【摘要】：在我國現(xiàn)行的城市土地制度下,地方政府并不能自覺地成為以"市場"有效配置城市土地的制度供給主體,也不具有與中央政府一致的制度創(chuàng)新動力,由此造成的"非均衡性"制度供給是導(dǎo)致我國城市土地配置低效率的重要制度根源。同時,地方政府的"行為失范"也會導(dǎo)致城市土地配置不合理,并使其難以成為有效的"制度實施"主體。有鑒于此,地方政府應(yīng)從城市土地使用權(quán)流轉(zhuǎn)交易中退出,僅參與對城市土地的開發(fā)和利用。
[Abstract]:Under the present urban land system of our country, the local government can not consciously become the main body of institutional supply for the effective allocation of urban land by "market", nor has it the power of institutional innovation consistent with the central government. The unbalanced institutional supply is an important institutional source of low efficiency of urban land allocation in China. At the same time, the misbehavior of local government will lead to unreasonable allocation of urban land and make it difficult to become an effective subject of "system implementation". In view of this, local governments should withdraw from the transaction of urban land use right and only participate in the development and utilization of urban land.
