FDI對浙江省碳排放的影響研究

【摘要】:隨著溫室效應(yīng)的加劇和中國對外開放程度的不斷提升,外商直接投資對東道國碳排放的影響日益引起各方重視。作為我國吸引外資最多的五大省份之一的浙江省,在外商直接投資強(qiáng)勁驅(qū)動經(jīng)濟(jì)快速增長的同時,能源過度消耗,碳排放激增等問題日益暴露。 本文經(jīng)過理論分析認(rèn)為,碳排放的影響因素可歸結(jié)為規(guī)模因素、結(jié)構(gòu)因素和技術(shù)因素三個方面。其中,規(guī)模因素表現(xiàn)為GDP總量、人口;結(jié)構(gòu)因素表現(xiàn)為:產(chǎn)業(yè)結(jié)構(gòu)和能源結(jié)構(gòu);技術(shù)因素表現(xiàn)為能源效率或能源強(qiáng)度。而外商直接投資通過影響GDP、產(chǎn)業(yè)結(jié)構(gòu)和能源效率來影響碳排放,分別對應(yīng)外商直接投資環(huán)境效應(yīng)的規(guī)模效應(yīng)、結(jié)構(gòu)效應(yīng)和技術(shù)效應(yīng)。 依據(jù)理論分析,本文接著分五部分進(jìn)行了實證分析。首先建立多元線性回歸模型,將浙江省的碳排放量作為因變量,將浙江省GDP總量、產(chǎn)業(yè)結(jié)構(gòu)和能源效率作為自變量。結(jié)果顯示,GDP和產(chǎn)業(yè)結(jié)構(gòu)對浙江省的碳排放有正向的影響作用,能源效率對浙江省的碳排放有負(fù)向的影響作用。接著采用EG兩步法對外商直接投資和浙江省的碳排放進(jìn)行協(xié)整檢驗,以檢驗它們之間的相關(guān)性。結(jié)果表明,浙江省引進(jìn)外商直接投資與碳排放量之間存在長期的均衡關(guān)系。最后的三部分實證分析分別是對浙江省外商直接投資對浙江省碳排放的規(guī)模效應(yīng)、結(jié)構(gòu)效應(yīng)以及技術(shù)效應(yīng)的實證。結(jié)果表明,浙江省外商直接投資對碳排放有正向的規(guī)模效應(yīng)和結(jié)構(gòu)效應(yīng),,負(fù)向的技術(shù)效應(yīng),其中結(jié)構(gòu)效應(yīng)的影響較弱。 鑒于實證分析的結(jié)果,本文最后提出以下政策建議:一、優(yōu)化引進(jìn)FDI產(chǎn)業(yè)結(jié)構(gòu),發(fā)揮減排結(jié)構(gòu)效應(yīng);二、加強(qiáng)低碳技術(shù)國際合作及CDM項目的引進(jìn);三、加強(qiáng)政府職能,完善相關(guān)制度體系;四、建立低碳城市試點區(qū)。
[Abstract]:With the aggravation of Greenhouse Effect and the continuous improvement of China's opening to the outside world, the influence of foreign direct investment on the carbon emissions of host country has attracted more and more attention. As one of the five biggest provinces to attract foreign capital in China, Zhejiang Province, with the rapid economic growth driven by foreign direct investment (FDI), has become increasingly exposed to the problems of excessive consumption of energy and rapid increase of carbon emissions. Through theoretical analysis, it is concluded that the influencing factors of carbon emissions can be attributed to three aspects: scale factor, structure factor and technical factor. Among them, the factors of scale are GDP, population, industrial structure and energy structure, and the technical factors are energy efficiency or energy intensity. Foreign direct investment (FDI) affects carbon emissions by influencing GDP, industrial structure and energy efficiency, respectively, corresponding to the scale effect, structural effect and technical effect of FDI environmental effect. According to the theoretical analysis, this paper is divided into five parts for empirical analysis. Firstly, the multivariate linear regression model is established. The carbon emissions of Zhejiang Province are regarded as dependent variables, and the total GDP, industrial structure and energy efficiency of Zhejiang Province are taken as independent variables. The results show that GDP and industrial structure have a positive effect on the carbon emissions in Zhejiang Province, and energy efficiency has a negative effect on the carbon emissions in Zhejiang Province. Then the EG two-step method was used to test the correlation between FDI and carbon emissions in Zhejiang Province. The results show that there is a long-term equilibrium relationship between FDI and carbon emissions in Zhejiang Province. The last three parts of the empirical analysis are the scale effect, structural effect and technical effect of FDI on the carbon emissions of Zhejiang Province. The results show that FDI in Zhejiang Province has a positive scale effect and structural effect on carbon emissions, while a negative technical effect, among which the structural effect is weak. In view of the results of empirical analysis, this paper finally puts forward the following policy recommendations: first, optimizing the industrial structure of FDI, giving play to the structural effect of emission reduction; second, strengthening international cooperation on low-carbon technologies and the introduction of CDM projects; third, strengthening the functions of the government. Improve the relevant system; fourth, establish a low-carbon city pilot area.
