內(nèi)江市建立區(qū)域物流中心的可行性分析

【摘要】:上世紀(jì)90年代開始,經(jīng)濟全球化使越來越多的的國家加入到世界網(wǎng)絡(luò)中進(jìn)行國際分工合作,無國界的組織形態(tài)逐步凸顯,這也代表一個全新的無界限國際競爭時代的到來。同時,伴隨著市場經(jīng)濟的逐漸成熟,其愈來愈嚴(yán)格的要求每個國家需要將商品、勞務(wù)、資本和信息等各種經(jīng)濟要素開放式地投入全球經(jīng)濟市場體系,物流作為各項經(jīng)濟活動的連接樞紐產(chǎn)業(yè)是經(jīng)濟發(fā)展和尋求新利潤源的不可或缺環(huán)節(jié)。當(dāng)前,各國一方需要面應(yīng)對國際勢力的沖擊,另一方面也開始緊迫加強自身經(jīng)濟,在這樣一個強調(diào)區(qū)域經(jīng)濟同時全球網(wǎng)絡(luò)狀經(jīng)濟活動態(tài)勢下,區(qū)域經(jīng)濟與其相互依存的區(qū)域物流的互相促進(jìn)、互相發(fā)展成為經(jīng)濟學(xué)研究熱點。 在中國改革開放、大力發(fā)展市場經(jīng)濟下,我國也逐步認(rèn)識到高科技和通訊等基礎(chǔ)設(shè)施對經(jīng)濟發(fā)展的至關(guān)重要支持性作用。因而,作為經(jīng)濟“催化劑”的物流產(chǎn)業(yè)開始作為經(jīng)濟的新利潤點形式和認(rèn)知存在。在2001年3月,我國也提出了第一個關(guān)于如何發(fā)展現(xiàn)代物流產(chǎn)業(yè)的指導(dǎo)性文件一《關(guān)于加快我國現(xiàn)代物流發(fā)展的若干意見》。在該文件中,中國明確指出現(xiàn)代物流將作為新世界重要產(chǎn)業(yè)的支柱性支撐點和新經(jīng)濟增長點,同時這也對地方政府開啟了另一道門,在認(rèn)識到發(fā)展物流產(chǎn)業(yè)重要性的各地政府紛紛開始將現(xiàn)代物流發(fā)展作為地方新興支柱產(chǎn)業(yè),希望通過搭建高效快捷安全的現(xiàn)代化物流中心平臺來推動當(dāng)?shù)亟?jīng)濟整體快速、可持續(xù)發(fā)展。在大力發(fā)展西部經(jīng)濟,增強區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展的國民經(jīng)濟發(fā)展和社會持續(xù)發(fā)展方針下,四川作為西部龍頭的第三方物理需求層次將分別在結(jié)構(gòu)、種類和地域上擴大,無論是四川自身經(jīng)濟發(fā)展的需要,還是為國家物流交通運輸發(fā)展提供重要支持,這樣無疑對西部基礎(chǔ)設(shè)施制約西部經(jīng)濟發(fā)展問題得到較大程度的解決。 作為西南重要地區(qū)、川南交通樞紐要塞的內(nèi)江也開始將本地區(qū)的現(xiàn)代物流業(yè)問題列入了經(jīng)濟發(fā)展規(guī)劃中,希望區(qū)域物流中心這個新興產(chǎn)業(yè)能作為為內(nèi)江市經(jīng)濟增長的一個新利潤增長點,以此推動內(nèi)江經(jīng)濟獲得大幅度的跨越式發(fā)展。因此在針對現(xiàn)今區(qū)域經(jīng)濟與區(qū)域物流的各種正相關(guān)性研究和實踐證明背景下,結(jié)合內(nèi)江市經(jīng)濟發(fā)展的狀況和其在中國四川的戰(zhàn)略性地位,提出建立區(qū)域物流中心項目,并以內(nèi)江現(xiàn)有物流狀況為基礎(chǔ),對作為投資項目的區(qū)域物流中心建立的必要性和具有可實施的基礎(chǔ)性條件進(jìn)行分析,判定內(nèi)江建立區(qū)域物流中心建立的先決性條件和優(yōu)勢,最后確定該項目的實際可行性。 本文的可行性報告研究主要通過下述部分展開: 1.理論文獻(xiàn)研究:在論文的第二部分中將根據(jù)該項研究的具體內(nèi)容,仔細(xì)查閱相關(guān)文獻(xiàn),從物流起源到現(xiàn)代物流的概述,最后引出區(qū)域物流、以及區(qū)域經(jīng)濟與區(qū)域物流之間的相關(guān)性,并對此進(jìn)行了深層次的研究學(xué)習(xí),最后進(jìn)一步探尋了各項理論,挖掘出建立區(qū)域物流中心建立對區(qū)域經(jīng)濟的推動作用。 2.區(qū)域物流中心可行性分析:該部分是整個可行性分析報告的重要組成部分之一。第一,通過已有的理論基礎(chǔ),對內(nèi)江市建立區(qū)域物流中心項目的投資環(huán)境進(jìn)行分析。在項目投資必要性中我們通過內(nèi)江市五個需要的必要性證明該項目可行性的先決條件之一已經(jīng)滿足。然后對項目建立的基礎(chǔ)性條件進(jìn)一步分析,在地理優(yōu)勢、經(jīng)濟實力、政策支持三個方面詳細(xì)的定性分析得出內(nèi)江市具有實現(xiàn)該項目的第二個先覺性條件,從而為項目具體實施及后期的實施后的經(jīng)濟效應(yīng)打下基礎(chǔ)。第二,以內(nèi)江經(jīng)濟效益為核心,判斷其項目投資的市場環(huán)境可行性。該部分研究選擇將內(nèi)江市經(jīng)濟發(fā)展中的市場供需作為立足點,以有限的資源投入為條件,對內(nèi)江市物流供給和需求兩方面,采用科學(xué)數(shù)據(jù)分析工具對內(nèi)江經(jīng)濟數(shù)據(jù)樣本進(jìn)行建模研究,通過定性和定量分析確定內(nèi)江建立區(qū)域物流中心可行性分析,確定其在技術(shù)上基礎(chǔ)上的經(jīng)濟效益,以及如何取得最佳效益。主要是站在資源配置的角度上來評價項目在實現(xiàn)區(qū)域經(jīng)濟發(fā)展、經(jīng)濟資源有效配置方面對改善經(jīng)濟增長環(huán)境、增加市場經(jīng)濟活躍、降低成本、增加供應(yīng)、創(chuàng)造就業(yè)、提高居民生活水平等方面來推動內(nèi)江市整體經(jīng)濟的發(fā)展。 3.措施及建議:本部分根據(jù)前面的各項可行性分析,在從明確目標(biāo)定位、全面規(guī)劃功能、主體企業(yè)引導(dǎo)模式和物流信息平臺建立四個方面內(nèi)江市區(qū)域物流中心項目具體實施設(shè)計提出有建設(shè)性的措施及建議,保證其能夠提供便捷、安全、高效和可靠的現(xiàn)代化物流服務(wù)。 本論文對內(nèi)江市物流產(chǎn)業(yè)進(jìn)行了初步研究,判定建立內(nèi)江市區(qū)域物流中心項目是一個刻不容緩、具有較高經(jīng)濟效益和社會效益的新型產(chǎn)業(yè)化項目,擁有廣闊的發(fā)展前景。且通過一定措施和建議構(gòu)建出完善的、包含現(xiàn)代物流發(fā)展政策平臺、物流運作平臺和物流信息平臺在內(nèi)的綜合性區(qū)域物流中心。
[Abstract]:Since the 1990s, economic globalization has made more and more countries join the world network for international division of labor and cooperation, and the form of organization without borders has gradually become prominent, which also represents the arrival of a new era of international competition without borders. It is necessary to put all kinds of economic factors such as commodities, services, capital and information into the global economic market system in an open way. Logistics, as the connecting hub of economic activities, is an indispensable link in economic development and seeking new profit sources. In such a situation of emphasizing regional economy and global network economic activities, the mutual promotion of regional economy and its interdependent regional logistics has become a hot topic of economic research.
With the reform and opening up in China and the vigorous development of the market economy, China has gradually realized the crucial supporting role of infrastructure such as high-tech and telecommunications in economic development. As a result, the logistics industry, as a catalyst for the economy, began to exist as a new profit point form and cognition of the economy. In March 2001, China also put forward the first one. The Guiding Document on How to Develop Modern Logistics Industry I.Some Opinions on Accelerating the Development of Modern Logistics in China.In the Document, China clearly pointed out that modern logistics would be the pillar of the important industries in the new world and the new economic growth point, which also opened another door for local governments and realized the development. The governments of various places have begun to regard the development of modern logistics as a new pillar industry of local development, hoping to promote the overall rapid and sustainable development of local economy by building a modern logistics center platform which is efficient, fast and safe. Under the policy of sustainable social development, the third-party physical demand level of Sichuan, as the leading Western region, will be expanded in structure, type and region, whether it is the needs of Sichuan's own economic development, or provides important support for the development of national logistics and transportation. This undoubtedly will restrict the economic development of the western region by the western infrastructure. A great deal of solution.
As an important area in southwest China, the Neijiang River, a transportation hub in southern Sichuan, has begun to put the modern logistics industry in its economic development planning. It is hoped that the regional logistics center, a new industry, will be a new profit growth point for the economic growth of Neijiang City, so as to promote the economic development of the Neijiang River by leaps and bounds. Under the background of all kinds of positive correlations between regional economy and regional logistics, combined with the economic development situation of Neijiang City and its strategic position in Sichuan Province, this paper puts forward the project of establishing regional logistics center, and based on the current logistics situation of Neijiang City, establishes the regional logistics center as an investment project. The necessity and basic conditions that can be implemented are analyzed to determine the preconditions and advantages for the establishment of a regional logistics center in Neijiang, and finally to determine the actual feasibility of the project.
The feasibility study report of this article is mainly carried out in the following sections:
1. Theoretical Literature Research: In the second part of the paper, according to the specific content of the study, we will carefully consult the relevant literature, from the origin of logistics to the overview of modern logistics, and finally lead to regional logistics, as well as the correlation between regional economy and regional logistics, and conduct a deep-seated study of this, and finally further explore the various. Item theory, digging out the establishment of regional logistics center to promote the role of regional economy.
2. Feasibility analysis of regional logistics center: This part is one of the important parts of the whole feasibility analysis report. Firstly, through the existing theoretical basis, the investment environment of the project of establishing regional logistics center in Neijiang is analyzed. One of the preconditions of the feasibility has been met. Then the basic conditions of the project establishment are further analyzed, and the second precondition of the project is obtained from the detailed qualitative analysis of geographical advantages, economic strength and policy support, so as to achieve the economic effect of the project implementation and later implementation. Secondly, taking the economic benefit of Neijiang as the core, the paper judges the feasibility of the market environment of the project investment. This part chooses the market supply and demand in the economic development of Neijiang as the standpoint, and takes the limited resource input as the condition, and uses the scientific data analysis tool to analyze the Neijiang economy from the aspects of logistics supply and demand. Through qualitative and quantitative analysis, the feasibility analysis of establishing a regional logistics center in Neijiang River is determined, and the economic benefits on the basis of technology and how to obtain the best benefits are determined. To improve the economic growth environment, increase the market economy, reduce costs, increase supply, create employment, improve the living standards of residents to promote the overall economic development of Neijiang.
3. Measures and Suggestions: According to the feasibility analysis, this part puts forward constructive measures and suggestions to ensure the convenience, safety and improvement of Neijiang Regional Logistics Center project from four aspects: defining the target positioning, overall planning function, leading mode of main enterprises and establishment of logistics information platform. Effective and reliable modern logistics services.
This paper makes a preliminary study on the logistics industry of Neijiang City, and decides that the establishment of the regional logistics center project in Neijiang City is a new industrialization project with high economic and social benefits, which has broad prospects for development. Logistics operation platform and logistics information platform, including comprehensive regional logistics center.
