【摘要】：近幾年,城市集中供熱的事故發(fā)生率不斷上升,熱源、熱網(wǎng)、用戶、供熱管理等等各個(gè)環(huán)節(jié)的故障和事故,在一定程度上影響了供熱系統(tǒng)的安全可靠性。供熱企業(yè)安全生產(chǎn)關(guān)系到廣大用熱戶的切身利益,關(guān)系到供熱人和供熱企業(yè)的生命財(cái)產(chǎn)安全,因此,搞好供熱企業(yè)安全管理是一項(xiàng)重要的、長(zhǎng)期的、艱巨的任務(wù)。為使A供熱企業(yè)的安全管理水平得到全面的提升,就需要借鑒國(guó)內(nèi)外供熱企業(yè)安全管理的成功經(jīng)驗(yàn),需要對(duì)安全管理的科學(xué)理論進(jìn)行研究,對(duì)安全管理的科學(xué)規(guī)律進(jìn)行揭示。本文從供熱安全管理理論和A供熱企業(yè)安全管理的現(xiàn)狀出發(fā),對(duì)A供熱企業(yè)安全管理的戰(zhàn)略進(jìn)行分析。首先對(duì)供熱企業(yè)安全管理的特點(diǎn)和目的進(jìn)行了詳細(xì)的說明,并通過對(duì)國(guó)內(nèi)外供熱企業(yè)安全管理經(jīng)驗(yàn)和A供熱企業(yè)安全管理現(xiàn)狀進(jìn)行詳細(xì)說明,從而明確了A供熱企業(yè)安全管理存在的主要問題。從A供熱企業(yè)安全管理中存在的主要問題出發(fā),制定了A供熱企業(yè)安全管理系統(tǒng)的目標(biāo),設(shè)計(jì)出了A供熱企業(yè)安全管理模式和安全管理系統(tǒng)的詳細(xì)結(jié)構(gòu),確立了A供熱企業(yè)的事故預(yù)防對(duì)策。同時(shí),運(yùn)用SWOT分析方法,對(duì)A供熱企業(yè)安全管理的戰(zhàn)略進(jìn)行了詳細(xì)的分析并提出安全管理的建議。最后提出了A供熱企業(yè)安全管理系統(tǒng)評(píng)價(jià)體系,包括安全管理系統(tǒng)評(píng)價(jià)模型、評(píng)價(jià)過程及評(píng)價(jià)結(jié)果分析方法等。
[Abstract]:In recent years, the accident rate of urban central heating has been rising continuously. The failure and accident of heat source, heat network, user, heating management and so on affect the safety and reliability of heating system to a certain extent. The safety production of heating enterprises is related to the vital interests of heat users and the safety of life and property of heating enterprises. Therefore, it is an important, long-term and arduous task to do a good job in the safety management of heating enterprises. In order to improve the safety management level of A heating enterprise, it is necessary to learn from the successful experience of domestic and foreign heating enterprises, to study the scientific theory of safety management and to reveal the scientific law of safety management. Based on the theory of heating safety management and the present situation of A heating enterprise safety management, this paper analyzes the strategy of A heating enterprise safety management. Firstly, the characteristics and purposes of safety management in heating enterprises are explained in detail, and the safety management experience of domestic and foreign heating enterprises and the present situation of safety management in A heating enterprises are explained in detail. Thus, the main problems in safety management of A heating enterprises are clarified. Starting from the main problems existing in the safety management of A heating enterprise, the goal of the safety management system of A heating enterprise is established, and the safety management mode and the detailed structure of the safety management system of A heating enterprise are designed. The accident prevention countermeasures of A heating enterprise are established. At the same time, the strategy of safety management in A heating enterprise is analyzed in detail by using SWOT analysis method, and the suggestion of safety management is put forward. Finally, the evaluation system of A heating enterprise safety management system is put forward, including the evaluation model of safety management system, the evaluation process and the analysis method of evaluation results.
