【摘要】：隨著改革開放的不斷深入,作為靠近沿海地區(qū)的人口大省-山東省吸引了越來越多的外商直接投資,2012年實(shí)際利用外資為123.53億美元,占全國(guó)總量的11.06%。近年來山東省實(shí)際使用FDI始終處于全國(guó)前列,對(duì)該省的經(jīng)濟(jì)發(fā)展和人民生活水平的提高有著積極的推動(dòng)作用。有研究表明,在經(jīng)濟(jì)增長(zhǎng)對(duì)就業(yè)的拉動(dòng)效應(yīng)越來越弱的情況下外商直接投資反而成了就業(yè)增長(zhǎng)的又一新動(dòng)力。因此,FDI對(duì)山東省就業(yè)的影響愈加明顯。同時(shí),就業(yè)是民生之本,一直以來政府不斷進(jìn)行宏觀經(jīng)濟(jì)調(diào)控力圖達(dá)到充分就業(yè),在就業(yè)壓力越來越大、就業(yè)形勢(shì)日益嚴(yán)峻的狀況下,研究外商直接投資對(duì)就業(yè)如何產(chǎn)生影響具有重要的實(shí)際意義。國(guó)內(nèi)外學(xué)者已經(jīng)做了很多研究,由于分析角度和量化指標(biāo)的不同,有人認(rèn)為FDI的就業(yè)效應(yīng)顯著,而有些得出的結(jié)論認(rèn)為FDI對(duì)就業(yè)的推動(dòng)效果不明顯。但在一般意義上,學(xué)術(shù)界認(rèn)為,在經(jīng)濟(jì)開放形勢(shì)下,FDI對(duì)拉動(dòng)就業(yè)增長(zhǎng)和促進(jìn)就業(yè)質(zhì)量提高有著積極作用。 本文在前人研究的基礎(chǔ)上運(yùn)用《山東省統(tǒng)計(jì)年鑒》1982-2012年的時(shí)間序列和山東省17個(gè)地市的面板數(shù)據(jù)進(jìn)行實(shí)證分析,著重定量研究外商直接投資對(duì)就業(yè)的影響作用,力求客觀地得出真實(shí)結(jié)論。在內(nèi)容安排上,本文首先對(duì)國(guó)內(nèi)外FDI與就業(yè)的一些理論和文獻(xiàn)進(jìn)行歸納分類,然后從來源地區(qū)、行業(yè)差異、區(qū)位因素和產(chǎn)業(yè)分布四個(gè)角度介紹了山東省外商直接投資現(xiàn)狀,進(jìn)而對(duì)二者關(guān)系進(jìn)行理論分析,著重闡述FDI如何在就業(yè)數(shù)量、質(zhì)量和區(qū)位上產(chǎn)生效應(yīng)。運(yùn)用時(shí)間序列進(jìn)行實(shí)證分析的結(jié)果顯示,外商直接投資與山東省就業(yè)存在長(zhǎng)期的協(xié)整關(guān)系,而且FDI對(duì)山東省就業(yè)的增長(zhǎng)有積極意義,1%的FDI增長(zhǎng)就會(huì)帶來0.0875%的就業(yè)人數(shù)增加。同時(shí)FDI促進(jìn)了山東省產(chǎn)業(yè)結(jié)構(gòu)的升級(jí)和勞動(dòng)力工資水平的提高,而通過不同區(qū)位因素下的面板數(shù)據(jù)的回歸分析得出,山東省東部地區(qū)外商直接投資的就業(yè)吸納效應(yīng)高于中西部,致使山東省勞動(dòng)力由中西部向東部轉(zhuǎn)移。
[Abstract]:With the deepening of reform and opening up, Shandong Province as a large province near the coastal areas - Shandong province has attracted more and more foreign direct investment. In 2012, the actual use of foreign capital was 12 billion 353 million dollars, accounting for the total amount of the country. In recent years, the actual use of FDI in the province was always in the front of the country, the economic development of the province and the people's living standard. Research shows that foreign direct investment has become another new driving force for employment growth. Therefore, the effect of FDI on employment in Shandong is more obvious. At the same time, employment is the foundation of the people's livelihood, and the government has been carrying on the macro economy continuously. Under the situation of increasing employment pressure and employment situation, the study of the impact of FDI on employment is of great practical significance. Scholars at home and abroad have done a lot of research. Because of the difference between the analysis angle and the quantitative index, some people think that the employment effect of FDI is significant, Some conclusions are drawn that the effect of FDI on employment is not obvious, but in general, the academic community believes that, under the economic opening situation, FDI has a positive effect on stimulating employment growth and promoting the improvement of employment quality.
On the basis of the previous research, this paper uses the time series of the statistical yearbook of Shandong province >1982-2012 and the panel data of 17 cities in Shandong province to make an empirical analysis, focusing on the quantitative study of the impact of foreign direct investment on employment, and striving to get the real conclusion objectively. In the content arrangement, the first of this article is FDI and employment at home and abroad. Some theories and documents are classified and classified, and then the present situation of foreign direct investment in Shandong province is introduced from four angles of source area, industry difference, location factor and industry distribution, and then the relationship between the two is theoretically analyzed, and the effect of FDI on the quantity, quality and location of employment is emphasized. The empirical analysis is carried out by time series. The analysis shows that there is a long-term co integration relationship between FDI and employment in Shandong Province, and FDI has positive significance to the growth of employment in Shandong province. The growth of 1% FDI will bring about an increase in the number of employment in 0.0875%. Meanwhile, FDI promotes the upgrading of industrial structure and the improvement of the wage level of labor force in Shandong Province, and through different location factors. The regression analysis of the panel data shows that the employment absorption effect of foreign direct investment in eastern Shandong is higher than that in the Midwest, resulting in the transfer of the labor force from the Midwest to the East in Shandong province.
