【摘要】：“新型城鎮(zhèn)化”已成為各方關(guān)注的焦點(diǎn)。根據(jù)十八大報(bào)告精神，城鎮(zhèn)化未來將成為中國全面建設(shè)小康社會的重要載體，更是撬動內(nèi)需的最大潛力所在�？焖侔l(fā)展的新型城鎮(zhèn)化，正在成為中國經(jīng)濟(jì)增長和社會發(fā)展的強(qiáng)大引擎。所謂新型城鎮(zhèn)化，是指堅(jiān)持以人為本，以新型工業(yè)化為動力，以統(tǒng)籌兼顧為原則，推動城市現(xiàn)代化、城市集群化、城市生態(tài)化、農(nóng)村城鎮(zhèn)化，全面提升城鎮(zhèn)化質(zhì)量和水平，走科學(xué)發(fā)展、集約高效、功能完善、環(huán)境友好、社會和諧、個(gè)性鮮明、城鄉(xiāng)一體、大中小城市和小城鎮(zhèn)協(xié)調(diào)發(fā)展的城鎮(zhèn)化建設(shè)路子。新型城鎮(zhèn)化的核心是農(nóng)村人口轉(zhuǎn)移到城鎮(zhèn),因此，新型城鎮(zhèn)化必然與農(nóng)村的土地發(fā)生密切的聯(lián)系。如何處理好兩者的關(guān)系，利用好農(nóng)村土地，引導(dǎo)農(nóng)村人口合理健康有序的向城鎮(zhèn)轉(zhuǎn)移，發(fā)揮土地的最大價(jià)值成為新型城鎮(zhèn)化能否健康發(fā)展的關(guān)鍵所在�，F(xiàn)如今，我國的農(nóng)村土地流轉(zhuǎn)存在著諸多問題，比如：農(nóng)民的“戀土情結(jié)”、土地產(chǎn)權(quán)關(guān)系不明晰、土地流轉(zhuǎn)行為不規(guī)范、缺乏健全完備的土地流轉(zhuǎn)配套機(jī)制等等。這些都極大地阻礙了土地的規(guī)模經(jīng)營和新型城鎮(zhèn)化建設(shè)。 本文以新型城鎮(zhèn)化背景下中牟縣的土地流轉(zhuǎn)為研究對象，以國家現(xiàn)行的大政方針為指導(dǎo)，在借鑒國內(nèi)外專家土地流轉(zhuǎn)的理論成果的前提下，，研究了中牟縣土地流轉(zhuǎn)的發(fā)展歷史現(xiàn)狀及其重要性，分析其存在的問題及其成因，并提出了相應(yīng)的建議，推動土地流轉(zhuǎn)更好的進(jìn)行，促進(jìn)新型城鎮(zhèn)化建設(shè)。本文共分為五個(gè)部分：第一部分是導(dǎo)論，主要闡述了論文選題的背景和研究意義、國內(nèi)外研究綜述以及相關(guān)概念的界定、理論基礎(chǔ)、研究方法等。第二部分是中牟縣基本情況及其土地流轉(zhuǎn)發(fā)展歷史。第三部分是中牟縣土地流轉(zhuǎn)現(xiàn)狀及其對新型城鎮(zhèn)化建設(shè)的重要性。第四部分是中牟縣新型城鎮(zhèn)化建設(shè)中土地流轉(zhuǎn)存在的問題。第五部分是中牟縣新型城鎮(zhèn)化建設(shè)中土地流轉(zhuǎn)問題的成因。第六部分是中牟縣新型城鎮(zhèn)化建設(shè)中土地流轉(zhuǎn)問題的對策。
[Abstract]:New urbanization has become the focus of attention. According to the report spirit of the 18th National Congress, urbanization will become an important carrier for China to build a well-off society in an all-round way, and the greatest potential for boosting domestic demand. The rapid development of new-type urbanization is becoming a powerful engine for China's economic growth and social development. The so-called new urbanization refers to adhering to people-oriented, taking new industrialization as the motive force, taking overall consideration as the principle, promoting urban modernization, urban cluster, urban ecology, urbanization in rural areas, and promoting the quality and level of urbanization in an all-round way. Scientific development, intensive and efficient, perfect function, friendly environment, harmonious society, distinct personality, urban and rural integration, the coordinated development of large, medium and small cities and towns. The core of new urbanization is the transfer of rural population to cities and towns. How to deal with the relationship between the two, make good use of rural land, guide the rural population to transfer to cities and towns in a healthy and orderly manner, and give play to the maximum value of land become the key to the healthy development of new urbanization. Nowadays, there are many problems in rural land circulation in China, such as: farmers'"love for the earth", unclear land property rights relationship, non-standard land transfer behavior, lack of sound and complete supporting mechanism of land circulation and so on. These all greatly hindered the land scale management and the new urbanization construction. Under the background of new urbanization, this paper takes the land circulation of Zhongmou County as the research object, taking the current policy of the country as the guidance, and drawing lessons from the theoretical achievements of the experts at home and abroad. This paper studies the historical status and importance of land circulation in Zhongmou County, analyzes its existing problems and causes, and puts forward corresponding suggestions to promote land circulation better and promote the construction of new urbanization. This paper is divided into five parts: the first part is the introduction, mainly describes the background and research significance of the topic, the domestic and foreign research review and the definition of related concepts, theoretical basis, research methods and so on. The second part is the basic situation of Zhongmu County and the development history of land circulation. The third part is the status quo of land circulation in Zhongmu County and its importance to the construction of new urbanization. The fourth part is the problems of land circulation in the construction of new urbanization in Zhongmu County. The fifth part is the causes of land circulation in the construction of new urbanization in Zhongmu County. The sixth part is the countermeasures of land circulation in the construction of new urbanization in Zhongmu County.
