【摘要】：民生問題的妥善解決是我國建設(shè)和諧社會(huì)的重點(diǎn)內(nèi)容所在,而勞動(dòng)關(guān)系的調(diào)節(jié)和管理又與民生問題息息相關(guān)。所以,著力處理好由勞動(dòng)關(guān)系產(chǎn)生的各種爭議和糾紛等社會(huì)問題就成為構(gòu)建和諧社會(huì)的重要任務(wù)之一。建立勞動(dòng)關(guān)系應(yīng)急管理體系,達(dá)成和諧的勞動(dòng)關(guān)系,維持勞動(dòng)關(guān)系的長期穩(wěn)定,不僅是和諧社會(huì)建設(shè)的重要有機(jī)部分,更是和諧社會(huì)本質(zhì)的客觀要求。目前,廣州市的經(jīng)濟(jì)發(fā)展和工業(yè)發(fā)展都走在了全國的前列,但同時(shí),經(jīng)濟(jì)的發(fā)展帶來了更大的貧富差距和勞動(dòng)關(guān)系爭議。本文對構(gòu)建廣州市勞動(dòng)關(guān)系爭議應(yīng)急管理體系進(jìn)行相關(guān)研究,主要是為了能夠讓廣州政府更加關(guān)注勞動(dòng)關(guān)系爭議引起的群體性事件,更加重視應(yīng)急管理體系的建設(shè)與完善,能夠更好的秉持執(zhí)政為民的理念,充分發(fā)揮政府的主導(dǎo)作用,將勞動(dòng)關(guān)系爭議的應(yīng)急管理體系的構(gòu)建落到實(shí)處。另外,也希望為各級(jí)政府提供更為廣闊的工作思路和可行的方法,為政府工作的改進(jìn)和提升給予一定的理論借鑒和建議。本研究中,作者借鑒了中外學(xué)者和我國政府工作者的研究方法和研究成果,從勞動(dòng)關(guān)系和應(yīng)急管理概念入手,同時(shí),通過走訪廣州市中級(jí)人民法院、廣州市人力資源和社會(huì)保障局、廣州市公安局,總結(jié)歸納大量事例和數(shù)據(jù),選擇廣州市白云區(qū)“10.21”勞動(dòng)關(guān)系爭議沖突事件為具體的研究案例,對目前廣州市勞動(dòng)關(guān)系的現(xiàn)狀及其問題進(jìn)行分析,并在分析和總結(jié)其基本要求基礎(chǔ)上,提出有效發(fā)揮政府作用,構(gòu)建和諧廣州市勞動(dòng)關(guān)系爭議應(yīng)急管理體系的對策。
[Abstract]:The proper solution of the problem of people's livelihood is the key content of building a harmonious society in our country, and the adjustment and management of labor relations are closely related to the problems of the people's livelihood. So, to deal with all kinds of disputes and disputes arising from labor relations, it is one of the important tasks to build a harmonious society. It is not only an important part of the construction of harmonious society, but also an objective requirement for the essence of harmonious society. At present, the economic development and industrial development of Guangzhou are both in the forefront of the country, but at the same time, the economic development has brought a greater gap between the rich and the poor and the labor. The relevant research on the construction of the emergency management system of the labor relations dispute in Guangzhou is mainly to make the Guangzhou government pay more attention to the group events caused by the labor relations dispute, pay more attention to the construction and improvement of the emergency management system, and better uphold the concept of governing the government for the people and give full play to the government's owner. In addition, it also hopes to provide a broader work idea and feasible method for the government at all levels, and give some theoretical reference and suggestions for the improvement and promotion of government work. In this study, the author has learned from the research of Chinese and foreign scholars and the government workers in China. The method and research results are started with the concept of labor relations and emergency management. At the same time, by visiting Guangzhou intermediate people's court, Guangzhou human resources and Social Security Bureau and Guangzhou Public Security Bureau, a large number of cases and data are summarized, and the "10.21" labor relations dispute conflict events in Baiyun District of Guangzhou city are selected as specific research cases. The present situation and problems of the labor relations in Guangzhou are analyzed, and on the basis of the analysis and summary of the basic requirements, the countermeasures are put forward to effectively play the role of the government and build a harmonious emergency management system for the labor relations dispute in Guangzhou.
