【摘要】：食品安全關(guān)乎百姓健康,關(guān)乎國家的經(jīng)濟(jì)發(fā)展與社會(huì)的和諧穩(wěn)定。作為人民群眾最直接、最現(xiàn)實(shí)的重要民生,食品安全問題時(shí)常以“公共安全領(lǐng)域的突出問題之一”被廣泛提及。近年來,我國接連發(fā)生重大食品安全事件,對(duì)人民群眾的身體健康及國家的經(jīng)濟(jì)發(fā)展造成了極大威脅。隨著公眾自我保護(hù)意識(shí)的提高,風(fēng)險(xiǎn)意識(shí)的不斷加強(qiáng),食品安全問題也愈發(fā)受到重視�，F(xiàn)階段,我國在食品安全監(jiān)管領(lǐng)域還存在著些許缺陷。近年來,天津市雖然未發(fā)生過重大食品安全事故,但其食品安全體系地構(gòu)建依托于國家食品安全體系,致使其本身也依然存在著一定的不足和缺陷。作為全國四大直轄市之一,食品工業(yè)又被視為重要支柱產(chǎn)業(yè)的天津市,如何健全與完善食品安全監(jiān)管就顯得尤為緊迫與嚴(yán)峻。本文運(yùn)用經(jīng)驗(yàn)總結(jié)法、個(gè)案分析法以及文獻(xiàn)研究法等方法,以天津市為例,通過分析、研究發(fā)達(dá)國家在食品安全監(jiān)管領(lǐng)域的理論與實(shí)踐,結(jié)合天津具體情況,提出了改進(jìn)與完善天津市食品安全監(jiān)管體系地對(duì)策與建議。文章對(duì)食品安全相關(guān)概念進(jìn)行了基礎(chǔ)性研究,對(duì)我國現(xiàn)階段食品安全監(jiān)管機(jī)制及法律體系存在的問題進(jìn)行了理性分析,宏觀上全面闡述了完善食品安全監(jiān)管的必要性與急迫性,其后,對(duì)發(fā)達(dá)國家在食品安全監(jiān)管領(lǐng)域取得的成果進(jìn)行了客觀分析和研究,并通過對(duì)天津市的食品工業(yè)現(xiàn)狀的介紹,依據(jù)其具體監(jiān)管實(shí)踐,從法律法規(guī)及實(shí)際執(zhí)行層面對(duì)天津市在食品安全監(jiān)管領(lǐng)域存在的弊端進(jìn)行了分析,提出了對(duì)策與建議。以期能為構(gòu)建健全與完善的天津食品安全監(jiān)管體系提供一些參考性建議。
[Abstract]:Food safety is related to the health of the people, the economic development of the country and the harmony and stability of the society. As the most direct and realistic important people's livelihood, food safety is often mentioned as "one of the outstanding problems in the field of public safety". In recent years, a series of major food safety incidents have occurred in China, which pose a great threat to the health of the people and the economic development of the country. With the improvement of public self-protection consciousness and the strengthening of risk consciousness, food safety has been paid more and more attention. At present, there are still some defects in the field of food safety supervision in China. In recent years, Tianjin has not had any major food safety accidents, but its food safety system is based on the national food safety system, which leads to its own deficiencies and defects. As one of the four municipalities directly under the Central Government, the food industry is regarded as an important pillar industry in Tianjin. How to improve and perfect the supervision of food safety is particularly urgent and severe. This paper uses the methods of experience summary, case analysis and literature research, taking Tianjin as an example, through analysis, studies the theory and practice in the field of food safety supervision in developed countries, and combines the concrete situation of Tianjin. The countermeasures and suggestions for improving and perfecting the food safety supervision system in Tianjin are put forward. This article has carried on the basic research to the food safety related concept, has carried on the rational analysis to our country present stage food safety supervision mechanism and the legal system question, has elaborated the necessity and the urgency to consummate the food safety supervision in the macroscopic comprehensively. Then, the achievements of food safety supervision in developed countries are analyzed and studied objectively, and through the introduction of the current situation of food industry in Tianjin, according to its specific supervision practice, In this paper, the disadvantages of Tianjin food safety supervision are analyzed from the aspects of laws, regulations and practice, and the countermeasures and suggestions are put forward. In order to build a sound and perfect food safety regulatory system in Tianjin to provide some reference suggestions.
