昆明市住宅小區(qū)物業(yè)管理研究
[Abstract]:Property management originated in England in the 1860s, and has gone through more than 150 years in the western developed countries. Since the establishment of the first domestic property service enterprise in Shenzhen in the 1980s, the property management industry in our country has experienced a process of development from nothing to existence, from small to large, from chaos to gradual standardization. As a new service industry, property management has become an indispensable part of urban management and community construction. However, in view of the stage of deepening the reform from planned economy to market economy, the rights, responsibilities and obligations of the government, property service enterprises and property owners (or property users) in residential property management are not clear. There are still many problems in property management. Whether these problems can be properly solved will directly affect the healthy development of the property management industry and social harmony and stability. Therefore, this article takes the government, the enterprise, the owner as the foothold, analyzes the government and the real estate service enterprise, the government and the property owner (or the property user) and the owner committee in the residential district property management present situation and the question which faces. These problems are: the government to the residential district hot spot, the difficult problem handling ability is not strong, the residential property management profession development overall level is not high, the owner autonomy management effect is not ideal. There are three reasons for these problems: the legal construction of residential district property management is not perfect, the government supervision of the property management market is not perfect, and the government lacks guidance to the public's concept of property consumption. In view of these problems, this paper analyzes the advanced domestic and foreign residential property management models, methods, summarizes the experience that can be used for reference, combined with the real situation of real estate management in residential district of Kunming. It is suggested that the government should perfect the legal construction of the property management, perfect the qualification management of the property service enterprises, perfect the bidding system of the property management, perfect the management method of the charge for the property service, and unblock the ways to resolve the disputes in the property management. To construct a perfect supervision system, to strengthen the training of property management talents, to guide the public to set up a correct concept of property consumption, to strengthen the guidance and service to the owners' committee, and so on. In order to achieve the final goal of the government and property service enterprises, owners to build a harmonious community.
