我國退休年齡分析及對策研究

【摘要】:隨著我國社會經(jīng)濟、醫(yī)療衛(wèi)生以及教育事業(yè)的發(fā)展,人均預期壽命不斷延長,老年人口不斷增多,2000年我國開始進入老齡型社會,,人口老齡化程度不斷加重,延遲退休年齡這一問題被提上日程,十八屆三中全會期間,人社部副部長胡曉義在接受央視采訪的時候表明,要研究制定漸進式延遲退休年齡政策。國內(nèi)外學者對此進行的研究也比較多,但是在時機選擇以及制度的具體設計層面研究的文獻較少。從這一角度出發(fā),在綜合考慮國內(nèi)外背景的前提下,堅持一切從我國的國情出發(fā),對我國現(xiàn)行退休制度的發(fā)展歷程以及存在的問題進行分析,同時借鑒國外先進經(jīng)驗為我國所用,對延遲退休年齡的必要性和可行性進行分析,從而找到適合我國的延遲退休年齡的思路和方案。 首先,對文章的選題背景、意義以及國內(nèi)外研究現(xiàn)狀進行分析,對我國退休制度的調(diào)整歷程進行梳理,分析現(xiàn)行退休制度存在的問題。 其次,對影響我國退休年齡的相關因素進行分析,從人均預期壽命、勞動力供求狀況、受教育年限以及養(yǎng)老金收支平衡等多方面分析了提高退休年齡的國內(nèi)需求;對影響我國延遲退休年齡的國際環(huán)境進行分析,說明了提高退休年齡的國際趨勢。綜合國內(nèi)和國外兩個方面來論述我國延遲退休年齡的必要性以及可行性。 最后,在遵循一定原則的基礎上,以政策的人性化、彈性化為出發(fā)點設計出符合我國現(xiàn)實狀況的延遲退休年齡的方案,并在相應的輔助措施上提出建議。
[Abstract]:With the development of social economy, health care and education in China, the life expectancy per capita is increasing and the elderly population is increasing. In 2000, China began to enter the aging society, and the aging degree of the population is increasing. During the third Plenary session of the 18th CPC Central Committee, Hu Xiaoyi, deputy director of the Ministry of Human and Social Affairs, indicated in an interview with CCTV that it was necessary to study the development of a gradual policy on delayed retirement age. Scholars at home and abroad also have a lot of research on this, but in the timing of the system and the specific design of the study of the literature. From this angle, under the premise of synthetically considering the domestic and foreign background, we insist on all proceeding from the national conditions of our country, and analyze the development course and existing problems of our country's current retirement system. At the same time, this paper analyzes the necessity and feasibility of delaying retirement age by using foreign advanced experience for reference in our country, and finds out the idea and scheme suitable for our country to delay retirement age. Firstly, this paper analyzes the background, significance and current research situation of the article, combs the adjustment course of our country's retirement system, and analyzes the existing problems of the current retirement system. Secondly, this paper analyzes the related factors that affect the retirement age in China, and analyzes the domestic demand for increasing the retirement age from the aspects of life expectancy, labor supply and demand, years of education and the balance of pension income and expenditure. This paper analyzes the international environment which affects the late retirement age in China, and explains the international trend of raising the retirement age. This paper discusses the necessity and feasibility of delaying retirement age in China from both domestic and foreign aspects. Finally, on the basis of following certain principles and taking the humanization and flexibility of policy as the starting point, the author designs the scheme of delaying retirement age in accordance with the reality of our country, and puts forward some suggestions on the corresponding auxiliary measures.
