我國保障性住房建設(shè)融資問題研究

【摘要】:現(xiàn)階段,我國仍然是一個發(fā)展中國家,人口眾多導(dǎo)致我國的在解決居民的住房領(lǐng)域還面臨許多問題。雖然在居民住房改革的問題上我國已經(jīng)有了多次的探索和進(jìn)步,但是與一些發(fā)達(dá)國家相比,我國的居民收入水平和住房市場完善程度依然存在較大差距。近年來,房價快速攀升,居民支付能力卻在持續(xù)下降,住房矛盾問題日益突出。因此,加快我國保障性住房的建設(shè),對解決城鎮(zhèn)居民的住房難題,改善民生,促進(jìn)社會和諧可持續(xù)發(fā)展有著非常重要的意義。然而保障性住房的建設(shè)過程中,資金需求量大,融資困難等問題又嚴(yán)重制約著我國保障性住房建設(shè)的發(fā)展。根據(jù)“十二五”規(guī)劃中提出的要求,“十二五”期間,我國保障性住房的建設(shè)任務(wù)是3600萬套,據(jù)估算,大約需要投入的自己為5萬億元左右。 當(dāng)前,在我國保障性住房建設(shè)中,所面臨的突出問題就是資金的嚴(yán)重不足,中央及地方財政的能力有限,社會資金的注入不夠等,都嚴(yán)重制約了我國保障性住房建設(shè)的發(fā)展速度。而在其他一些先進(jìn)的國家和地區(qū),在保障性住房建設(shè)融資方面都有一些不錯的成功經(jīng)驗(yàn),比如通過政府補(bǔ)貼的方式來引導(dǎo)私人資本的注入,根據(jù)市場環(huán)境不斷發(fā)展和創(chuàng)新金融產(chǎn)品來帶動資本市場的參與等等。這些都為我國解決保障性住房建設(shè)中資金困境帶來了諸多啟迪,保障性住房建設(shè)資金的來源,需要構(gòu)建多元化的融資渠道。 本文的研究目的就是力求在我國現(xiàn)有的制度框架下,把國家保障性住房的發(fā)展需求和政策體系相結(jié)合,在政府干預(yù)與市場調(diào)節(jié)共同的作用下,通過對比國內(nèi)外在保障性住房建設(shè)融資方面現(xiàn)行的成功實(shí)例,吸取國外發(fā)達(dá)國家和地區(qū)的先進(jìn)經(jīng)驗(yàn),結(jié)合我國的基本國情,來探索多元化的融資渠道和方式,構(gòu)建完善的融資體系,創(chuàng)新金融融資工具。形成以政府主導(dǎo)為基礎(chǔ),通過市場的自由運(yùn)作,多方共同參與,達(dá)到利益共享和風(fēng)險共擔(dān)的保障性住房融資新格局,更好的推動民間資金參與到保障性住房的建設(shè)中來。從而加快我國保障性住房建設(shè)的步伐,促進(jìn)我國保障性住房建設(shè)融資體系健康快速、可持續(xù)的發(fā)展。
[Abstract]:At present, China is still a developing country. Although China has made many explorations and advances on the issue of residential housing reform, compared with some developed countries, there is still a big gap between the income level of residents and the perfection of housing market in our country. In recent years, the housing price is rising rapidly, but the residents' ability to pay is declining, and the housing contradiction is becoming more and more serious. Therefore, speeding up the construction of affordable housing in China is of great significance to solve the housing problems of urban residents, improve the people's livelihood and promote the harmonious and sustainable development of society. However, in the process of the construction of the indemnificatory housing, the large demand for funds and the difficulty of financing seriously restrict the development of the construction of the indemnificatory housing in our country. According to the request in the 12th Five-Year Plan, the construction task of the indemnificatory housing in our country is 36 million sets during the 12th Five-Year Plan period, and it is estimated that about 5 trillion yuan should be invested. At present, in the construction of affordable housing in our country, the outstanding problems are the serious shortage of funds, the limited capacity of the central and local finance, the insufficient injection of social funds, etc. All seriously restricted the development speed of our country supportable housing construction. In other advanced countries and regions, there have been some successful experiences in financing affordable housing construction, such as channelling private capital through government subsidies. According to the market environment and innovative financial products to promote the participation of the capital market and so on. All of these have brought a lot of enlightenment for our country to solve the financial dilemma in the construction of affordable housing. The sources of funds for the construction of affordable housing need to build diversified financing channels. The purpose of this paper is to combine the development needs and policy system of national affordable housing with the government intervention and market regulation under the existing institutional framework of our country. By comparing the current successful examples in the financing of affordable housing construction at home and abroad, drawing on the advanced experiences of developed countries and regions abroad and combining the basic conditions of our country, to explore diversified financing channels and methods. Build a sound financing system and innovate financial financing tools. To form a new pattern of affordable housing financing, which is based on the government leading, through the free operation of the market and the joint participation of many parties, to achieve the benefit sharing and risk-sharing of affordable housing financing, and to better promote the participation of private funds in the construction of affordable housing. In order to speed up the pace of affordable housing construction in China, promote the financing system of affordable housing construction healthy, rapid and sustainable development.
