【摘要】：未來(lái)經(jīng)濟(jì)社會(huì)發(fā)展的大方向是城鎮(zhèn)化。從目前的情況來(lái)看,我國(guó)已經(jīng)開(kāi)始轉(zhuǎn)入了城鎮(zhèn)化發(fā)展的關(guān)鍵期,尤其是“新型城鎮(zhèn)化”建設(shè)已經(jīng)成為重要的戰(zhàn)略任務(wù),擺上了議事日程�！靶滦统擎�(zhèn)化”的“新”就是由過(guò)去片面注重追求城市規(guī)模擴(kuò)大、空間擴(kuò)張,改變?yōu)橐蕴嵘鞘械奈幕�、公共服�?wù)等內(nèi)涵為中心,真正使我們的城鎮(zhèn)成為具有較高品質(zhì)的適宜人居之所。城鎮(zhèn)化的核心是農(nóng)村人口轉(zhuǎn)移到城鎮(zhèn),而不是建高樓、建廣場(chǎng)。農(nóng)村人口轉(zhuǎn)移不出來(lái),不僅農(nóng)業(yè)的規(guī)模效益出不來(lái),擴(kuò)大內(nèi)需也無(wú)法實(shí)現(xiàn)。新型城鎮(zhèn)化建設(shè)的本質(zhì)是用科學(xué)發(fā)展觀來(lái)統(tǒng)領(lǐng)城鎮(zhèn)化建設(shè)。但是,在大力推進(jìn)新型城鎮(zhèn)化建設(shè)的進(jìn)程中,也出現(xiàn)了環(huán)境污染、低效能建設(shè)等比較突出的一些實(shí)際問(wèn)題,主要表現(xiàn)在思想認(rèn)識(shí)不到位,城鎮(zhèn)化發(fā)展不平衡,土地使用模式造成了發(fā)展的瓶頸,新型城鎮(zhèn)化保障措施不力,新型城鎮(zhèn)化落后于工業(yè)化等多個(gè)方面的問(wèn)題,所以,全面參考國(guó)外在城鎮(zhèn)化建設(shè)中取得的實(shí)際經(jīng)驗(yàn),來(lái)總結(jié)思考青州市在開(kāi)展新型城鎮(zhèn)化進(jìn)程中的得與失,為加快新型城鎮(zhèn)化建設(shè),提升城鎮(zhèn)化發(fā)展水平,具有重要的現(xiàn)實(shí)價(jià)值。因此,在這樣的大背景下,從當(dāng)前青州市經(jīng)濟(jì)、社會(huì)發(fā)展的實(shí)際出發(fā),采用SWOT分析法對(duì)青州市開(kāi)展新型城鎮(zhèn)化建設(shè)的情況展開(kāi)系統(tǒng)性分析,然后提出了針對(duì)青州市新型城鎮(zhèn)化建設(shè)的策略,對(duì)加快青州市經(jīng)濟(jì)社會(huì)發(fā)展,實(shí)現(xiàn)小康社會(huì)建設(shè)目標(biāo),具有重要的現(xiàn)實(shí)價(jià)值。本研究重點(diǎn)包括四個(gè)部分內(nèi)容:第一部分,緒論。該部分重點(diǎn)闡述選題背景、研究目的及意義、國(guó)內(nèi)外研究現(xiàn)狀分析和研究方法。第二部分,新型城鎮(zhèn)化的概念與理論基礎(chǔ)。這一部分論述新型城鎮(zhèn)化的概念、價(jià)值與理念,新型城鎮(zhèn)化理論支撐。第三部分,青州市推進(jìn)新型城鎮(zhèn)化的SWOT分析。重點(diǎn)分析了青州市推進(jìn)新型城鎮(zhèn)化的優(yōu)勢(shì)分析,青州市推進(jìn)新型城鎮(zhèn)化的劣勢(shì)分析,青州市推進(jìn)新型城鎮(zhèn)化的機(jī)遇分析,青州市推進(jìn)新型城鎮(zhèn)化的挑戰(zhàn)分析。第四部分,青州市推進(jìn)新型城鎮(zhèn)化建設(shè)的思路。論述了國(guó)內(nèi)外新型城鎮(zhèn)化經(jīng)驗(yàn)借鑒,明確新型城鎮(zhèn)化發(fā)展戰(zhàn)略理念,充分發(fā)揮規(guī)劃在新型城鎮(zhèn)化發(fā)展中的統(tǒng)籌引領(lǐng)作用,加快構(gòu)建新型城鎮(zhèn)體系,加強(qiáng)城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè),強(qiáng)化新型城鎮(zhèn)化的產(chǎn)業(yè)支撐,完善新型城鎮(zhèn)化建設(shè)各種保障,提升生態(tài)建設(shè)水平。
[Abstract]:The major direction of economic and social development in the future is urbanization. From the current situation, our country has begun to turn into the key period of urbanization development, especially the construction of "new urbanization" has become an important strategic task, put on the agenda. The "new" concept of "new-type urbanization" is to focus on the expansion of urban scale, the expansion of space, and the promotion of urban culture, public service and other connotations in the past. Really make our town to have higher quality suitable for human settlement. The core of urbanization is the transfer of rural population to towns, rather than building tall buildings and squares. Rural population transfer, not only the agricultural economies of scale, expansion of domestic demand can not be achieved. The essence of new-type urbanization construction is to lead the urbanization construction with the scientific development view. However, in the process of vigorously promoting the construction of a new type of urbanization, some outstanding practical problems, such as environmental pollution and low efficiency construction, have emerged, mainly manifested in the lack of ideological understanding and the unbalanced development of urbanization. The land use pattern has caused the bottleneck of development, the new urbanization safeguard measure is weak, the new type urbanization lags behind the industrialization and so on many aspects problems, therefore, comprehensively consults the overseas actual experience which obtains in the urbanization construction, In order to speed up the construction of new urbanization and promote the development of urbanization, it is of great practical value to summarize and consider the gains and losses of Qingzhou City in the process of developing new urbanization. Therefore, under such a background, proceeding from the reality of economic and social development in Qingzhou City at present, this paper uses SWOT analysis method to carry out systematic analysis of the new urbanization construction in Qingzhou City. Then it puts forward the strategy for the construction of new urbanization in Qingzhou City, which has important practical value for accelerating the economic and social development of Qingzhou City and realizing the goal of building a well-off society. This research focus includes four parts: the first part, introduction. This part focuses on the background, purpose and significance of the research, analysis and research methods at home and abroad. The second part, the concept and theoretical basis of new urbanization. This part discusses the concept, value and concept of new urbanization, new-type urbanization theory support. The third part, Qingzhou promotes the new type urbanization SWOT analysis. The advantages of promoting new urbanization in Qingzhou City, the inferiority of promoting new urbanization in Qingzhou City, the opportunity analysis of promoting new type urbanization in Qingzhou City, and the challenge analysis of promoting new type urbanization in Qingzhou City are analyzed emphatically. The fourth part, the Qingzhou city promotes the new type urbanization construction the train of thought. This paper discusses the experience of new urbanization at home and abroad, clarifies the strategic concept of new urbanization, gives full play to the overall planning and leading role in the development of new urbanization, accelerates the construction of new urban system, and strengthens the construction of urban infrastructure. Strengthen the industry support of new-type urbanization, perfect all kinds of guarantee of new-type urbanization construction, raise the level of ecological construction.
