【摘要】：加快推進城鎮(zhèn)化發(fā)展,既是兵團在新時期履行屯墾戍邊使命的有效載體,也是實現(xiàn)生產(chǎn)要素積聚及改善民生最直接、最有效的途徑。兵團十二師地處烏市近郊,是烏魯木齊經(jīng)濟圈和天山北坡經(jīng)濟帶的重要組成部分。加快推進十二師城鎮(zhèn)化建設(shè),對于發(fā)揮烏市城市經(jīng)濟輻射和經(jīng)濟橋頭堡優(yōu)勢,具有重要意義。近年來,十二師在城鎮(zhèn)化發(fā)展過程中取得一定成效,但也存在諸多問題,如何推進十二師城鎮(zhèn)化發(fā)展,需要對十二師城鎮(zhèn)化發(fā)展現(xiàn)狀和城鎮(zhèn)化發(fā)展居民意愿進行分析,尋求十二師城鎮(zhèn)化發(fā)展戰(zhàn)略的有效途徑。本文在對城鎮(zhèn)化的相關(guān)理論和國內(nèi)外城鎮(zhèn)化研究進展歸納總結(jié)基礎(chǔ)上,分析了十二師城鎮(zhèn)化發(fā)展現(xiàn)狀,并對居民城鎮(zhèn)化發(fā)展意愿進行調(diào)查問卷分析,基于現(xiàn)狀和意愿分析,構(gòu)建了十二師城鎮(zhèn)化戰(zhàn)略體系,為了保障城鎮(zhèn)化戰(zhàn)略體系的順利實施,提出了相應(yīng)的保障措施。本文主要內(nèi)容及結(jié)論如下:(1)從十二師城鎮(zhèn)化發(fā)展現(xiàn)狀來看,十二師城鎮(zhèn)化發(fā)展取得成效包括規(guī)劃編制促進項目落地,推進城鎮(zhèn)化的快速發(fā)展;連隊居民點整合,提升城鎮(zhèn)建設(shè)水平等方面,但同時,也呈現(xiàn)出師域行政區(qū)劃分散,空間區(qū)位需協(xié)調(diào);區(qū)域發(fā)展不平衡,城鎮(zhèn)資源需整合等問題。(2)從十二師城鎮(zhèn)化發(fā)展居民意愿調(diào)查分析來看,對十二師居民進行了隨機問卷調(diào)查,從受訪群眾基本情況、居住地狀況、交通狀況以及城鎮(zhèn)化發(fā)展需求意愿等方面進行了問卷分析,以期客觀真實的反映出城鎮(zhèn)化環(huán)境條件,為戰(zhàn)略選擇提供一定的依據(jù)和方向。(3)從十二師城鎮(zhèn)化發(fā)展戰(zhàn)略體系來看,在兵團城鎮(zhèn)體系框架下,緊扣“加速、提升、轉(zhuǎn)型”主題,從戰(zhàn)略思路、戰(zhàn)略目標、戰(zhàn)略重點、戰(zhàn)略布局等方面,構(gòu)建了十二師城鎮(zhèn)化戰(zhàn)略體系。(4)從十二師城鎮(zhèn)化發(fā)展保障措施來看,需要從加強組織領(lǐng)導(dǎo),加大政策支持、拓寬資金渠道、廣泛宣傳動員、等方面進行十二師城鎮(zhèn)化順利實施的措施保障。
[Abstract]:Speeding up the development of urbanization is not only an effective carrier for the Corps to fulfill its mission of opening up land and defending the frontier in the new period, but also the most direct and effective way to realize the accumulation of production factors and to improve the people's livelihood. Located in the suburbs of Urumqi, the 12th Division of the Corps is an important part of the Urumqi Economic Circle and the northern slope of Tianshan. Speeding up the urbanization construction of the 12th Division is of great significance to give play to the advantages of urban economic radiation and economic bridgehead. In recent years, the 12th Division has made some achievements in the process of urbanization development, but there are also many problems. How to promote the urbanization development of the 12th Division requires an analysis of the present situation of the urbanization development of the 12th Division and the willingness of the residents to develop the urbanization. Seek the effective way of urbanization development strategy of 12 divisions. On the basis of summarizing the related theories of urbanization and the research progress of urbanization at home and abroad, this paper analyzes the present situation of urbanization in 12 divisions, and carries on the questionnaire analysis to the residents' development intention of urbanization, based on the analysis of present situation and willingness. In order to ensure the smooth implementation of urbanization strategy system, the corresponding measures are put forward. The main contents and conclusions of this paper are as follows: (1) from the current situation of urbanization development of the 12th Division, the achievements of the urbanization development of the 12th Division include planning to promote the landing of the project, the rapid development of urbanization, the integration of company settlements, But at the same time, it also presents problems such as decentralized administrative divisions, coordinated spatial location, unbalanced regional development, and integration of urban resources. (2) from the investigation and analysis of residents' willingness to develop urbanization in the 12th Division, The residents of the 12th Division were investigated by a random questionnaire, and the questionnaire analysis was carried out from the following aspects: the basic situation of the people interviewed, the status of residence, the traffic situation and the willingness to develop the urbanization, in order to objectively and truly reflect the environmental conditions of urbanization. (3) from the perspective of the 12th Division's urbanization development strategy system, under the framework of the bingtuan town system, the theme of "acceleration, promotion and transformation" should be closely adhered to, and from the strategic thinking, strategic objectives, strategic focus, In terms of strategic layout and other aspects, the strategic system of urbanization of the 12th Division has been constructed. (4) from the perspective of the measures to ensure the development of urbanization in the 12th Division, it is necessary to strengthen organizational leadership, increase policy support, broaden funding channels, and widely publicize and mobilize. And other aspects of the 12 divisions of the smooth implementation of urbanization measures to ensure.
