【摘要】：金融危機(jī)的教訓(xùn)以及成功趕超和正在趕超國(guó)家正反兩面的發(fā)展經(jīng)驗(yàn)都證明:必須反思傳統(tǒng)主流經(jīng)濟(jì)學(xué)的分析范式和邏輯缺陷。必須建立一個(gè)更有效的市場(chǎng)經(jīng)濟(jì)理論模式,才能更好地研究市場(chǎng)機(jī)制對(duì)資源配置的決定性作用,也能較好分析競(jìng)爭(zhēng)性市場(chǎng)經(jīng)濟(jì)產(chǎn)生外部性等問題,才能更好地指導(dǎo)"使市場(chǎng)在資源配置中起決定性作用和更好地發(fā)揮政府作用"。文章認(rèn)為,有效市場(chǎng)模式把"有效性"作為衡量市場(chǎng)競(jìng)爭(zhēng)的核心概念,不僅指資源配置效率,也包括經(jīng)濟(jì)社會(huì)發(fā)展的效益、效果;不僅強(qiáng)調(diào)資源配置效率的提高,也強(qiáng)調(diào)個(gè)人效用、企業(yè)利潤(rùn)和社會(huì)福利的有機(jī)統(tǒng)一。有效市場(chǎng)模式有助于人們走出傳統(tǒng)的"完全競(jìng)爭(zhēng)即有效"的思維范式,代之以"什么是有效的競(jìng)爭(zhēng)機(jī)制"的思維范式。有效市場(chǎng)模式不同于新古典主義"價(jià)格-競(jìng)爭(zhēng)機(jī)制"的主流思維方式,也不同于發(fā)達(dá)國(guó)家所謂的"市場(chǎng)與政府二次調(diào)節(jié)"的分析框架;而是把市場(chǎng)經(jīng)濟(jì)不完全競(jìng)爭(zhēng)性與市場(chǎng)經(jīng)濟(jì)發(fā)展的有效性有機(jī)結(jié)合起來,把市場(chǎng)經(jīng)濟(jì)決定資源配置的一般規(guī)律與中國(guó)初級(jí)階段生產(chǎn)力發(fā)展規(guī)律有機(jī)結(jié)合起來,充分體現(xiàn)了市場(chǎng)經(jīng)濟(jì)的不完全競(jìng)爭(zhēng)性特點(diǎn)與構(gòu)建有效市場(chǎng)模式要求的內(nèi)在統(tǒng)一。
[Abstract]:The lessons of the financial crisis and the development experience of the successful catch-up and overtaking countries on both the positive and negative sides prove that it is necessary to reflect on the analytical paradigm and logical defects of the traditional mainstream economics. It is necessary to establish a more effective theoretical model of market economy in order to better study the decisive role of market mechanism in resource allocation and to analyze the externalities of competitive market economy. Only then can the market play a decisive role in the allocation of resources and play a better role in government. The paper holds that the effective market model regards "efficiency" as the core concept of market competition, which not only refers to the efficiency of resource allocation, but also includes the benefit and effect of economic and social development, and not only emphasizes the improvement of resource allocation efficiency, but also the efficiency of economic and social development. Also emphasizes the individual utility, the enterprise profit and the social welfare organic unification. The efficient market model is helpful for people to get out of the traditional thinking paradigm of "perfect competition is effective" and replace it with the thinking paradigm of "what is an effective competition mechanism". The model of effective market is different from the mainstream thinking mode of "price-competition mechanism" of neoclassicism and the analytical framework of so-called "secondary regulation of market and government" in developed countries. Instead, it organically combines the incomplete competitiveness of the market economy with the effectiveness of the development of the market economy, the general law of the allocation of resources determined by the market economy, and the law of the development of productive forces at the primary stage in China. It fully embodies the inherent unity between the imperfect competitive characteristics of market economy and the requirement of constructing effective market model.
