【摘要】：正展望未來,引入社會資本參與基礎(chǔ)設(shè)施建設(shè),突破地方基建融資的瓶頸,成為新常態(tài)下的必然選擇無基建不復(fù)蘇,但問題是,錢從哪里來?財政收入增速下滑,土地出讓金銳減,《國務(wù)院關(guān)于加強地方政府性債務(wù)管理的意見》(以下簡稱《意見》)約束地方政府舉債,地方政府自身財力已無力支撐基建投資龐大的資金需求。展望未來,引入社會資本參與基礎(chǔ)設(shè)施建設(shè),突破地方基建融資的瓶頸,成為新常態(tài)下的必然選擇。短期來看,盡管從中央到地方都在加快PPP推廣,但PPP的發(fā)展仍面臨明顯瓶頸,主要受制于制度缺位、信用缺
[Abstract]:Looking forward to the future, the introduction of social capital to participate in infrastructure construction, break through the bottleneck of local infrastructure financing, become the inevitable choice under the new normal without infrastructure recovery, but the question is, where does the money come from? The growth rate of fiscal revenue has declined, and land sales fees have plummeted. The State Council's opinions on strengthening the Management of Local Government debts (hereinafter referred to as "opinions") constrain local governments from borrowing. Local governments can no longer afford to support huge capital needs for infrastructure investment. In the future, the introduction of social capital to participate in infrastructure construction and break through the bottleneck of local infrastructure financing has become the inevitable choice under the new normal. In the short term, although the promotion of PPP is being accelerated from the central to the local level, the development of PPP is still facing obvious bottlenecks, which are mainly restricted by the absence of system and credit.
