【摘要】:隨著高耗能行業(yè)生產(chǎn)能力的增長,加上經(jīng)濟發(fā)展水平提升帶來的生活需求刺激,逐步暴露出我國包括終端用電效率低在內(nèi)的一系列問題,同國際先進水平相比,我國終端用電效率存在較大差距。各行業(yè)及居民節(jié)電潛力巨大,需求側(cè)能效管理大有可為。在需求側(cè)管理中大范圍推廣先進技術(shù)研究與實用,推廣使用高效節(jié)能設(shè)備提高用電效率,不僅將減少電量消耗,帶來可觀的節(jié)電效益與經(jīng)濟效益,促進節(jié)能減排,也將有效提高電網(wǎng)安全穩(wěn)定運行水平,對用戶、電網(wǎng)企業(yè)、政府都具有重要的意義,而目前在需求側(cè)能效管理實施工作中存在著很多障礙。 本文的研究內(nèi)容主要集中在能效管理,即提高終端用電效率方面,以山東省為例,通過調(diào)查統(tǒng)計、市場研究,在分析其規(guī)劃期內(nèi)經(jīng)濟發(fā)展、電源結(jié)構(gòu)、用電負荷結(jié)構(gòu)、電力供需情況與需求側(cè)管理現(xiàn)狀的基礎(chǔ)上,研究確定潛力測算及分析方法,通過典型分析成果放大進一步測算規(guī)劃期內(nèi)某一行業(yè)及整個區(qū)域內(nèi)總體能效管理潛力,分別確定三大產(chǎn)業(yè)、居民,以及總體節(jié)電潛力。通過建立需求側(cè)能效管理中各參與主體的成本效益評估模型及進化博弈模型,明確需求側(cè)能效管理具體的實施方法及策略。借鑒國內(nèi)外先進地區(qū)開展需求側(cè)管理的成功經(jīng)驗,研究提出政府應(yīng)配套出臺的法律法規(guī)、激勵機制等方面的建議。本文的研究能夠為制定需求側(cè)能效管理工作目標、實施計劃、工作方案等提供依據(jù),對促進節(jié)能減排工作的開展具有重要意義。
[Abstract]:With the growth of productive capacity in energy-intensive industries and the stimulation of living demand brought by the upgrading of economic development, a series of problems, including the low efficiency of terminal electricity consumption, have been gradually exposed in China, compared with the advanced level in the world. There is a big gap in terminal power efficiency in China. All industries and residents have great power saving potential, demand-side energy efficiency management can be done. Popularizing advanced technology research and application in demand side management, popularizing the use of high efficiency energy saving equipment to improve power efficiency will not only reduce electricity consumption, bring considerable power saving and economic benefit, but also promote energy saving and emission reduction. It will also effectively improve the security and stable operation level of power grid, which is of great significance to users, power grid enterprises and the government. However, there are many obstacles in the implementation of energy efficiency management on the demand side at present. The research content of this paper mainly focuses on energy efficiency management, that is, improving terminal power efficiency. Taking Shandong Province as an example, through investigation and statistics, market research, the economic development, power supply structure and power load structure are analyzed in the planning period. On the basis of the current situation of power supply and demand and demand-side management, this paper studies and determines the potential calculation and analysis method, and further measures the overall energy efficiency management potential of a certain industry and the whole region during the planning period through the amplification of typical analysis results. Determine the three industries, residents, and the overall power saving potential. By establishing the cost-benefit evaluation model and evolutionary game model of the participants in the demand-side energy efficiency management, the specific implementation methods and strategies of the demand-side energy efficiency management are clarified. Based on the successful experience of developing demand-side management in advanced areas at home and abroad, the author puts forward some suggestions on laws and regulations, incentive mechanism and so on that should be issued by the government. The research in this paper can provide the basis for formulating demand-side energy efficiency management goals, implementation plans, work programs and so on. It is of great significance to promote the development of energy saving and emission reduction work.
