【摘要】：武漢市先后對168個(gè)城中村進(jìn)行了改造。在改造過程中,地方政府、村委會(huì)、村民、開發(fā)商、租客之間構(gòu)成了四對博弈關(guān)系,由于各利益主體的角色定位不同,目標(biāo)各異,引發(fā)了多元主體間復(fù)雜的沖突。沖突集中表現(xiàn)在操作程序不規(guī)范、補(bǔ)償標(biāo)準(zhǔn)偏低、安置方案不合理等方面。為了應(yīng)對沖突,武漢市政府從長計(jì)議,要求區(qū)政府和基層組織明確角色定位和目標(biāo),正確履行職責(zé);開發(fā)商依法改造和依規(guī)補(bǔ)償,同時(shí),引導(dǎo)村民依法提出合理需求并積極配合城中村改造工程,較好地應(yīng)對了城中村改造中復(fù)雜的矛盾和沖突。
[Abstract]:Wuhan City has reformed 168 villages in the city. In the process of transformation, local governments, village committees, villagers, developers, tenants constitute four pairs of game relations, because of the different roles of the main interests, objectives are different, leading to a complex conflict between the multiple subjects. Conflicts focus on irregular operating procedures, low compensation standards and unreasonable placement schemes. In order to cope with the conflict, the Wuhan Municipal Government has taken a long-term view and asked the district government and grass-roots organizations to clearly define their roles and objectives, correctly perform their duties, and the developers have reformed and compensated according to the rules according to law, and at the same time, To guide the villagers to put forward the reasonable demand according to the law and actively cooperate with the urban village reconstruction project, the complex contradictions and conflicts in the urban village reconstruction are well dealt with.
