【摘要】：現(xiàn)代社會(huì)，隨著人們物質(zhì)生活水平不斷提高，食品工業(yè)迅速發(fā)展。但是于此同時(shí)，食品安全的問題也逐漸暴露出來。食物中毒、違法添加物危害健康等現(xiàn)象時(shí)有發(fā)生，三聚氰胺奶粉、工業(yè)明膠、塑化劑白酒等惡性食品安全事件層出不窮。在食品加工中摻雜使假，以假充真，以次充好，以非食品原料、發(fā)霉變質(zhì)原料加工食品的違法行為屢禁不止，食品污染問題嚴(yán)重，重大食品安全事故屢有發(fā)生。食品安全問題正威脅著百姓的健康和安全，也制約了人民群眾生活質(zhì)量的提高，食品安全問題越來越成為百姓關(guān)心的熱點(diǎn)問題，媒體關(guān)注的焦點(diǎn)問題，更是政府監(jiān)管的難點(diǎn)問題。如何解決食品安全問題，保護(hù)公眾身體健康和生命安全已成為我國政府重要的戰(zhàn)略任務(wù)。因此，研究政府監(jiān)管食品安全職能的內(nèi)容、存在的問題并提出解決問題的措施，對于維護(hù)公民的合法權(quán)利以及推進(jìn)政府的經(jīng)濟(jì)社會(huì)管理職能改革具有重要意義。 本文以廣東省博羅縣為例，基于政府監(jiān)管理論，綜合運(yùn)用文獻(xiàn)法、比較分析法、訪談法等多種方法，探討博羅縣政府監(jiān)管食品安全生產(chǎn)的現(xiàn)狀、存在的問題及成因，并提出解決問題的對策措施。研究從監(jiān)管對象——食品企業(yè)角度收集的意見，體現(xiàn)政府監(jiān)管的服務(wù)性和針對性，回應(yīng)建設(shè)服務(wù)型政府的社會(huì)訴求。 本文提出博羅縣食品生產(chǎn)質(zhì)量安全監(jiān)管政策改善的建議：借鑒國際先進(jìn)食品安全監(jiān)管經(jīng)驗(yàn)；統(tǒng)一食品安全監(jiān)管機(jī)構(gòu)；引入第三方制約機(jī)制；建立縣級分類管理和風(fēng)險(xiǎn)監(jiān)測體系；健全基層食品生產(chǎn)領(lǐng)域安全監(jiān)管問責(zé)機(jī)制。
[Abstract]:In modern society, with the improvement of people's material living standard, the food industry develops rapidly. But at the same time, food safety problems also gradually exposed. Food poisoning, illegal additives harmful to health and other phenomena occur from time to time, melamine milk powder, industrial gelatin, plasticizer liquor and other malignant food safety incidents. In food processing, adulteration, fake, substandard, non-food raw materials, moldy and deteriorating raw materials processed food illegal behavior repeatedly, serious food pollution problems, major food safety accidents have occurred frequently. Food safety is threatening the health and safety of the people, and it also restricts the improvement of the quality of life of the people. Food safety has become a hot issue of concern to the people and the focus of media attention. It is the difficult problem of government supervision. How to solve the problem of food safety and protect public health and life safety has become an important strategic task of our government. Therefore, it is of great significance to study the contents and problems of the government's function of supervising food safety, and to put forward the measures to solve the problems, to safeguard the legal rights of the citizens and to promote the reform of the government's economic and social management functions. Taking Boruo County, Guangdong Province as an example, based on the theory of government supervision and comprehensive use of literature, comparative analysis, interview and other methods, this paper discusses the current situation, problems and causes of food safety supervision by the government of Boro County. And put forward the countermeasures to solve the problem. This paper studies the opinions collected from the point of view of food enterprises, reflects the service and pertinence of government supervision, and responds to the social demands of building service-oriented government. This paper puts forward some suggestions for improving the supervision policy of food production quality and safety in Boluo County: drawing lessons from the international advanced food safety supervision experience, unifying the food safety supervision organization, introducing the third party restriction mechanism, establishing the county-level classification management and risk monitoring system; Improve the grass roots food production field safety supervision and accountability mechanism.
