【摘要】：隨著快速城市化時(shí)代的到來，告別傳統(tǒng)的城市管理，走向新型的城市治理，，已經(jīng)成為了破解城市發(fā)展困境，實(shí)現(xiàn)城市良性運(yùn)行的必然趨勢(shì)。城市治理強(qiáng)調(diào)多中心權(quán)威，主張由城市利益相關(guān)主體共同參與城市公共政策的制訂、執(zhí)行和監(jiān)督，同時(shí)以公共利益為核心，進(jìn)行權(quán)力分享與責(zé)任分擔(dān)。公民作為城市的主人，作為最重要的利益相關(guān)者，他們的參與不僅是自身權(quán)利使然，更是新型城市治理的本質(zhì)要求。 同德圍片區(qū)綜合整治和由此衍生出的“同德圍模式”是廣州在探索新型城市治理道路上所做的一個(gè)有益嘗試。成立“公眾咨詢監(jiān)督委員會(huì)”，在政府與社會(huì)之間建立良好的伙伴關(guān)系，實(shí)現(xiàn)最廣泛的公民參與，是此次整治工作成功的關(guān)鍵。在當(dāng)前公民參與普遍不足、城市治理轉(zhuǎn)型動(dòng)力缺乏的背景條件下，“同德圍模式”為廣州參與式城市治理的發(fā)展提供了一個(gè)良好的途徑和范本。然而，復(fù)制“同德圍模式”所成立的眾多公咨委卻并沒有發(fā)揮出理想中的作用，這也使得這一模式的可推廣性遭到了質(zhì)疑。但不可否認(rèn)的是，這一政民互動(dòng)的形式對(duì)于如何在城市治理中引入和發(fā)展公民參與有著重要的啟示性意義。本文通過對(duì)同德圍綜合整治歷程的描述，剖析了同德圍“突圍”成功的原因，并在此基礎(chǔ)上闡述了“同德圍模式”在促成公民參與城市治理層面的價(jià)值與意義，也深入分析了“同德圍模式”在推廣過程中存在的困難與不足。盡管“同德圍模式”究竟能在多大層面上加以推廣還有待研究，但同德圍整治的成功經(jīng)驗(yàn)還是能夠?yàn)榻窈蟮墓駞⑴c城市治理實(shí)踐提供一些借鑒。
[Abstract]:With the arrival of the rapid urbanization era, farewell to the traditional urban management, towards a new type of urban governance, has become an inevitable trend to solve the plight of urban development and realize the benign operation of the city. Urban governance emphasizes multi-center authority, and advocates that urban stakeholders should participate in the formulation, implementation and supervision of urban public policies, and share power and responsibility with public interests as the core. As the master of the city and the most important stakeholder, the citizen's participation is not only the result of their own rights, but also the essential requirement of the new urban governance. The comprehensive renovation of Tongde Wai area and the derived "Tongde Wai pattern" are a beneficial attempt to explore the new urban governance road in Guangzhou. The establishment of a "public advisory oversight committee", a good partnership between the government and society, and the broadest participation of citizens, is the key to the success of the crackdown. Under the background that the citizen participation is generally insufficient and the power of urban governance transformation is lacking, the "Tongde Wai Model" provides a good way and model for the development of participatory urban governance in Guangzhou. However, the replica of the Tongde Wai model has not played an ideal role, which calls into question the extensibility of the model. However, it is undeniable that this form of interaction between the government and the people has important enlightening significance for how to introduce and develop citizen participation in urban governance. Based on the description of the process of comprehensive renovation of Tongde Wai, this paper analyzes the reasons for the success of Tongde Wai "Breakthrough", and on this basis expounds the value and significance of "Tongde Wai Mode" in promoting citizens' participation in urban governance. It also analyzes the difficulties and shortcomings in the popularization of Tongde Wai Model. Although the "Tongde circumference pattern" can be popularized on many levels, the successful experience of Tongde Wai renovation can provide some reference for citizens to participate in urban governance practice in the future.
