保障房項(xiàng)目后評(píng)價(jià)方法及應(yīng)用研究

【摘要】:保障性住房建設(shè)是政府改善人民群眾的居住條件重要舉措,由于重建設(shè)、輕管理等問(wèn)題的存在,目前還面臨很多問(wèn)題。對(duì)保障房項(xiàng)目后評(píng)價(jià)進(jìn)行研究,通過(guò)項(xiàng)目的建設(shè)、管理效果進(jìn)行的綜合評(píng)價(jià),判斷出項(xiàng)目的計(jì)劃目標(biāo)與實(shí)際情況的差距,找出產(chǎn)生偏差的原因,總結(jié)經(jīng)驗(yàn)教訓(xùn),及時(shí)有效反饋信息,制訂切實(shí)可行的措施和對(duì)策,對(duì)今后類似項(xiàng)目決策與建設(shè)具有重要意義。 論文首先對(duì)保障房后評(píng)價(jià)的內(nèi)容和特點(diǎn)進(jìn)行了分析,確定了以項(xiàng)目生命周期理論、成本效益理論、控制反饋理論和委托代理理論為理論基礎(chǔ)和分析工具。采用改進(jìn)的德?tīng)柗品?從經(jīng)濟(jì)效益、宜居性、社會(huì)效益和管理過(guò)程等四個(gè)方面,建立起了符合保障房項(xiàng)目特點(diǎn)的后評(píng)價(jià)指標(biāo)體系。通過(guò)對(duì)邏輯框架法、成功度法、對(duì)比法、模糊綜合評(píng)價(jià)法等四種后評(píng)價(jià)方法和德?tīng)柗品、改進(jìn)的層次分析、熵值法等三種賦權(quán)方法的研究分析,構(gòu)建了基于改進(jìn)的層次分析法和模糊綜合評(píng)價(jià)法的保障房項(xiàng)目后評(píng)價(jià)模型,建立了保障房項(xiàng)目進(jìn)行綜合后評(píng)價(jià)的流程。最后,通過(guò)實(shí)際案例分析,對(duì)所建立的后評(píng)價(jià)模型進(jìn)行了驗(yàn)證。 通過(guò)綜合性的后評(píng)價(jià)指標(biāo)體系以及改進(jìn)的層次分析法和模糊綜合評(píng)價(jià)法的運(yùn)用,可以提高后評(píng)價(jià)結(jié)果的客觀性和準(zhǔn)確性,為保障性住房項(xiàng)目的后評(píng)價(jià)提供了方法和思路,也可為其他類似項(xiàng)目的后評(píng)價(jià)提供參考與借鑒。
[Abstract]:The construction of affordable housing is an important measure for the government to improve the living conditions of the people. The post-evaluation of indemnificatory apartment project is studied. Through the construction of the project and the comprehensive evaluation of the management effect, the gap between the planning goal and the actual situation of the project is judged, the reasons for the deviation are found out, and the experience and lessons are summarized. Timely and effective feedback information and practical measures and countermeasures are of great significance to the decision-making and construction of similar projects in the future. Firstly, this paper analyzes the content and characteristics of indemnificatory apartment post evaluation, and determines the theoretical basis and analysis tools based on project life cycle theory, cost benefit theory, control feedback theory and principal-agent theory. By using the improved Delphi method, a post-evaluation index system which accords with the characteristics of indemnificatory apartment project is established from four aspects: economic benefit, liveability, social benefit and management process. Through the research and analysis of four kinds of post-evaluation methods such as logical frame method, success degree method, contrast method, fuzzy comprehensive evaluation method and Delphi method, improved analytic hierarchy process, entropy value method, etc. The post-evaluation model of indemnificatory apartment project based on improved analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method is constructed, and the process of comprehensive post-evaluation of indemnificatory apartment project is established. Finally, through the actual case analysis, the established post-evaluation model is verified. Through the comprehensive post-evaluation index system and the application of the improved analytic hierarchy process and fuzzy comprehensive evaluation method, the objectivity and accuracy of the post-evaluation results can be improved, and the methods and ideas are provided for the post-evaluation of the supportable housing projects. It can also provide reference for the post-evaluation of other similar projects.
