基于PPP模式的城市軌道交通項(xiàng)目風(fēng)險(xiǎn)分擔(dān)模型與機(jī)制研究

【摘要】:目前,城市軌道交通項(xiàng)目的建設(shè)在我國飛速發(fā)展,其建設(shè)模式和融資模式多種多樣,而PPP(Public-Private-Partnerships)—公私合營(yíng)的模式,作為一種嶄新的建設(shè)模式和融資模式在實(shí)際中被廣泛運(yùn)用。引進(jìn)該模式不僅可以緩解政府部門一定的財(cái)務(wù)壓力,也能夠有效促進(jìn)我國城市軌道交通建設(shè)的進(jìn)步。由于PPP模式本身的特點(diǎn),致使在城市軌道交通項(xiàng)目的全生命周期建設(shè)過程中,存在較多較復(fù)雜的風(fēng)險(xiǎn)因素。風(fēng)險(xiǎn)如何分擔(dān)便成為在這種公私合營(yíng)模式下的城市軌道交通項(xiàng)目能否有效運(yùn)行的關(guān)鍵。在項(xiàng)目的眾多參建方中怎樣合理的分擔(dān)這些風(fēng)險(xiǎn)也成為各參建方關(guān)注的焦點(diǎn)。本論文將文獻(xiàn)綜述法與定量研究方法相融合,以這種綜合的方法深層剖析PPP模式下城市軌道交通建設(shè)的風(fēng)險(xiǎn)分擔(dān)。第一,通過WBS分解、RBS分解以及二維風(fēng)險(xiǎn)矩陣初步識(shí)別風(fēng)險(xiǎn)因素,通過專家訪談和文獻(xiàn)匯總總結(jié)出基于PPP模式的城市軌道交通項(xiàng)目主要的27種風(fēng)險(xiǎn);第二,確定此模式下城市軌道交通項(xiàng)目的風(fēng)險(xiǎn)承擔(dān)者(風(fēng)險(xiǎn)分擔(dān)主體),以發(fā)放調(diào)查問卷的途徑找到PPP城市軌道交通項(xiàng)目中影響風(fēng)險(xiǎn)分擔(dān)結(jié)果的最關(guān)鍵因素,進(jìn)而從影響風(fēng)險(xiǎn)分擔(dān)因素的角度構(gòu)建風(fēng)險(xiǎn)分擔(dān)的指標(biāo)體系,此指標(biāo)體系由5個(gè)一級(jí)指標(biāo)和12個(gè)二級(jí)指標(biāo)構(gòu)成,并以此為基礎(chǔ),采用灰色關(guān)聯(lián)理論建立PPP模式下城市軌道交通項(xiàng)目的風(fēng)險(xiǎn)分擔(dān)模型,直至最后確定出風(fēng)險(xiǎn)承擔(dān)者;第三,專門設(shè)計(jì)PPP模式下城市軌道交通項(xiàng)目的風(fēng)險(xiǎn)分擔(dān)體制,關(guān)鍵就是將PPP模式下城市軌道交通項(xiàng)目的風(fēng)險(xiǎn)分擔(dān)過程與有效利用風(fēng)險(xiǎn)分擔(dān)模型相結(jié)合,制定出已識(shí)別風(fēng)險(xiǎn)的風(fēng)險(xiǎn)分擔(dān)方案,此外,從制度的角度,在一定程度上激勵(lì)和約束風(fēng)險(xiǎn)承擔(dān)者的行為,對(duì)風(fēng)險(xiǎn)分擔(dān)制度的設(shè)計(jì)主要從行為導(dǎo)向和行為規(guī)劃兩方面著手,以確保在實(shí)際中項(xiàng)目風(fēng)險(xiǎn)分擔(dān)結(jié)果的有效實(shí)施。最后,以北京地鐵14號(hào)線為例來驗(yàn)證此模型的有效性。
[Abstract]:At present, the construction of urban rail transit project is developing rapidly in our country, its construction mode and financing mode are various, and PPP (Public-Private-Partnerships)-public-private partnership mode, as a new construction mode and financing mode, is widely used in practice. The introduction of this model can not only alleviate the financial pressure of government departments, but also effectively promote the progress of urban rail transit construction in China. Due to the characteristics of PPP model, there are many complicated risk factors in the whole life cycle construction of urban rail transit project. How to share the risks is the key to the effective operation of urban rail transit projects under the public-private partnership mode. How to reasonably share these risks among the many participants in the project has also become the focus of attention. In this paper, the literature review method and quantitative research method are combined to deeply analyze the risk sharing of urban rail transit construction under the PPP model. First, through WBS decomposition RBS decomposition and two-dimensional risk matrix preliminary identification of risk factors, through expert interviews and literature summary based on the PPP model of urban rail transit project main 27 kinds of risks; second, Determine the risk bearer (risk sharing subject) of urban rail transit project under this mode, and find out the most critical factors that affect the risk sharing result in PPP urban rail transit project by the way of issuing questionnaire. Then the index system of risk sharing is constructed from the point of view of influencing factors of risk sharing. The index system is composed of 5 primary indexes and 12 secondary indexes, and on this basis, Using grey correlation theory to establish the risk sharing model of urban rail transit project under PPP model, until the risk bearer is finally determined. Thirdly, the risk sharing system of urban rail transit project under PPP mode is specially designed. The key is to combine the risk sharing process of urban rail transit project with the effective use of risk sharing model under the PPP model, and formulate the risk sharing scheme of identified risks. In addition, from the perspective of system, To a certain extent, the risk-sharing system is designed from the two aspects of behavior orientation and behavior planning to ensure the effective implementation of project risk sharing results. Finally, take Beijing Metro Line 14 as an example to verify the validity of the model.
