【摘要】：隨著國家城鄉(xiāng)一體化建設(shè)步伐的加快,城鎮(zhèn)社會經(jīng)濟得到快速發(fā)展,城鎮(zhèn)供水問題日益突出,我國又是一個水量分布不均,人均水量又少的國家,解決城鎮(zhèn)供水問題,事關(guān)國策,事關(guān)大局,事關(guān)社會安定穩(wěn)定團結(jié),解決好城鎮(zhèn)供水問題對改善居民生活條件,促進社會協(xié)調(diào)發(fā)展,實現(xiàn)城鄉(xiāng)人民群眾共享社會主義建設(shè)成果具有特殊的歷史意義。本文采用文獻研究、理論邏輯分析、對比分析、判斷分析、案例分析等方法,對我國城鎮(zhèn)供水有理現(xiàn)狀及歷史因素,體制因素進行對比分析,找出我國城鎮(zhèn)供水管理目前存在的問題及原因,并通過對歐美發(fā)達國家及濟南市供水管理改革先進經(jīng)驗的剖析供鑒,發(fā)現(xiàn)歐美一些國家的成功經(jīng)驗方法和濟南市供水管理體制改革的可取之處及不足,從而在深入貫徹科學發(fā)展觀,堅持以人為本,全面建設(shè)小康社會,適應城鎮(zhèn)化發(fā)展和水環(huán)境變化的背景中,提出了解決我國城鎮(zhèn)供水管理存在問題的可行性意見和建議。
[Abstract]:With the acceleration of the construction of urban and rural integration, the rapid development of social economy in cities and towns, the problem of urban water supply has become increasingly prominent, and China is a country with uneven distribution of water quantity and less per capita water, to solve the problem of urban water supply. It concerns the national policy, the overall situation and the stability, stability and unity of the society. It is of special historical significance to solve the problem of urban water supply to improve the living conditions of the residents, to promote the coordinated development of the society and to realize the achievement of socialist construction shared by the urban and rural people. This paper uses the methods of literature research, theoretical logic analysis, comparative analysis, judgment analysis, case analysis and so on, to compare and analyze the rational present situation, historical factors and system factors of urban water supply in China. This paper finds out the existing problems and causes of water supply management in cities and towns in China, and analyzes the advanced experiences of water supply management reform in developed countries in Europe and America and Jinan. This paper finds out the successful experiences and methods of some countries in Europe and America and the merits and shortcomings of the reform of water supply management system in Jinan, so as to carry out the scientific concept of development in depth, adhere to the people-oriented approach, and build a well-off society in an all-round way. According to the background of urbanization development and water environment change, some feasible suggestions and suggestions are put forward to solve the problems existing in urban water supply management in China.
