基于節(jié)能減排的投資項(xiàng)目評(píng)價(jià)研究

【摘要】:近年來,中國經(jīng)濟(jì)建設(shè)成就世界共睹,但這背后是巨大的環(huán)境和資源犧牲,因此,“節(jié)能減排”發(fā)展戰(zhàn)略應(yīng)運(yùn)而生。落實(shí)節(jié)能減排必須同心同德,企業(yè)作為其中的核心環(huán)節(jié)和重要基層力量,更要從源頭上防止有悖于節(jié)能減排的項(xiàng)目上馬。但是,目前通行的項(xiàng)目評(píng)價(jià)過于強(qiáng)調(diào)經(jīng)濟(jì)效益,沒有專門針對(duì)能源消耗和廢物排放方面的評(píng)價(jià)內(nèi)容。所以,構(gòu)建綜合反映項(xiàng)目經(jīng)濟(jì)效果和節(jié)能減排等內(nèi)容的評(píng)價(jià)模型迫在眉睫。 本文以投資項(xiàng)目評(píng)價(jià)和節(jié)能減排的核心思想為指導(dǎo),分析探討了節(jié)能減排對(duì)投資項(xiàng)目評(píng)價(jià)目標(biāo)、評(píng)價(jià)指標(biāo)和評(píng)價(jià)方法的影響。依據(jù)投資項(xiàng)目評(píng)價(jià)和節(jié)能減排的發(fā)展要求,按照財(cái)務(wù)評(píng)價(jià)、國民經(jīng)濟(jì)評(píng)價(jià)、社會(huì)評(píng)價(jià)、能源消耗評(píng)價(jià)和廢棄物排放評(píng)價(jià)五個(gè)模塊構(gòu)建了基于節(jié)能減排的投資項(xiàng)目評(píng)價(jià)指標(biāo)體系,并從實(shí)際應(yīng)用的角度出發(fā),采取問卷調(diào)查與數(shù)理分析的方法論證了擇優(yōu)篩選的評(píng)價(jià)指標(biāo)體系。文章還給出了項(xiàng)目評(píng)價(jià)中節(jié)能減排基礎(chǔ)數(shù)據(jù)的測(cè)算原理和方法,尤其強(qiáng)調(diào)“能耗總量”的概念,并提出間接能耗測(cè)算的方法。此外,由于基于節(jié)能減排的項(xiàng)目評(píng)價(jià)十分復(fù)雜,相關(guān)數(shù)據(jù)測(cè)算也有難度,為提高實(shí)際評(píng)價(jià)工作的效率,論文給出了項(xiàng)目綜合評(píng)價(jià)的啟動(dòng)閾值和多方法組合式的綜合評(píng)價(jià)方法,最終成功構(gòu)建了基于節(jié)能減排的投資項(xiàng)目綜合評(píng)價(jià)模型。這些研究結(jié)果可供節(jié)能減排大背景下開展投資項(xiàng)目評(píng)價(jià)工作者參考,以實(shí)現(xiàn)節(jié)能減排要求下正確的項(xiàng)目投資決策和項(xiàng)目運(yùn)營期考核,為節(jié)約能源消耗、促進(jìn)環(huán)境保護(hù)做出貢獻(xiàn)。
[Abstract]:In recent years, China's economic construction has made great achievements in the world, but behind this is the huge sacrifice of environment and resources. Therefore, the development strategy of "energy saving and emission reduction" came into being. The implementation of energy conservation and emission reduction must be one heart and one mind, enterprises as the core link and an important grass-roots force, but also from the source to prevent energy conservation and emission reduction projects. However, the current project evaluation emphasizes economic efficiency too much, and does not specifically focus on energy consumption and waste emissions. Therefore, it is urgent to build an evaluation model that reflects the economic effect of the project and energy saving and emission reduction. Guided by the core ideas of investment project evaluation and energy saving and emission reduction, this paper analyzes and discusses the impact of energy saving and emission reduction on the evaluation objectives, evaluation indexes and evaluation methods of investment projects. According to the development requirements of investment project evaluation and energy saving and emission reduction, according to the five modules of financial evaluation, national economic evaluation, social evaluation, energy consumption evaluation and waste emission evaluation, the evaluation index system of investment project based on energy saving and emission reduction is constructed. From the perspective of practical application, this paper demonstrates the evaluation index system of selective selection by means of questionnaire and mathematical analysis. In this paper, the principle and method of calculating the basic data of energy saving and emission reduction in project evaluation are given, especially the concept of "total energy consumption" is emphasized, and the method of indirect energy consumption calculation is put forward. In addition, because of the complexity of project evaluation based on energy saving and emission reduction, the calculation of relevant data is also difficult. In order to improve the efficiency of practical evaluation, this paper presents the threshold of project evaluation and the method of multi-method combined comprehensive evaluation. Finally, a comprehensive evaluation model of investment projects based on energy saving and emission reduction is constructed successfully. These results can be used as reference for investment project evaluation workers under the background of energy saving and emission reduction, in order to realize the correct project investment decision and project operation period evaluation under the requirements of energy saving and emission reduction, so as to contribute to saving energy consumption and promoting environmental protection.
