【摘要】：正2014年以來,國務(wù)院、財政部、國家發(fā)展改革委陸續(xù)出臺一系列有關(guān)PPP的政策文件,寧夏回族自治區(qū)政府、財政廳、發(fā)改委跟進(jìn)制定相關(guān)文件,在全社會大規(guī)模推廣政府和社會資本合作模式。自治區(qū)城市建設(shè)領(lǐng)域較早引進(jìn)社會資本,開展投融資體制改革,推行pPP模式和市場化經(jīng)營管理,全區(qū)城市燃?xì)�、供熱行業(yè)基本實(shí)現(xiàn)市場化、社會化,污水、垃圾處理行業(yè)社會化程度較高,供水行業(yè)次之,市政道路、地下管網(wǎng)、園林綠化等非經(jīng)營性行業(yè)基本由政府投資建設(shè)和經(jīng)營管理。
[Abstract]:Since 2014, the State Council, the Ministry of Finance and the State Development and Reform Commission have successively issued a series of policy documents on PPP. The Ningxia Hui Autonomous region Government, the Ministry of Finance, and the National Development and Reform Commission have been following up the formulation of relevant documents. Promote the cooperation model of government and social capital in the whole society on a large scale. In the field of urban construction in the autonomous region, social capital was introduced earlier, the investment and financing system was reformed, the pPP model and market-oriented management were carried out, and the whole region's urban gas and heating industry basically realized marketization, socialization and sewage. The degree of socialization of garbage treatment industry is higher, the water supply industry is the second, the municipal roads, underground pipe networks, landscaping and other non-commercial industries are basically invested and managed by the government.
