【摘要】：農(nóng)業(yè)轉(zhuǎn)移人口市民化已成為中國未來經(jīng)濟(jì)社會變革的核心內(nèi)容,其背后的民生、經(jīng)濟(jì)、改革邏輯值得我們關(guān)注與深思。本文針對市民化政策背后"均等化、一體化、市民化"的民生邏輯,"老齡化、城鎮(zhèn)化、市民化"的經(jīng)濟(jì)邏輯,以及"限制、允許、分治、融合"的改革邏輯進(jìn)行了系統(tǒng)梳理和論證。通過對市民化政策邏輯的分析表明,農(nóng)業(yè)轉(zhuǎn)移人口市民化是中國當(dāng)前經(jīng)濟(jì)社會發(fā)展乃至全面深化體制改革的問題歸結(jié)點(diǎn)和改革突破口。市民化戰(zhàn)略不僅僅是一項人口管理政策的局部變革,而且是一項事關(guān)中國經(jīng)濟(jì)社會發(fā)展全局的戰(zhàn)略性制度變革,將對中國未來經(jīng)濟(jì)社會發(fā)展產(chǎn)生歷史性的深遠(yuǎn)影響。
[Abstract]:The urbanization of agricultural transfer population has become the core content of the future economic and social reform in China. The people's livelihood, economy and reform logic behind it are worthy of our attention and deep thinking. This paper aims at the people's livelihood logic of "equalization, integration, and urbanization", the economic logic of "aging, urbanization, and urbanization", and the "restriction, permission and division" of the policy. The reform logic of fusion is systematically combed and demonstrated. Through the analysis of the policy logic of the urbanization, it is shown that the urbanization of the agricultural transfer population is the key point and breakthrough of the current economic and social development and the overall deepening of the system reform in China. The strategy of citizenship is not only a local change of population management policy, but also a strategic institutional change related to the overall situation of China's economic and social development, which will have a historic and far-reaching impact on the future economic and social development of China.
