兵團(tuán)城市化空間布局與工業(yè)化協(xié)調(diào)發(fā)展研究

【摘要】：兵團(tuán)城市化空間布局是兵團(tuán)推動(dòng)城市化的重要載體，促進(jìn)其與工業(yè)化發(fā)展相協(xié)調(diào)對(duì)于兵團(tuán)社會(huì)經(jīng)濟(jì)實(shí)現(xiàn)跨越式發(fā)展有重要的影響。在兵團(tuán)特殊體制和特殊環(huán)境下，把握好城市化空間合理布局與工業(yè)化協(xié)調(diào)互動(dòng)發(fā)展規(guī)律、促進(jìn)兩者協(xié)同發(fā)展對(duì)推進(jìn)兵團(tuán)“三化”及“建城戍邊”目標(biāo)的實(shí)現(xiàn)意義重大，也是當(dāng)前急需解決的一項(xiàng)重要任務(wù)。 本文從兵團(tuán)城市化與工業(yè)化發(fā)展的歷程和現(xiàn)狀出發(fā)，構(gòu)建相應(yīng)的指標(biāo)體系，評(píng)價(jià)兵團(tuán)城市化空間布局特征及工業(yè)化空間分異特征，分析兵團(tuán)城市化空間布局與工業(yè)化互動(dòng)影響關(guān)系，對(duì)兵團(tuán)城市化與工業(yè)化協(xié)調(diào)發(fā)展所處階段進(jìn)行判斷，并運(yùn)用IU值測(cè)度方法和協(xié)調(diào)度評(píng)價(jià)模型，對(duì)兵團(tuán)各區(qū)域城市化和工業(yè)化協(xié)調(diào)發(fā)展水平進(jìn)行分析，對(duì)兵團(tuán)城市化與工業(yè)化的協(xié)調(diào)發(fā)展空間格局進(jìn)行判斷，并在此基礎(chǔ)上對(duì)兵團(tuán)城市化空間布局與工業(yè)化發(fā)展協(xié)調(diào)性進(jìn)行綜合分析，并根據(jù)研究的結(jié)果，結(jié)合兵團(tuán)實(shí)際發(fā)展現(xiàn)狀提出促進(jìn)兵團(tuán)城市化空間布局與工業(yè)化進(jìn)一步協(xié)調(diào)發(fā)展的政策建議。 本文的主要研究結(jié)果為：第一，兵團(tuán)城市化空間布局表現(xiàn)出區(qū)域間差異不斷拉大的特征，且各個(gè)區(qū)域內(nèi)的發(fā)展趨勢(shì)存在較大差異，兵團(tuán)工業(yè)化空間分異性不斷明顯；第二，當(dāng)前兵團(tuán)城市化與工業(yè)化的協(xié)調(diào)互動(dòng)發(fā)展處于初級(jí)階段，兵團(tuán)工業(yè)化是城市化的主要?jiǎng)恿�，城市化�?duì)工業(yè)化發(fā)展的推動(dòng)較�。坏谌鴪F(tuán)城市化與工業(yè)化協(xié)調(diào)發(fā)展的空間格局在區(qū)域間不平衡，城市化與工業(yè)化協(xié)調(diào)發(fā)展水平存在差異。 本文的主要結(jié)論為：第一，兵團(tuán)城市化空間布局與工業(yè)化發(fā)展現(xiàn)狀符合當(dāng)前工業(yè)化發(fā)展階段城市化應(yīng)有的特征，兵團(tuán)整體城市化空間布局與工業(yè)化發(fā)展協(xié)調(diào)性較好；第二，兵團(tuán)城市化空間布局與工業(yè)化發(fā)展協(xié)調(diào)性還有優(yōu)化的空間，兵團(tuán)各師中有部分師的城市化、工業(yè)化發(fā)展水平較差，綜合發(fā)展水平評(píng)價(jià)值較低且不斷下降，城市化與工業(yè)化協(xié)調(diào)發(fā)展情況也處于惡化的趨勢(shì)，如果這些師的城市化與工業(yè)化協(xié)調(diào)發(fā)展趨勢(shì)長期沒有得到逆轉(zhuǎn)，最終將不利于兵團(tuán)城市化空間布局與工業(yè)化發(fā)展保持協(xié)調(diào)；第三，，基于宏觀政策的兵團(tuán)城市化空間布局導(dǎo)向與工業(yè)化發(fā)展存在不協(xié)調(diào)的現(xiàn)象，兵團(tuán)行政設(shè)立城市的做法能夠在短期內(nèi)帶動(dòng)區(qū)域城市化與工業(yè)化的發(fā)展，但是長期內(nèi)如果行政設(shè)立的區(qū)域中心不能形成工業(yè)集聚點(diǎn)，反而會(huì)推動(dòng)城市化與工業(yè)化的互動(dòng)發(fā)展關(guān)系向不協(xié)調(diào)的方向發(fā)展。
[Abstract]:The spatial layout of urbanization is an important carrier for promoting urbanization, and the coordination between urbanization and industrialization has an important impact on the realization of leap-forward development of social economy in Bingtuan. Under the special system and environment of the Corps, it is of great significance to grasp the law of coordinated and interactive development of urbanization space and industrialization, and to promote the coordinated development of the two, which is of great significance to the realization of the objectives of "three modernizations" and "building cities and garrisoning the border" of the Corps. It is also an important task that needs to be solved urgently. Based on the course and present situation of urbanization and industrialization, this paper constructs a corresponding index system to evaluate the spatial distribution characteristics of urbanization and the spatial differentiation of industrialization in Bingtuan. Based on the analysis of the relationship between spatial distribution of urbanization and industrialization, the phase of coordinated development of urbanization and industrialization in Bingtuan is judged, and the IU value measurement method and coordination degree evaluation model are used. The coordinated development level of urbanization and industrialization in various regions of the Corps is analyzed, and the spatial pattern of coordinated development of urbanization and industrialization in Bingtuan is judged. On this basis, the coordination of urbanization spatial layout and industrialization development of the Corps is comprehensively analyzed, and based on the results of the research, Combined with the actual development of the bingtuan, this paper puts forward some policy suggestions to promote the further coordinated development of the spatial layout of urbanization and industrialization of the bingtuan. The main results of this paper are as follows: first, the spatial distribution of urbanization of the Corps shows the characteristics of widening regional differences, and there are great differences in the development trend of each region, and the spatial differentiation of industrialization of the Corps is becoming more and more obvious; second, At present, the coordinated and interactive development of urbanization and industrialization in the Bingtuan is in the primary stage. Industrialization is the main driving force of urbanization, and urbanization has a relatively small impact on the development of industrialization. Third, The spatial pattern of coordinated development of urbanization and industrialization in Bingtuan is unbalanced in different regions, and the level of coordinated development between urbanization and industrialization is different. The main conclusions of this paper are as follows: first, the spatial layout of urbanization and the status quo of industrialization of the Corps accord with the characteristics of urbanization in the current stage of industrialization development, and the overall spatial layout of urbanization and the development of industrialization of the Corps are in good coordination; second, There is also room for optimization in the coordination between the spatial layout of urbanization and the development of industrialization. Some of the divisions of the Corps are urbanized, the level of industrialization development is poor, and the evaluation value of comprehensive development level is low and declining. The coordinated development of urbanization and industrialization is also in the trend of deterioration. If the coordinated development trend of urbanization and industrialization of these divisions has not been reversed for a long time, it will ultimately be unfavorable for the spatial layout of urbanization and the coordinated development of industrialization. Thirdly, there is a phenomenon that the spatial layout of urbanization based on macro policy does not coordinate with the development of industrialization. The practice of establishing cities in the administrative of the Corps can promote the development of regional urbanization and industrialization in a short period of time. But in the long run, if the administrative regional center can not form the industrial agglomeration point, it will promote the interactive development of urbanization and industrialization to the direction of disharmony.
