【摘要】:黨的十八大和十八屆三中全會(huì)明確提出要“完善各類(lèi)國(guó)有資產(chǎn)管理體制”,我國(guó)國(guó)有資產(chǎn)管理體制改革已經(jīng)進(jìn)入關(guān)鍵時(shí)期。雖然我國(guó)國(guó)有資產(chǎn)管理體制改革得到了政府的政策支持,但是改革過(guò)程中依然面臨許多機(jī)制障礙。按照國(guó)有資產(chǎn)的性質(zhì),可以將國(guó)有資產(chǎn)分為經(jīng)營(yíng)性國(guó)有資產(chǎn)、行政事業(yè)單位國(guó)有資產(chǎn)和資源性國(guó)有資產(chǎn)三類(lèi)。當(dāng)前政府將國(guó)有資產(chǎn)管理體制改革的重點(diǎn)放在了經(jīng)營(yíng)性國(guó)有資產(chǎn)和行政事業(yè)單位國(guó)有資產(chǎn)上面,資源性國(guó)有資產(chǎn)管理體制的改革嚴(yán)重落后于市場(chǎng)經(jīng)濟(jì)的發(fā)展速度,阻礙了國(guó)有經(jīng)濟(jì)的健康發(fā)展。以上三類(lèi)國(guó)有資產(chǎn)共同構(gòu)成國(guó)有資產(chǎn)的完整體系,必須將它們結(jié)合起來(lái),從宏觀(guān)角度去研究國(guó)有資產(chǎn)管理體制的改革,才能真正地完善國(guó)有資產(chǎn)管理體制。本文主要從資源性國(guó)有資產(chǎn)管理體制改革的角度進(jìn)行深入研究,以進(jìn)一步充實(shí)國(guó)有資產(chǎn)管理體制改革的理論體系。 在當(dāng)前市場(chǎng)經(jīng)濟(jì)條件下,資源性國(guó)有資產(chǎn)對(duì)國(guó)有經(jīng)濟(jì)的發(fā)展起著越來(lái)越重要的作用。想要改革與完善資源性國(guó)有資產(chǎn)管理,必須找出當(dāng)前管理方式存在的問(wèn)題,對(duì)癥下藥。通過(guò)研究,本文總結(jié)出我國(guó)資源性國(guó)有資產(chǎn)管理存在如下四方面的問(wèn)題:管理體制不健全,市場(chǎng)化程度過(guò)低,,國(guó)有資源綜合利用率低、浪費(fèi)嚴(yán)重,法制建設(shè)不健全等。同時(shí),欲改善資源性國(guó)有資產(chǎn)管理,必須遵循以下原則:遵循客觀(guān)規(guī)律,明晰產(chǎn)權(quán),統(tǒng)一規(guī)劃和因地制宜結(jié)合,經(jīng)濟(jì)效益、生態(tài)效益和社會(huì)效益相統(tǒng)一、培育和發(fā)展產(chǎn)權(quán)市場(chǎng)等。本文通過(guò)分析我國(guó)資源性國(guó)有資產(chǎn)管理過(guò)程中存在的問(wèn)題,借鑒國(guó)外資源性資產(chǎn)管理體制改革的成功經(jīng)驗(yàn),在此基礎(chǔ)上,本文在健全管理資源性國(guó)有資產(chǎn)管理體制、提高市場(chǎng)化程度、加強(qiáng)國(guó)有資源的開(kāi)發(fā)利用和保護(hù)、健全法律監(jiān)督體系等方面提出了相應(yīng)的政策建議,以改善資源性國(guó)有資產(chǎn)管理體制,加快國(guó)有經(jīng)濟(jì)戰(zhàn)略調(diào)整步伐,促進(jìn)國(guó)民經(jīng)濟(jì)健康快速發(fā)展。 本文共分為五部分:第一部分為緒論,介紹本文的選題背景及意義、文獻(xiàn)綜述以及本文的創(chuàng)新及不足之處等;第二部分介紹資源性國(guó)有資產(chǎn)管理的相關(guān)理論及其發(fā)展歷程;第三部分揭露我國(guó)資源性國(guó)有資產(chǎn)管理的現(xiàn)狀及問(wèn)題;第四部分為國(guó)外資源性資產(chǎn)管理模式簡(jiǎn)介及其對(duì)我國(guó)的借鑒意義;第五部分為完善我國(guó)資源性國(guó)有資產(chǎn)管理的政策建議。
[Abstract]:The 18th Party Congress and the third Plenary session of the 18th CPC Central Committee clearly proposed to "improve the management system of all kinds of state-owned assets", and the reform of the management system of state-owned assets in China has entered a critical period. Although the reform of the state-owned assets management system has been supported by the government, it still faces many obstacles in the process of reform. According to the nature of state-owned assets, the state-owned assets can be divided into three categories: operating state-owned assets, administrative institutions state-owned assets and resource-based state-owned assets. At present, the government has put the emphasis of the reform of the state-owned assets management system on the operating state-owned assets and the state-owned assets of administrative institutions. The reform of the resource-based state-owned assets management system has seriously lagged behind the development speed of the market economy. It hinders the healthy development of the state-owned economy. The above three kinds of state-owned assets constitute the complete system of state-owned assets together, we must combine them and study the reform of the management system of state-owned assets from the macroscopic angle, in order to truly perfect the management system of state-owned assets. This paper mainly studies the reform of the management system of the state-owned assets in order to enrich the theoretical system of the reform of the management system of the state-owned assets. Under the current market economy condition, the resource-based state-owned assets play a more and more important role in the development of the state-owned economy. In order to reform and perfect the management of resource-based state-owned assets, it is necessary to find out the problems existing in the current management mode and give the remedy to the case. Through the research, this paper summarizes the following four problems in the management of resource-based state-owned assets in China: the management system is not perfect, the degree of marketization is too low, the comprehensive utilization rate of state-owned resources is low, the waste is serious, the legal system is not perfect and so on. At the same time, in order to improve the management of resource-based state-owned assets, the following principles must be followed: following objective laws, clarifying property rights, unifying planning and combining measures to suit local conditions, unifying economic, ecological and social benefits, Cultivate and develop the property market. Based on the analysis of the problems existing in the process of the management of resource-based state-owned assets in China and the successful experiences of foreign countries in the reform of the management system of resource-based state-owned assets, this paper improves the management system of resource-based state-owned assets. In order to improve the management system of resource-based state-owned assets and accelerate the strategic adjustment of state-owned economy, the corresponding policy suggestions are put forward in order to improve the degree of marketization, strengthen the development, utilization and protection of state-owned resources, perfect the legal supervision system, etc. To promote the healthy and rapid development of the national economy. This paper is divided into five parts: the first part is the introduction, which introduces the background and significance of the topic, literature review, innovation and deficiency of this paper, the second part introduces the related theory and development of resource-based state-owned assets management. The third part reveals the current situation and problems of the management of resource-based state-owned assets in China; the fourth part is the introduction of the foreign resource-based assets management model and its reference significance to our country; the fifth part is the policy recommendations to improve the management of resource-based state-owned assets in China.
