【摘要】：城鎮(zhèn)化是促進國家經(jīng)濟快速發(fā)展的一種方式。發(fā)達國家的成功經(jīng)驗表明,快速提高城鎮(zhèn)化可以提高經(jīng)濟發(fā)展水平。合理的產(chǎn)業(yè)結(jié)構(gòu)可以加快城鎮(zhèn)化的推進,提高城鎮(zhèn)化的質(zhì)量。三次產(chǎn)業(yè)在城鎮(zhèn)化推進的過程中分別起到了不同的作用。第一產(chǎn)業(yè)是城鎮(zhèn)化發(fā)展的必要前提；第二產(chǎn)業(yè)是城鎮(zhèn)化的主要推力；第三產(chǎn)業(yè)是城鎮(zhèn)化的后續(xù)動力。 本文主要研究河南省產(chǎn)業(yè)結(jié)構(gòu)與城鎮(zhèn)化協(xié)調(diào)發(fā)展的關(guān)系。通過分析世界發(fā)達國家的城鎮(zhèn)化進程以及與產(chǎn)業(yè)結(jié)構(gòu)的關(guān)系,給正在快速城鎮(zhèn)化的河南省提供借鑒。分析當前的國際國內(nèi)形勢,依據(jù)我河南省的基本條件,發(fā)展經(jīng)濟,改善民生,提高人民生活水準,不以犧牲環(huán)境為代價,用科學(xué)發(fā)展觀指導(dǎo)河南省新型城鎮(zhèn)化的發(fā)展。文章內(nèi)容安排如下： 第一、二章是研究背景、研究意義、研究方法、技術(shù)路線和文獻綜述。簡單說明國際國內(nèi)在產(chǎn)業(yè)結(jié)構(gòu)與城鎮(zhèn)化關(guān)系方面的研究概況,并對新型城鎮(zhèn)化的概念做一個釋義。 第三、四章以美國、日本、中國、河南省為例,詳述了產(chǎn)業(yè)結(jié)構(gòu)與城鎮(zhèn)化的演進。描述了三個國家及河南省的城鎮(zhèn)化進程,以及三次產(chǎn)業(yè)與城鎮(zhèn)化的關(guān)系。 第五章在前文研究的基礎(chǔ)上。結(jié)合河南省城鎮(zhèn)化進程中出現(xiàn)的問題,依據(jù)河南省資源環(huán)境特征,探討河南省新型城鎮(zhèn)化發(fā)展路徑。 第六章對全文進行總結(jié),并指出本文的不足與進一步研究的方向。 研究發(fā)現(xiàn),產(chǎn)業(yè)結(jié)構(gòu)與城鎮(zhèn)化的演進密切相關(guān)。美國、日本的城鎮(zhèn)化已經(jīng)步入成熟階段,美國及日本在城鎮(zhèn)化進程中,三次產(chǎn)業(yè)發(fā)展與城鎮(zhèn)化演進的關(guān)系非常密切。第產(chǎn)業(yè)在城鎮(zhèn)化過程中的基礎(chǔ)地位；在城鎮(zhèn)化率30%-50%階段,第二產(chǎn)業(yè)的推力起主要作用；城鎮(zhèn)化率達到50%以后,城鎮(zhèn)化的推進則主要靠第三產(chǎn)業(yè)的拉力。 河南省城鎮(zhèn)化正處于快速發(fā)展時期,長期的產(chǎn)業(yè)政策造成河南省產(chǎn)業(yè)結(jié)構(gòu)失衡,第一、二產(chǎn)業(yè)比重略高,第三產(chǎn)業(yè)比重過低。三次產(chǎn)業(yè)內(nèi)部也不協(xié)調(diào),第一產(chǎn)業(yè)產(chǎn)品品質(zhì)和產(chǎn)業(yè)化水平低；第二產(chǎn)業(yè)內(nèi),重工業(yè)比重高,輕工業(yè)比重低,資源密集型工業(yè)比重高,技術(shù)密集型工業(yè)比重低；第三產(chǎn)業(yè)內(nèi),生活性服務(wù)產(chǎn)業(yè)比重高,生產(chǎn)性服務(wù)業(yè)比重低。產(chǎn)業(yè)結(jié)構(gòu)不和諧嚴重影響了河南省的城鎮(zhèn)化質(zhì)量。 河南省工業(yè)的發(fā)展對城鎮(zhèn)化的推動作用并不明顯,城鎮(zhèn)化與產(chǎn)業(yè)結(jié)構(gòu)的非農(nóng)化相關(guān)性比較強,特別與就業(yè)結(jié)構(gòu)的非農(nóng)化和服務(wù)化有這更為密切的相關(guān)性。河南省是我國的農(nóng)業(yè)大省,擔(dān)負著我國糧食安全的保障,因此必須堅持農(nóng)業(yè)的發(fā)展。河南省人力資源豐富,因此加大勞動密集型工業(yè)發(fā)展十分有必要。與發(fā)達國家相比,河南省服務(wù)業(yè)發(fā)展水平過低,嚴重阻礙了城鎮(zhèn)化水平的提高。因此發(fā)展第三產(chǎn)業(yè)特別是生產(chǎn)性服務(wù)業(yè),拉動非農(nóng)就業(yè),推進城鎮(zhèn)化進程是河南省發(fā)展的重中之重。
[Abstract]:Urbanization is a way to promote the rapid development of national economy. The successful experience of developed countries shows that rapid urbanization can improve the level of economic development. Reasonable industrial structure can accelerate the advance of urbanization and improve the quality of urbanization. The three industries play different roles in the process of urbanization. The primary industry is the necessary prerequisite for the development of urbanization, the second industry is the main thrust of urbanization, and the tertiary industry is the follow-up power of urbanization. This paper mainly studies the relationship between industrial structure and urbanization in Henan Province. By analyzing the process of urbanization in developed countries and its relationship with industrial structure, this paper provides a reference for Henan Province, which is rapidly urbanizing. This paper analyzes the current international and domestic situation, according to the basic conditions of Henan Province, develops the economy, improves the people's livelihood, raises the people's living standard, does not take the sacrifice of the environment as the cost, guides the new urbanization development of Henan Province with the scientific development view. The content of the article is as follows: The first and second chapters are the research background, research significance, research methods, technical route and literature review. This paper briefly describes the research situation of the relationship between industrial structure and urbanization at home and abroad, and gives an explanation of the concept of new urbanization. The third and fourth chapters take the United States, Japan, China and Henan Province as examples, expound the evolution of industrial structure and urbanization. The process of urbanization in three countries and Henan Province and the relationship between the three industries and urbanization are described. The fifth chapter is based on the previous research. Combined with the problems in the process of urbanization in Henan Province, according to the characteristics of resources and environment in Henan Province, the development path of new urbanization in Henan Province is discussed. The sixth chapter summarizes the full text, and points out the shortcomings of this paper and the direction of further research. It is found that the industrial structure is closely related to the evolution of urbanization. The urbanization of the United States and Japan has entered a mature stage. In the process of urbanization, the relationship between the development of three industries and the evolution of urbanization is very close. The basic position of the first industry in the process of urbanization; in the urbanization rate of 30-50%, the second industry plays a major role; after the urbanization rate has reached 50%, the promotion of urbanization mainly depends on the pull of the tertiary industry. The urbanization of Henan Province is in the period of rapid development. The long-term industrial policy causes the imbalance of industrial structure in Henan Province. The proportion of the first and second industries is slightly higher, and the proportion of the tertiary industry is too low. The third industry is not in harmony, and the primary industry has a low level of product quality and industrialization. In the secondary industry, the proportion of heavy industry is high, the proportion of light industry is low, the proportion of resource-intensive industry is high, and the proportion of technology-intensive industry is low; in the third industry, The proportion of living service industry is high, and the proportion of producer service industry is low. The disharmony of industrial structure has seriously affected the quality of urbanization in Henan Province. The development of industry in Henan Province has no obvious promoting effect on urbanization. Urbanization has a strong correlation with the non-agricultural structure of the industrial structure, especially with the non-agricultural and service-oriented of the employment structure. Henan Province is a big agricultural province in our country, which shoulders the guarantee of food security in our country, so we must insist on the development of agriculture. Henan Province is rich in human resources, so it is necessary to increase the development of labor-intensive industries. Compared with the developed countries, the development level of service industry in Henan Province is too low, which seriously hinders the improvement of urbanization level. Therefore, the development of tertiary industry, especially producer services, non-agricultural employment and urbanization is the most important development of Henan Province.
