環(huán)境約束下山東半島藍色經濟區(qū)城市效率評價研究

【摘要】:城市效率是衡量城市發(fā)展程度和質量的重要指標,提高城市效率才能實現城市又好又快發(fā)展。2011年1月,國務院批復《山東半島藍色經濟區(qū)發(fā)展規(guī)劃》,藍色經濟區(qū)建設上升為國家戰(zhàn)略,區(qū)域內城市聯系更為緊密,需從全局部署各城市的協調發(fā)展,推動半島城市群一體化進程。本課題在DEA(Data Envelopment Analysis,DEA)基本原理和模型的基礎上,以山東半島藍色經濟區(qū)7個城市為樣本,對環(huán)境約束下的城市效率進行評價研究,分析樣本城市發(fā)展現狀并建立符合其特點的指標體系,分別用經典DEA方法和Malmquist指數測算樣本城市效率并進行相關對比分析。從分析結果可以看出,環(huán)境約束對于城市效率有很大影響,忽略環(huán)境約束得到的城市效率高于實際效率。從計算結果的總體特征來看,2005-2012年7市綜合效率均偏離最佳狀態(tài);而7市的資源配置和要素利用達到了相對較高的水平;但城市規(guī)模同綜合效率趨勢相同均屬無效。從各市比較結果看出,4城市綜合效率增長顯著;青島和濰坊的純技術效率有所提升;而東營市的規(guī)模效率相對最高。Malmquist指數計算結果顯示,2005-2012年樣本城市平均全要素生產率總體呈下降的趨勢,主要是由于區(qū)域內城市前沿科技的進步與創(chuàng)新不足導致;從各市平均Malmquist指數知,有4個樣本城市年平均Malmquist指數增長率均值大于1呈上升趨勢。根據對樣本城市的橫向比較以及對時間序列的縱向比較結果,找出影響因素并進行分析。最后根據上述分析結果和各市實際情況,分別從6個方面提出相應的對策建議,促進藍色經濟區(qū)城市效率的提高。
[Abstract]:Urban efficiency is an important index to measure the degree and quality of urban development. Increasing urban efficiency is the only way to achieve good and rapid urban development. The State Council approved the Development Plan of the Blue Economic Zone of Shandong Peninsula. The construction of the Blue Economic Zone has become a national strategy, and the urban links within the region are closer. Therefore, it is necessary to deploy the coordinated development of each city from the overall situation to promote the integration process of the peninsula urban agglomeration. Based on the basic principles and models of DEA (data Envelopment Analysis), this paper takes seven cities in the Blue Economic Zone of Shandong Peninsula as samples to evaluate the urban efficiency under environmental constraints. This paper analyzes the development situation of sample cities and establishes the index system according to their characteristics. The efficiency of sample cities is measured by classical DEA method and Malmquist index, and the correlation analysis is carried out. From the analysis results, it can be seen that environmental constraints have a great impact on urban efficiency, the urban efficiency obtained by ignoring the environmental constraints is higher than the actual efficiency. From the overall characteristics of the calculation results, the overall efficiency of the seven cities deviated from the best state from 2005 to 2012, while the resource allocation and the utilization of the elements reached a relatively high level in the seven cities, but the same trend of the urban scale and the comprehensive efficiency was ineffective. From the comparison of different cities, we can see that the comprehensive efficiency of the four cities has increased significantly, and the pure technical efficiency of Qingdao and Weifang has been improved. The result of the scale efficiency of Dongying city is the highest. Malmquist index shows that the average total factor productivity of the sample cities decreased from 2005 to 2012, which is mainly due to the lack of scientific and technological progress and innovation in the frontier of the cities in the region. According to the average Malmquist index of each city, the average annual average Malmquist index growth rate of four sample cities is higher than 1. According to the results of horizontal comparison of sample cities and longitudinal comparison of time series, the influencing factors are found out and analyzed. Finally, according to the above analysis results and the actual situation of each city, the corresponding countermeasures and suggestions are put forward from six aspects to promote the urban efficiency of the blue economic zone.
