人才市場招聘模式項(xiàng)目設(shè)計(jì)研究

【摘要】:2011年5月,原寧波市人事局和寧波市勞動局因機(jī)構(gòu)改革開始整合,合并成立寧波市人力資源和社會保障局。由此拉開寧波人才市場和寧波勞動力市場的融合運(yùn)營序幕,期間人才市場運(yùn)行過程體現(xiàn)出項(xiàng)目管理諸多原理和方法。 當(dāng)前全球經(jīng)濟(jì)形勢回暖,寧波外向型經(jīng)濟(jì)發(fā)展將迎來新的契機(jī)。不少寧波企業(yè)在經(jīng)歷了金融風(fēng)暴的歷練后,進(jìn)一步加速成長,由此產(chǎn)生的對人才特別是高素質(zhì)人才的需求非常巨大。有數(shù)據(jù)顯示,2013年初,用人單位招聘需求回升速度加快,個別行業(yè)的人才需求甚至已超過金融危機(jī)之前。但現(xiàn)實(shí)的招聘局面卻呈現(xiàn)“有市無才”,人才供給明顯減少的現(xiàn)象,市場招聘效果不明顯,企業(yè)對人才的實(shí)際需求難以滿足。 受人才市場自身發(fā)展模式、行業(yè)競爭等方面的影響,人才市場招聘業(yè)務(wù)在經(jīng)歷了一段快速發(fā)展期后,存在的一些問題逐漸凸顯,遇到發(fā)展瓶頸。如何突破瓶頸、提升人才市場招聘效果,是當(dāng)前面臨的緊迫課題。結(jié)合市場中現(xiàn)場招聘、網(wǎng)絡(luò)招聘、媒體招聘等招聘模式的實(shí)際運(yùn)作情況,我們將全面深入調(diào)研、分析,以客觀的事實(shí),準(zhǔn)確的數(shù)據(jù)論證寧波市人才市場招聘模式的發(fā)展,研究提升市場招聘效果的方法和措施。 本文的研究,正是基于以上背景,通過摸清我國及寧波市人才招聘的基本現(xiàn)狀,分析存在的主要問題,運(yùn)用項(xiàng)目管理理論,將整個招聘過程納入到項(xiàng)目管理的范疇中,從時間控制、進(jìn)度安排、成本控制等維度加以研究,著力構(gòu)建人才市場招聘模式的項(xiàng)目設(shè)計(jì),并建立全方位、多層次、多角度的服務(wù)層次設(shè)計(jì)和多技術(shù)層次設(shè)計(jì),從而提升整個人才招聘的效率和水平。
[Abstract]:In May 2011, the former Ningbo City personnel Bureau and Ningbo Labor Bureau began to integrate because of institutional reform, and formed Ningbo Human Resources and Social Security Bureau. Thus, the integration operation of Ningbo talent market and Ningbo labor market is prelude. During the process of talent market operation, there are many principles and methods of project management. The current global economic situation is warmer, Ningbo export-oriented economic development will ushered in a new opportunity. After experiencing the financial storm, many Ningbo enterprises accelerate their growth further, and the demand for talents, especially high-quality talents, is very great. Data show that hiring demand picked up in early 2013, with demand for talent in individual industries already outpacing even before the financial crisis. However, the actual situation of recruitment presents the phenomenon that "there is no talent in the market", the supply of talents is obviously reduced, the effect of market recruitment is not obvious, and the actual demand for talents is difficult to meet. Under the influence of the development mode of the talent market and the competition of the industry, the recruitment business of the talent market has experienced a period of rapid development, some problems have been gradually highlighted and met with the bottleneck of development. How to break through the bottleneck and improve the recruitment effect of the talent market is an urgent task. In combination with the actual operation of recruitment models such as on-the-spot recruitment, network recruitment and media recruitment in the market, we will conduct comprehensive and in-depth investigation, analysis, and demonstrate the development of recruitment models in Ningbo's talent market with objective facts and accurate data. To study the methods and measures to improve the effectiveness of market recruitment. The research of this paper is based on the above background, through investigating the basic situation of talent recruitment in our country and Ningbo, analyzing the main problems, applying the project management theory, bringing the whole recruitment process into the scope of project management. From the aspects of time control, schedule arrangement, cost control and so on, the project design of recruitment mode of talent market should be constructed, and the service level design and multi-technology level design of all directions, multi-level and multi-angle should be established. In order to enhance the efficiency and level of the entire talent recruitment.
