【摘要】：我國在大力發(fā)展經(jīng)濟(jì)建設(shè)的同時(shí),由于受到債務(wù)危機(jī)的影響,地方政府的負(fù)債規(guī)模越來越大。這對各地基礎(chǔ)設(shè)施的建設(shè)極為不利,同時(shí)加重了地方財(cái)政的負(fù)擔(dān)。在這種情況下,一些新的融資模式便產(chǎn)生了,PPP融資模式由于具有其他融資模式所不具備的優(yōu)勢,因而受到地方政府的青睞,并逐步在全國各地推廣開來。本文通過介紹PPP融資模式的內(nèi)涵,闡述PPP融資模式在地方債務(wù)風(fēng)險(xiǎn)化解中的作用,在此基礎(chǔ)上,本文對地方債務(wù)的風(fēng)險(xiǎn)進(jìn)行了分析,并提出了應(yīng)對措施。
[Abstract]:At the same time in the development of economic construction, the debt crisis has been affected by the debt crisis, and the debt scale of local governments is becoming more and more large. This is extremely unfavorable to the construction of infrastructure in various places. At the same time, the burden of local finance is aggravated. In this case, some new financing modes have come into being, and the PPP financing model has other financing models. The advantages that the style does not have, are favored by the local government and are gradually popularized in all parts of the country. By introducing the connotation of the PPP financing model, this paper expounds the role of the PPP financing mode in the settlement of local debt risk. On this basis, this paper analyses the risk of local debt and puts forward some countermeasures.
