【摘要】：城鄉(xiāng)關(guān)系是人類發(fā)展中最基本、最重要的關(guān)系之一。城鄉(xiāng)關(guān)系處理是否得當(dāng),直接關(guān)系到國(guó)家的現(xiàn)代化進(jìn)程是否順暢。我國(guó)由于計(jì)劃經(jīng)濟(jì)時(shí)代推行的城鄉(xiāng)分割、差別發(fā)展的模式,造成了特殊的城鄉(xiāng)二元結(jié)構(gòu)體制的形成,嚴(yán)重制約了國(guó)家的發(fā)展。為了消除城鄉(xiāng)二元的體制和機(jī)制,我國(guó)進(jìn)行了積極的探索與實(shí)踐。十六大提出了統(tǒng)籌城鄉(xiāng)發(fā)展,建設(shè)社會(huì)主義新農(nóng)村的戰(zhàn)略任務(wù)；十七大提出了建立以工促農(nóng),以城帶鄉(xiāng)的長(zhǎng)效機(jī)制,形成城鄉(xiāng)經(jīng)濟(jì)社會(huì)發(fā)展一體化新格局；十八大報(bào)告指出,解決好農(nóng)業(yè)農(nóng)村農(nóng)民問(wèn)題是全黨工作重中之重,城鄉(xiāng)發(fā)展一體化是解決“三農(nóng)”問(wèn)題的根本途徑。在政策引導(dǎo)下,榆林市結(jié)合自身發(fā)展實(shí)際,出臺(tái)了關(guān)于加快推進(jìn)城鄉(xiāng)一體化的戰(zhàn)略部署,積極開展城鄉(xiāng)一體化推進(jìn)工作,因地制宜地形成了多種推進(jìn)模式,效果顯著。當(dāng)然,在看到成績(jī)的同時(shí),由建設(shè)引發(fā)的矛盾和問(wèn)題也不能被忽視。 文章第一部分主要闡述了城鄉(xiāng)一體化研究的背景和國(guó)內(nèi)外研究現(xiàn)狀；第二部分介紹了城鄉(xiāng)一體化的理論基礎(chǔ),對(duì)其概念和相關(guān)理論作了詳細(xì)闡釋；第三部分以榆林市城鄉(xiāng)一體化實(shí)踐為個(gè)案,從實(shí)踐探索、成效、經(jīng)驗(yàn)等方面對(duì)榆林市城鄉(xiāng)一體化總體水平進(jìn)行了評(píng)價(jià)。第四部分從榆林市城鄉(xiāng)一體化進(jìn)程中存在的問(wèn)題及問(wèn)題產(chǎn)生的原因進(jìn)行了剖析；第五部分,則是對(duì)榆林市城鄉(xiāng)一體化進(jìn)程中存在的問(wèn)題進(jìn)行了對(duì)策探討,以期切實(shí)提高榆林市城鄉(xiāng)一體化發(fā)展水平。
[Abstract]:Urban-rural relationship is one of the most basic and important relationships in human development. Whether the urban-rural relationship is properly handled is directly related to the smooth progress of the country's modernization. The pattern of urban and rural division and differential development in the planned economy era has resulted in the formation of a special urban-rural dual structure system, which has seriously restricted the development of the country. In order to eliminate the dual system and mechanism of urban and rural areas, China has carried out active exploration and practice. The 16th National Congress of the Communist Party of China put forward the strategic task of coordinating urban and rural development and building a new socialist countryside; the 17th National Congress of the Communist Party of China proposed the establishment of a long-term mechanism of promoting agriculture by industry and using cities and towns as a long-term mechanism to form a new pattern of integration of urban and rural economic and social development; the report of the 18th National Congress pointed out It is the most important task of the whole Party to solve the problem of agriculture and rural farmers, and the integration of urban and rural development is the fundamental way to solve the problem of agriculture, rural areas and farmers. Under the guidance of the policy, Yulin City, in combination with its own development reality, issued a strategic plan to accelerate the integration of urban and rural areas, actively carry out the work of promoting the integration of urban and rural areas, and formed a variety of promotion models according to local conditions, with remarkable results. Of course, while seeing achievements, the contradictions and problems caused by construction should not be ignored. The first part of the article mainly describes the background of urban-rural integration research and domestic and foreign research status, the second part introduces the theoretical basis of urban-rural integration, and gives a detailed explanation of its concept and related theories. The third part takes the practice of Urban-rural Integration in Yulin City as a case to evaluate the overall level of Urban-Rural Integration in Yulin City from the aspects of practical exploration, effect and experience. The fourth part analyzes the problems existing in the process of urban-rural integration in Yulin and the causes of the problems, and the fifth part discusses the countermeasures of the problems in the process of urban-rural integration in Yulin. With a view to improving the Yulin City urban and rural integration development level.
