我國基礎設施采用PPP模式的研究與分析

【摘要】:隨著我國經濟的快速發(fā)展,城鎮(zhèn)化腳步不斷加快,對基礎設施的需求日益加大。而與此同時,近年來財政收入的增速卻開始放緩,地方政府性債務規(guī)?焖僭黾,風險不斷上升,使得由政府包攬基礎設施投資建設和運營的傳統(tǒng)模式難以為繼。此外,傳統(tǒng)模式下,公共產品和服務供給的高成本、低效率、低水平等問題也日益突出,越來越受到公眾的關注。如何破解所面臨的難題,為基礎設施投融資選擇一條合適的道路是目前的當務之急。 《中共中央關于全面深化改革若干重大問題的決定》明確提出:處理好政府與市場的關系,使市場在資源配置中起決定性作用和更好發(fā)揮政府作用。PPP是Public-Private Partnership的字母縮寫,中文譯為“公私合作伙伴關系”,它通過吸引社會資本參與提供公共產品和服務,促進政府部門與私人部門的有效結合,充分發(fā)揮公私雙方各自的優(yōu)勢,從而實現(xiàn)資源的優(yōu)化配置與社會福利的最大化。在當前形勢下,PPP模式能夠拓寬資金來源渠道、緩解政府財政壓力、化解地方政府性債務風險、推動政府職能轉變、提高資金使用效率、改善公共物品供給效益,因此成為我國基礎設施投融資的最佳選擇之一。 本文以公共物品理論、政府失靈理論、委托代理理論和項目區(qū)分理論為基礎,采用理論與實踐相結合、定性分析與定量分析相結合、經驗分析與演繹推理相結合的研究方法,從PPP模式的本質、特征、功能、優(yōu)勢等入手,結合相關案例,詳細分析了我國基礎設施采用PPP模式的必要性和目前所存在的主要問題以及走在PPP模式前沿的四個代表性國家和地區(qū)的成功經驗。本文最后按照“市場在資源配置中起決定性作用和更好發(fā)揮政府作用”的方針與“頂層設計和摸著石頭過河相結合”的原則,在借鑒國際先進經驗的基礎上,結合我國現(xiàn)階段的實際情況,從政府建設、制度建設和項目建設三個層面提出了我國基礎設施采用PPP模式的政策建議。
[Abstract]:With the rapid development of China's economy, the pace of urbanization is accelerating, and the demand for infrastructure is increasing day by day. At the same time, the growth rate of fiscal revenue has slowed in recent years, the scale of local government debt has increased rapidly and the risks have been rising, which makes the traditional mode of government undertaking infrastructure investment and operation untenable. In addition, under the traditional mode, the high cost, low efficiency and low level of public goods and service supply are becoming more and more important. How to solve the problem, The decision of the CPC Central Committee on several important issues of comprehensively deepening reform clearly puts forward the following: deal well with the relationship between the government and the market. Make the market play a decisive role in the allocation of resources and make better use of the government role. PPP is the acronym for Public-Private Partnership, which provides public goods and services by engaging social capital in the provision of public goods and services. To promote the effective combination of government and private sector, to give full play to the respective advantages of both public and private, so as to achieve the optimal allocation of resources and the maximization of social welfare. Under the current situation, PPP model can broaden the sources of funds, alleviate the financial pressure of the government, resolve the risk of local government debt, promote the transformation of government functions, improve the efficiency of the use of funds, and improve the efficiency of public goods supply. Therefore, it has become one of the best choices for infrastructure investment and financing in China. Based on the theory of public goods, the theory of government failure, the theory of principal-agent and the theory of project differentiation, this paper adopts the research methods of combining theory with practice, qualitative analysis with quantitative analysis, and empirical analysis with deductive reasoning. Starting with the essence, characteristics, functions and advantages of the PPP model, and combining with relevant cases, This paper analyzes in detail the necessity of adopting the PPP model in the infrastructure of our country, the main problems existing at present, and the successful experiences of four representative countries and regions in the forefront of the PPP model. Finally, in accordance with the principle of "the market plays a decisive role in the allocation of resources and better play the role of the government" and the principle of "top-level design and crossing the river by touching the stone", and on the basis of drawing lessons from international advanced experience, According to the actual situation of our country at present, this paper puts forward the policy recommendations of adopting PPP mode in our country's infrastructure from three aspects: government construction, system construction and project construction.
