東營臨港物流園區(qū)項目風險評價研究

【摘要】:隨著現(xiàn)代物流業(yè)在我國的發(fā)展,為了緩解城市交通阻塞、減輕環(huán)境壓力,理順城市功能,同時為物流企業(yè)和城市帶來經(jīng)濟和社會效益,物流園區(qū)的建設越來越受到人們的重視,但建設過程中會有很大的風險,本文以東營臨港物流園區(qū)為例,對物流園區(qū)項目風險管理的流程即:風險識別、風險評價、風險管理等方面進行詳細的研究,為物流企業(yè)和主管部門的風險管理提供理論依據(jù)和支持。 本論文在系統(tǒng)分析東營臨港物流園區(qū)建設項目的背景和現(xiàn)狀后,概括識別了東營臨港物流園區(qū)項目建設和運營過程中可能面臨的各種風險,建立了多層次的風險評價指標體系,主要包括:市場風險、管理風險、經(jīng)濟風險、技術風險和環(huán)境風險。在風險評價指標體系的基礎上,分析了多層次灰色綜合評價的理論和方法,進而采用該方法對東營臨港物流園區(qū)中的各項風險進行評價,計算結果表明物流園區(qū)建設項目的風險處于中等水平,是可以接受的。最后,根據(jù)風險評價結結果,提出了相應的風險應對與控制措施。對市場風險主要采取分析物流需求,做好可行性研究;選擇恰當?shù)倪\營方式;做好園區(qū)項目的招商;開展以客戶為中心的營銷策略等措施以降低市場風險。對管理風險采取加強管理人才的培訓;對施工進行嚴格管理;爭取政府部門的支持與幫助等措施降低管理風險。對經(jīng)濟風險主要采取多方籌措資金以實現(xiàn)投資主體、形式多樣化;加強政策研究,降低成本風險;加強與政府部門的溝通,及時掌握規(guī)劃及政策的變動等措施降低經(jīng)濟風險。對技術風險主要采取選擇可靠的施工企業(yè);選擇合理的施工方案等措施降低技術風險。對環(huán)境風險主要采取加強對惡劣氣候的防范;改善交通條件等措施降低環(huán)境風險。 本文通過對該項目實施風險管理,為該項目的風險管理提供依據(jù),以幫助項目決策者有效降低項目風險。
[Abstract]:With the development of modern logistics industry in China, people pay more and more attention to the construction of logistics park in order to alleviate traffic congestion, reduce environmental pressure, rationalize urban functions, and bring economic and social benefits to logistics enterprises and cities. However, there will be great risks in the process of construction. Taking Dongying Port Logistics Park as an example, this paper makes a detailed study on the process of project risk management in the logistics park, that is, risk identification, risk evaluation, risk management, and so on. Provide theoretical basis and support for risk management of logistics enterprises and departments in charge. After systematically analyzing the background and present situation of the construction project of Dongying Port Logistics Park, this paper generally identifies the various risks that may be faced in the construction and operation of Dongying Port Logistics Park project, and establishes a multi-level risk evaluation index system. Mainly include: market risk, management risk, economic risk, technical risk and environmental risk. On the basis of risk evaluation index system, this paper analyzes the theory and method of multi-level grey comprehensive evaluation, and then uses this method to evaluate the risks in Dongying port logistics park. The results show that the risk of logistics park construction project is at medium level and acceptable. Finally, according to the result of risk evaluation, the corresponding risk response and control measures are put forward. In order to reduce the market risk, we should analyze the logistics demand, do the feasibility study; choose the proper operation mode; do well the investment of the park project; carry out the customer-centered marketing strategy to reduce the market risk. To manage the risk, we should strengthen the training of management talents, strictly manage the construction, and win the support and help of the government department to reduce the risk of management. The main measures to reduce economic risk are to raise funds in various ways to realize the main body of investment and diversify the form; to strengthen policy research to reduce the cost risk; to strengthen communication with government departments; to grasp the plan and policy change in time; to reduce the economic risk. To the technical risk, we should choose the reliable construction enterprise and choose the reasonable construction plan to reduce the technical risk. Environmental risks are mainly taken to strengthen the prevention of adverse weather, improve traffic conditions and other measures to reduce environmental risks. Through carrying out the risk management of the project, this paper provides the basis for the risk management of the project, so as to help the project decision makers to reduce the project risk effectively.
