【摘要】：落實(shí)黨的十八屆三中、四中全會(huì)精神,無法回避中央和地方之間關(guān)系這個(gè)問題。更重要的是,中央和地方之間的關(guān)系本身需要進(jìn)行改革。央地關(guān)系改革需要確定一個(gè)清晰的方向,這個(gè)方向應(yīng)該是建立水平性分工關(guān)系和當(dāng)?shù)鼗写頇C(jī)制。在這個(gè)方向下,中央和地方可以實(shí)現(xiàn)清晰的事責(zé)劃分并形成良好的問責(zé)體系,從而構(gòu)建一種合理、可持續(xù)的新型央地關(guān)系。
[Abstract]:The implementation of the spirit of the fourth Plenary session of the third Central Committee of the 18th CPC Central Committee cannot avoid the issue of relations between the central and local governments. More importantly, the relationship between central and local governments itself needs to be reformed. The reform of the relationship between central and local areas needs a clear direction, which should be the establishment of horizontal division of labor relationship and localization of principal-agent mechanism. In this direction, the central and local governments can achieve a clear division of responsibility and form a good accountability system, so as to build a reasonable and sustainable new relationship between central and local authorities.
