中原油田招投標存在的問題及應對策略

【摘要】:中原油田自上世紀80年代中期開始在工程建設、物資采購等方面嘗試實施招投標制度,隨著招投標制度的逐漸推進,中原油田招投標領域不斷擴大,招投標行為逐漸規(guī)范,招投標制度在控制項目工期、保證項目質量、提高項目效益、預防和減少腐敗等方面發(fā)揮著愈來愈重要作用。僅2006年至2012年,共招標項目31300多項,計劃金額730多億元,通過招標共節(jié)約資金49億元,整體節(jié)約率6.72%。但隨著我國改革開放的逐漸深入和石油企業(yè)的改革重組,中原油田招投標活動的內外環(huán)境發(fā)生了較大的變化,在招投標活動中逐漸暴露出一些亟待解決的問題,譬如目前運行的招標管理體系存在著僵化、效率低下、權責不清的問題,部分單位存在著招標前期準備不足、招標文件制作水平低、評標行為不規(guī)范等問題。這些問題的存在,將直接影響中原油田招標工作的健康發(fā)展,妨礙企業(yè)整體經(jīng)濟效益的提高,阻礙公平、公正、開放的油田市場秩序的形成。本文首先運用系統(tǒng)分析法和歸納分析法分析中原油田招投標現(xiàn)狀、招投標各階段存在問題及其原因,然后以招投標的相關法律、法規(guī)為指導,借鑒發(fā)達國家招投標實際操作的經(jīng)驗,從招投標制度設計、招投標前期準備工作、招投標監(jiān)督機制、招投標文件制定、串通投標的預防和治理、招投標管理體系改進等方面進行對策研究,以期促進中原油田招投標工作的標準化和規(guī)范化。
[Abstract]:Since the mid-1980s, Zhongyuan Oilfield has tried to implement bidding system in engineering construction, material procurement and so on. With the gradual promotion of bidding system, the bidding field of Zhongyuan Oilfield has been expanded and the bidding behavior has been gradually standardized. Bidding system plays a more and more important role in controlling project duration, ensuring project quality, improving project benefit, preventing and reducing corruption and so on. From 2006 to 2012 alone, there were more than 31300 bidding projects with a planned amount of more than 73 billion yuan, and a total savings of 4.9 billion yuan through bidding, with an overall saving rate of 6.72 billion yuan. However, with the deepening of China's reform and opening up and the reform and reorganization of petroleum enterprises, the internal and external environment of bidding activities in Zhongyuan Oilfield has changed greatly, and some problems that need to be solved are gradually exposed in the bidding activities. For example, the current running bidding management system has some problems, such as ossification, inefficiency, unclear power and responsibility, lack of early preparation for bidding, low level of production of tender documents, non-standard evaluation behavior and so on. The existence of these problems will directly affect the healthy development of bidding work in Zhongyuan Oilfield, hinder the improvement of the overall economic benefits of enterprises, and hinder the formation of fair, just and open oilfield market order. In this paper, the system analysis method and inductive analysis method are used to analyze the present situation of bidding in Zhongyuan Oilfield, the problems in each stage of bidding and the reasons, and then guided by the relevant laws and regulations of bidding. Drawing lessons from the practical operation experience of developed countries, from the design of bidding system, the preparatory work of bidding, the supervision mechanism of bidding and bidding, the formulation of bidding documents, the prevention and treatment of collusive bidding, In order to promote the standardization and standardization of bidding work in Zhongyuan Oilfield, the improvement of bidding management system is studied.
