【摘要】：改革開放以來,我國的城市社會經(jīng)濟(jì)建設(shè)發(fā)生了翻天覆地的變化,城市化水平由1949年的7.3%提高到2012年的52.6%,開發(fā)區(qū)和新城建設(shè)如火如荼。然而,在中國城鎮(zhèn)化發(fā)展的道路上也面臨著許多問題與難點,如大城市就業(yè)、環(huán)境、交通、生活等壓力和由此引發(fā)的各種社會矛盾日趨加劇。在此背景下,堅持“以人為本、四化同步”的新型城鎮(zhèn)化戰(zhàn)略成為未來我國城市發(fā)展的方向,而產(chǎn)業(yè)新城是中國新型城鎮(zhèn)化建設(shè)的有力支撐和保障。本文通過對產(chǎn)業(yè)新城發(fā)展的研究,將對推動中國的城鎮(zhèn)化建設(shè)和推動縣域經(jīng)濟(jì)的發(fā)展具有重要的實踐借鑒意義。 全文共分為六部分。 第一部分為引言。引言中主要介紹了研究背景和研究意義、國內(nèi)外研究現(xiàn)狀、研究方法和技術(shù)路線等,從整體上對本研究做概括性論述。 第二部分為理論基礎(chǔ)。主要包括兩個部分內(nèi)容,一是對城鎮(zhèn)化、新型城鎮(zhèn)化和產(chǎn)業(yè)新城進(jìn)行概念辨析；二是分別闡述了城鎮(zhèn)化建設(shè)和產(chǎn)業(yè)新城發(fā)展的相關(guān)理論,以期為下文提供理論指導(dǎo)和支撐。 第三部分為新型城鎮(zhèn)化建設(shè)中的產(chǎn)業(yè)新城發(fā)展現(xiàn)狀。主要包括三部分內(nèi)容,一是從意義、經(jīng)驗、問題、方向四個方面對新型城鎮(zhèn)化建設(shè)的綜合研判；二是探討了新型城鎮(zhèn)化與產(chǎn)業(yè)新城的內(nèi)在關(guān)系；三是從經(jīng)驗、不足、機遇和挑戰(zhàn)四個方面研究了產(chǎn)業(yè)新城的發(fā)展現(xiàn)狀與形勢。 第四部分為新型城鎮(zhèn)化建設(shè)中的產(chǎn)業(yè)新城發(fā)展模式與路徑。本部分首先對國內(nèi)外新城開發(fā)做了實踐總結(jié),并選取不同類型的產(chǎn)業(yè)新城做了案例研究,在此基礎(chǔ)上研究新型城鎮(zhèn)化建設(shè)中的產(chǎn)城融合發(fā)展模式,及其實施路徑。 第五部為新型城鎮(zhèn)化建設(shè)中的產(chǎn)業(yè)新城優(yōu)化發(fā)展的保障措施。在前文研究的基礎(chǔ)上,從管理協(xié)調(diào)、財稅資金、人才創(chuàng)新、營銷宣傳等方面提出了行之有效的保障措施。 第六部分為結(jié)論。系統(tǒng)地總結(jié)了本文關(guān)于產(chǎn)業(yè)新城發(fā)展研究的幾個重要結(jié)論。 本文通過對新型城鎮(zhèn)化建設(shè)中的產(chǎn)業(yè)新城研究,主要得出如下幾個觀點和結(jié)論： (1)通過文獻(xiàn)歸納、理論總結(jié),發(fā)現(xiàn)新型城鎮(zhèn)化與產(chǎn)業(yè)新城有緊密的聯(lián)系,用新型城鎮(zhèn)化的理念指導(dǎo)產(chǎn)業(yè)新城發(fā)展已成為現(xiàn)階段主流趨勢。 (2)通過對當(dāng)前新型城鎮(zhèn)化建設(shè)和產(chǎn)業(yè)新城的發(fā)展現(xiàn)狀評價,發(fā)現(xiàn)新型城鎮(zhèn)化指導(dǎo)下的產(chǎn)業(yè)新城建設(shè)在取得巨大成果的同時也存在著開發(fā)區(qū)過多過濫、資源浪費、產(chǎn)業(yè)結(jié)構(gòu)層次和技術(shù)水平偏低、無序競爭等問題。 (3)通過對國內(nèi)外新城開發(fā)模式的總結(jié)和案例分析,發(fā)現(xiàn)不同國家和地區(qū)的產(chǎn)業(yè)新城開發(fā)模式走著不同的發(fā)展道路,但產(chǎn)城融合發(fā)展是一個主導(dǎo)方向,其中有許多可借鑒學(xué)習(xí)的經(jīng)驗和做法。 (4)在前文研究的基礎(chǔ)上,為產(chǎn)業(yè)新城發(fā)展模式做了系統(tǒng)設(shè)計,提出走“職住平衡、功能復(fù)合、配套完善、綠色交通、布局融合、產(chǎn)業(yè)·城市·人和諧發(fā)展”的產(chǎn)城融合發(fā)展模式,并設(shè)計了具體的目標(biāo)定位、發(fā)展重點和發(fā)展路徑。
[Abstract]:Since the reform and opening up, China's urban social and economic construction has undergone tremendous changes. The level of urbanization has increased from 7.3% in 1949 to 52.6% in 2012, and the construction of the development zones and new towns is in full swing. However, there are many problems and difficulties in the development of China's Urbanization, such as the employment, environment, traffic and life of the big cities. In this context, the new urbanization strategy of "people-oriented and four modernizations" has become the direction of the development of China's cities in the future, and the industrial new town is a strong support and guarantee for the new urbanization construction in China. The urbanization of the country and the development of county economy are of great practical significance.
The full text is divided into six parts.
The first part is the introduction. The introduction mainly introduces the background and significance of the research, the research status at home and abroad, the research method and the technical route, and gives a general introduction to the research.
The second part is the theoretical basis. It mainly includes two parts, one is the concept and analysis of urbanization, new urbanization and industrial new town, and two is the theory of urbanization and the development of industrial new town respectively, in order to provide theoretical guidance and support for the following.
The third part is the status quo of the new town development in the new urbanization construction. It mainly includes three parts, one is the comprehensive evaluation of the new urbanization construction from four aspects of meaning, experience, problem and direction; two is the inner relationship between the new urbanization and the industrial new town; three is the four aspects of experience, shortage, opportunity and challenge. The present situation and situation of the development of industrial new town are studied.
The fourth part is the model and path of the new town development in the new urbanization. This part first makes a practice summary of the new town development at home and abroad, and selects the different types of industrial new town to do a case study. On this basis, it studies the model of the integration and development of the production city in the new urbanization and its implementation path.
The fifth part is the guarantee measures for the optimization and development of the industrial new town in the new urbanization construction. On the basis of the previous study, the effective safeguard measures are put forward from the aspects of management coordination, financial and tax funds, talent innovation, marketing propaganda and so on.
The sixth part is the conclusion, which systematically summarizes several important conclusions on the development of industrial new town.
Based on the study of the new industrial town in the new urbanization, the following conclusions and conclusions are drawn.
(1) through literature induction and theoretical summary, it is found that the new urbanization has a close relationship with the industrial new town, and the new town development has become the mainstream trend in the development of the new town.
(2) through the evaluation of the current new urbanization and the development of the industrial new town, it is found that the industrial new town construction under the guidance of the new urbanization has made great achievements, while there are too many excessive development zones, waste of resources, low level of industrial structure and technical level, and disorderly competition.
(3) through the summary and case analysis of the new town development mode at home and abroad, it is found that the development mode of industrial new town in different countries and regions is taking different development paths, but the integration and development of production city is a leading direction, and many of them can learn from the experience and practice of learning.
(4) on the basis of the previous study, a systematic design for the development model of the industrial new town was made, and the model of the integration and development of "balance of job and living, functional compound, complete matching, green transportation, layout and integration, industry, city and human harmonious development" was put forward, and specific target orientation, development focus and development path were designed.
