is extracted. The fifth chapter, perfect Zhoushan export aquatic product safety supervision countermeasure suggestion. According to the causes of the problems, the paper puts forward some feasible suggestions to ensure the quality and safety of aquatic products exported from Zhoushan. Chapter six, conclusion. This paper briefly reviews and summarizes the full text, points out the deficiency of the research and the direction of future efforts.
