【摘要】：伴隨著經(jīng)濟(jì)全球化、貿(mào)易自由化的發(fā)展，市場(chǎng)經(jīng)濟(jì)的優(yōu)勝劣汰發(fā)揮著重要的作用。公平、公正、可靠的第三方檢測(cè)在貿(mào)易雙方中承擔(dān)著越來越重要的角色。各個(gè)行業(yè)、各個(gè)領(lǐng)域的檢查機(jī)構(gòu)和實(shí)驗(yàn)室如雨后春筍般蓬勃發(fā)展，國(guó)家對(duì)實(shí)驗(yàn)室的認(rèn)可活動(dòng)也成為我國(guó)一大特色。 如何保持實(shí)驗(yàn)室發(fā)展的活力和動(dòng)力，公平、公正、高效、準(zhǔn)確的為貿(mào)易雙方提供服務(wù)。如何在成本不斷上升，競(jìng)爭(zhēng)不斷激烈的同時(shí)，保持實(shí)驗(yàn)室技術(shù)能力的持續(xù)穩(wěn)步增長(zhǎng)，管理體系的順利推進(jìn)。是實(shí)驗(yàn)室制定發(fā)展戰(zhàn)略時(shí)必須考慮的問題。本文驗(yàn)證了引入精益思想的實(shí)驗(yàn)室體系管理方法，為實(shí)驗(yàn)室組建和管理提供一些新的活力，通過持續(xù)改進(jìn)的方式，優(yōu)化流程，提升實(shí)驗(yàn)室的利潤(rùn)空間，增加實(shí)驗(yàn)室的核心競(jìng)爭(zhēng)力，，以便于在激烈的市場(chǎng)競(jìng)爭(zhēng)中立于不敗之地。 本文首先縱覽了合格評(píng)定和實(shí)驗(yàn)室認(rèn)可的產(chǎn)生和發(fā)展，分析了實(shí)驗(yàn)室質(zhì)量管理體系與ISO9000族體系的異同，闡述了新版ISO/IEC17025中質(zhì)量管理八大原則的應(yīng)用，針對(duì)我國(guó)的國(guó)家認(rèn)可方式進(jìn)行了說明，并簡(jiǎn)單概述了精益思想的發(fā)展和應(yīng)用，總結(jié)了可應(yīng)用于實(shí)驗(yàn)室體系管理的精益思想關(guān)注點(diǎn)。本文重點(diǎn)從減少浪費(fèi)、標(biāo)準(zhǔn)化、準(zhǔn)時(shí)化、需求拉動(dòng)、可持續(xù)性改進(jìn)等幾個(gè)方面，論述了精益思想在實(shí)驗(yàn)室體系管理中的應(yīng)用，基本涵蓋了實(shí)驗(yàn)室管理和技術(shù)要素的要求。 通過引用精益思想進(jìn)行管理，重新定義價(jià)值環(huán)節(jié)，重組價(jià)值流，對(duì)實(shí)驗(yàn)室流程和活動(dòng)進(jìn)行優(yōu)化，有效提高了實(shí)驗(yàn)室的檢測(cè)和響應(yīng)速度，簡(jiǎn)化了不必要的流程，減少了排隊(duì)待檢和開機(jī)待檢的情況發(fā)生，縮短了整體流程的時(shí)間，提高了檢測(cè)效率。實(shí)驗(yàn)室通過體系宣貫，質(zhì)量方針和目標(biāo)實(shí)施，內(nèi)審和管理評(píng)審等持續(xù)改進(jìn)活動(dòng)，做到全體參與體系運(yùn)作，全體參與改善活動(dòng)，充分保持了實(shí)驗(yàn)室管理體系的有效性、適宜性和可持續(xù)性。
[Abstract]:With the development of economic globalization and trade liberalization, the survival of the fittest plays an important role in the market economy. Fair, fair and reliable third-party testing plays an increasingly important role in both sides of the trade. Inspection institutions and laboratories in various industries and fields are booming, and the national accreditation of laboratories has become a major feature of our country. How to maintain the vitality and power of laboratory development, fair, efficient and accurate to provide services to both sides of the trade. How to maintain the steady growth of laboratory technical ability and the smooth advance of management system while the cost is rising and the competition is fierce. It is a problem that must be considered when the laboratory formulates the development strategy. This paper verifies the management method of laboratory system which introduces lean idea, and provides some new vitality for laboratory construction and management. Through continuous improvement, the process is optimized, and the profit space of laboratory is enhanced. To increase the core competitiveness of the laboratory in order to maintain an invincible position in the fierce market competition. In this paper, the emergence and development of conformity assessment and laboratory accreditation are reviewed, the similarities and differences between laboratory quality management system and ISO9000 family system are analyzed, and the application of eight principles of quality management in the new ISO/IEC17025 is expounded. In this paper, the national recognition mode of our country is explained, and the development and application of lean thought are briefly summarized, and the concerns of lean thought which can be applied to laboratory system management are summarized. This paper mainly discusses the application of lean thought in laboratory system management from the aspects of reducing waste, standardization, punctuality, demand pulling and sustainability improvement, which basically covers the requirements of laboratory management and technical elements. By quoting lean thought to manage, redefine value link, reorganize value flow, optimize laboratory process and activity, effectively improve the detection and response speed of laboratory, simplify unnecessary flow. It reduces the waiting in line and the waiting to be turned on, shortens the time of the whole process and improves the detection efficiency. Through continuous improvement activities, such as system promotion, quality policy and target implementation, internal audit and management review, the laboratory can participate in the operation of the system and the improvement activities, so as to fully maintain the effectiveness of the laboratory management system.
