【摘要】：2014年3月，中共中央、國務院印發(fā)的《國家新型城鎮(zhèn)化規(guī)劃（2014-2020年）》指出，新型城鎮(zhèn)化不同于以往的城鎮(zhèn)化，更加注重城鄉(xiāng)統(tǒng)籌、均衡、多元化和可持續(xù)發(fā)展，要求醫(yī)療資源配置下移，注重縣鄉(xiāng)醫(yī)療資源發(fā)展，縮小城鄉(xiāng)差距，，并積極引入社會資本、提高配置效率。豐富的醫(yī)療資源有助于提高居民福利水平，為社會經(jīng)濟長期穩(wěn)定發(fā)展提供保障。隨著我國城鎮(zhèn)化進程的加快，人口逐漸向城鎮(zhèn)集中，城鎮(zhèn)數(shù)量和城鎮(zhèn)人口規(guī)模迅速增加，但由于醫(yī)療資源總量匱乏、分布不均衡、市場結構單一和缺乏協(xié)同效應等問題，極大的阻礙著城鎮(zhèn)化的發(fā)展。因為具有的公共品和公益性等屬性，醫(yī)療資源的配置受到很大程度政府干預的影響。目前的低財政投入、政府管理不當和政策缺乏協(xié)調(diào)性已無法滿足新型城鎮(zhèn)化對醫(yī)療資源配置的要求。因而需要各地政府增加投入并加強合作協(xié)調(diào)，改革相關的財政政策，制定合理的規(guī)劃及提供有效的支持，引導醫(yī)療資源合理配置，促進我國新型城鎮(zhèn)化健康發(fā)展。
[Abstract]:In March 2014, the National Plan for New urbanization (2014-2020), issued by the CPC Central Committee and the State Council, pointed out that new urbanization is different from previous urbanization and pays more attention to urban and rural planning, balance, diversification and sustainable development. Medical resources should be allocated downwards, pay attention to the development of medical resources in counties and townships, narrow the gap between urban and rural areas, introduce social capital actively, and improve the efficiency of allocation. Rich medical resources help to improve the welfare level of residents and provide a guarantee for the long-term and stable development of social economy. With the acceleration of urbanization in China, the population is gradually concentrated in cities and towns. The number of towns and the scale of urban population increase rapidly. However, due to the shortage of total medical resources, the uneven distribution, the single market structure and the lack of synergy, etc. It greatly hinders the development of urbanization. Because of its public goods and public welfare, the allocation of medical resources is greatly affected by government intervention. At present, the low financial investment, improper government management and lack of coordination of policies can not meet the requirements of the new urbanization on the allocation of medical resources. Therefore, it is necessary for local governments to increase investment, strengthen cooperation and coordination, reform related financial policies, formulate reasonable plans and provide effective support, guide the rational allocation of medical resources, and promote the healthy development of new urbanization in China.
