我國城鎮(zhèn)保障性住房制度的績效分析與對策研究

【摘要】：世界各國無論其發(fā)展水平如何，幾乎都將居民的住房問題視為一項重大的民生問題，它不僅影響國家的經(jīng)濟發(fā)展，也關(guān)乎社會的和諧與穩(wěn)定。為解決城鎮(zhèn)居民的住房問題，我國政府不斷深入推進住房制度的改革進程，并逐步減少了政府通過行政計劃直接干預(yù)房地產(chǎn)市場的力度，市場機制在我國的房地產(chǎn)市場中所起到的作用不斷加強。但是，市場作為調(diào)節(jié)住房資源配置的手段并不是萬能的，市場失靈在所難免，廣大中低收入群體的住房困難問題難以僅僅通過市場調(diào)節(jié)的作用加以解決。尤其是在我國城鎮(zhèn)住宅價格快速攀升的情況下，廣大中低收入群體的住房困難問題越來越突出，由此導(dǎo)致的社會矛盾也越來越多。因此，我國政府適時推出了旨在解決這部分住房困難群體的住房問題、促進社會和諧與穩(wěn)定的保障性住房制度。從一定程度上講，該保障性住房制度有助于緩解我國住房困難家庭的住房問題。然而，我國的保障性住房制度一方面面臨著政策本身的發(fā)展不完善的困境，，另一方面也面臨著相關(guān)政策不能有效實施的困境，保障性住房制度的實施績效一直難以令人滿意。 綜上所述，結(jié)合我國保障性住房制度發(fā)展的歷史及現(xiàn)狀對我國保障性住房制度進行分析，根據(jù)我國目前保障性住房制度實施的具體情況，不斷創(chuàng)新思路，探索構(gòu)建一個更為完善的保障性住房制度具有深遠的意義。從理論意義上講，本文通過構(gòu)建我國保障性住房制度的績效分析體系，深入分析了我國保障性住房制度的實施績效，在很大程度上彌補了我國保障性住房制度理論研究的不足，不僅有助于完善我國保障性住房制度的理論框架，豐富我國保障性住房理論的研究成果，而且也能夠為完善我國社會保障體系提供理論支撐。同時，本文也在一定程度上有助于指導(dǎo)建立并完善與我國保障性住房制度建設(shè)相關(guān)的法律法規(guī)。從現(xiàn)實意義上講，對于保障性住房制度的理論研究可以更好地服務(wù)于保障性住房建設(shè)的社會實踐，更好地保障中低收入群體的基本住房需求、促進其安居樂業(yè)并推動我國和諧社會的穩(wěn)步發(fā)展，為發(fā)現(xiàn)并解決我國保障性住房制度中存在的問題找到切實可行的辦法。 近年來，我國政府和廣大學(xué)者都越來越重視我國城鎮(zhèn)居民的保障性住房的發(fā)展問題，然而目前還沒有學(xué)者對我國保障性住房制度進行全面的績效分析。本篇論文試圖從分析我國保障性住房制度的歷史演變及其現(xiàn)實發(fā)展狀況入手，創(chuàng)新性地建立我國保障性住房的績效分析體系來對我國保障性住房制度實施的績效情況進行分析，本文的主要內(nèi)容可以概括為： 第一，本文研究的重要借鑒。本文系統(tǒng)介紹了國內(nèi)外學(xué)者對保障性住房的主要研究內(nèi)容和相關(guān)成果，并對國內(nèi)研究進行了客觀評述，這是本文研究的重要借鑒。 第二，本文的研究基礎(chǔ)。首先，回顧了我國保障性住房制度的歷史；其次，通過解讀政策、結(jié)合我國的具體實際，分析了我國保障房建設(shè)的現(xiàn)狀。這部分為之后的分析奠定了基礎(chǔ)。 第三，探索我國保障性住房制度的績效。本部分建立了我國保障性住房制度的績效評價體系，根據(jù)各個指標在我國保障性住房制度中的重要程度設(shè)計權(quán)重，客觀評價了我國保障性住房制度的實施績效，并分析了我國保障性住房制度績效不佳的原因。 第四，對典型國家保障房政策成果的經(jīng)驗借鑒。該部分內(nèi)容分析了美國、日本、新加坡推行的住房保障制度的優(yōu)勢和不足，為我國保障性住房制度的建設(shè)和完善提供了重要的經(jīng)驗借鑒。 第五，完善我國保障性住房制度的對策建議。本部分在以上內(nèi)容分析的基礎(chǔ)上，為完善我國保障性住房制度提出了適合我國國情的對策和建議。
[Abstract]:Regardless of the level of development of the world, the housing problem of the residents is regarded as a major livelihood problem, which not only affects the economic development of the country but also the harmony and stability of the society. In order to solve the housing problem of the urban residents, our government continuously advances the reform process of the housing system, and gradually reduces the strength of the government to directly intervene in the real estate market through the administrative plan, and the market mechanism plays an important role in the real estate market in our country. However, the market as a means of adjusting the allocation of housing resources is not omnipotent, the market failure is inevitable, the problem of housing difficulties of low-and middle-income groups is difficult to be solved simply by the role of market regulation. Especially in the case of the rapid rise of urban residence price in our country, the problem of housing difficulty of low-and-middle-income groups is more and more prominent, which leads to more and more social contradictions. Therefore, our government timely launched the housing system aimed at solving the housing problem of this part of housing, promoting social harmony and stability. To some extent, the affordable housing system contributes to the alleviation of housing problems in housing difficult families in our country. However, on the one hand, China's supportability housing system is confronted with the dilemma of imperfect development of the policy itself, and on the other hand, it faces the dilemma that the relevant policies can not be effectively implemented, and the implementation performance of the affordable housing system has always been unsatisfactory. To sum up, in combination with the history and present situation of the development of China's indemnificatory housing system, this paper analyzes the housing system of China's indemnificatory housing system, and constantly innovates according to the specific conditions of our country's current guarantee housing system.
