【摘要】：特種設(shè)備是國民經(jīng)濟持續(xù)發(fā)展的重要基礎(chǔ)設(shè)備,是人民群眾生活中的重要基礎(chǔ)設(shè)施。由于其具有在高溫、高壓、高空、高速條件下運行的特點,在造福人類的同時,也可能帶來事故和災(zāi)難,因此,采取特殊的措施,嚴加監(jiān)管,減少與預(yù)防事故發(fā)生,是國際慣例。為保障安全,對特種設(shè)備實施檢驗檢測是主要措施之一。在我國,隨著經(jīng)濟、社會的快速發(fā)展,由帶有政府性質(zhì)的事業(yè)單位壟斷檢驗檢測服務(wù)供給為特點的特種設(shè)備檢驗檢測供給模式已經(jīng)難以適應(yīng)社會發(fā)展的要求,供給不足、效率低下、滋生腐敗等弊端也日益凸顯,亟需進行變革。公共服務(wù)市場化是西方發(fā)達國家政府改革的核心內(nèi)容,國外公共市場化的理論與國外及臺灣地區(qū)特種設(shè)備檢驗檢測市場化的實踐為我國特種設(shè)備檢驗檢測供給模式的變革提供了一個新的思路。因此,對特種設(shè)備檢驗檢測市場化供給模式的研究,成為非常迫切的課題。論文分為五個部分：第一部分,緒論。主要介紹選題背景、國內(nèi)外研究動態(tài)和研究意義,提出論文的研究目的、方法、內(nèi)容和研究的技術(shù)路線。第二部分,相關(guān)理論。主要包括與論文相關(guān)的特種設(shè)備的定義、以及特種設(shè)備檢驗檢測機構(gòu)市場化的理論。第三部分,我國特種設(shè)備檢驗檢測供給的現(xiàn)狀和問題。首先,分析我國特種設(shè)備檢驗檢測體制的形成和演變；其次,對我國特種設(shè)備檢驗檢測供給模式存在的問題進行分析。第四部分,國外及臺灣地區(qū)特種設(shè)備檢驗檢測市場化供給模式及啟示。概括以美國、英國、臺灣為代表的檢驗檢測工作的管理模式,并據(jù)此得出可供借鑒的經(jīng)驗。第五部分,我國特種設(shè)備檢驗檢測機構(gòu)市場化模式構(gòu)建。探索在當(dāng)前背景下我國特種設(shè)備檢驗檢測機構(gòu)中引進市場化改革的必要性和可行性,提出可供選擇的兩種特種設(shè)備檢驗檢測市場化供給模式,并就我國特種設(shè)備檢驗檢測市場化供給的途徑及配套制度建設(shè)進行深入分析。本課題源于工作實際,目的是為政府部門在創(chuàng)新特種設(shè)備檢驗檢測服務(wù)供給模式上提供參考。
[Abstract]:Special equipment is an important basic equipment for the sustainable development of the national economy and an important infrastructure in the life of the people. Because it has the characteristics of running under the conditions of high temperature, high pressure, high altitude and high speed, it may bring accidents and disasters while benefiting mankind. Therefore, special measures should be taken to strictly supervise and reduce and prevent accidents. It's international practice. In order to ensure safety, inspection and inspection of special equipment is one of the main measures. In our country, with the rapid development of economy and society, the supply mode of special equipment inspection and inspection, characterized by monopoly inspection and inspection service supply of government institutions, has become difficult to meet the requirements of social development, and the supply is insufficient. Inefficiency, breeding corruption and other drawbacks are also increasingly prominent, the urgent need for change. The marketization of public services is the core content of government reform in western developed countries. The theory of public marketization abroad and the practice of marketization of inspection and testing of special equipment in Taiwan and abroad provide a new way of thinking for the reform of supply mode of inspection and inspection of special equipment in China. Therefore, the research on the market supply mode of special equipment inspection and detection has become a very urgent subject. The paper is divided into five parts: the first part, introduction. This paper mainly introduces the background, research trends and significance of the research at home and abroad, and puts forward the purpose, method, content and technical route of the research. The second part, related theory. It mainly includes the definition of special equipment related to the paper, and the theory of marketization of special equipment inspection and inspection organization. The third part, our country special equipment inspection and inspection supply present situation and the question. Firstly, it analyzes the formation and evolution of the inspection and inspection system of special equipment in China; secondly, analyzes the problems existing in the supply mode of inspection and inspection of special equipment in China. The fourth part, the foreign and Taiwan region special equipment inspection and test market-oriented supply mode and enlightenment. This paper summarizes the management mode of inspection and inspection work represented by the United States, Britain and Taiwan, and draws the experience for reference. The fifth part, our country special equipment inspection and inspection organization market model construction. This paper explores the necessity and feasibility of introducing market-oriented reform into the inspection and testing institutions of special equipment in China under the current background, and puts forward two kinds of market-oriented supply modes for testing and testing of special equipment that can be selected. This paper also analyzes the ways of market supply of special equipment inspection and the construction of supporting system. The purpose of this paper is to provide reference for the government to innovate the supply mode of special equipment inspection and inspection service.
