【摘要】：農(nóng)村殘疾人是一個數(shù)量眾多、特征明顯,特別需要幫助的社會群體。關(guān)心農(nóng)村殘疾人等社會弱勢群體,是社會文明進步的重要標(biāo)志,是構(gòu)建社會主義和諧社會的內(nèi)在要求。 本文試從社會學(xué)角度,運用文獻研究法、數(shù)據(jù)分析法、訪談法,并結(jié)合社會學(xué)、心理學(xué)、法學(xué)等學(xué)科的相關(guān)知識,將福建農(nóng)村殘疾人就業(yè)保障問題的研究置于當(dāng)代中國社會轉(zhuǎn)型的歷史進程中,對福建省農(nóng)村殘疾人受教育情況、就業(yè)、社會保障、家庭狀況、主要需求等基本狀況進行深入調(diào)查了解,然后,從法律政策保障、就業(yè)服務(wù)機構(gòu)綜合能力、殘疾人職業(yè)教育與培訓(xùn)體系、社會支持網(wǎng)絡(luò)體系等四個層面闡述了福建省農(nóng)村殘疾人就業(yè)保障的現(xiàn)狀。從農(nóng)村殘疾人就業(yè)保障體系分析、從就業(yè)模式角度分析福建的農(nóng)村殘疾人就業(yè)政策、農(nóng)村殘疾人就業(yè)的輔助性社會政策分析三方面對福建農(nóng)村殘疾人就業(yè)保障基本的社會政策分析。在此基礎(chǔ)上結(jié)合福建省的省情和農(nóng)村殘疾人工作中的具體實際,初步探討了進一步推進相關(guān)對策建議。具體包括：建立健全農(nóng)村殘疾人就業(yè)的法律法規(guī)政策保障體系；加強農(nóng)村殘疾人職業(yè)教育與培訓(xùn)體系不斷完善；拓寬融資渠道,反哺農(nóng)村殘疾就業(yè)保障；創(chuàng)建無障礙支援體系推動農(nóng)村殘疾人就業(yè)創(chuàng)業(yè)；農(nóng)村殘疾人就業(yè)的社會援助體系建設(shè)；拓展“福樂”品牌,加快農(nóng)村殘疾人公共服務(wù)體系建設(shè)；逐步消除社會排斥,創(chuàng)造和諧發(fā)展的社會環(huán)境。
[Abstract]:Rural disabled people are a large number of social groups with obvious characteristics, especially in need of help. It is an important symbol of the progress of social civilization to care for the social vulnerable groups such as the disabled in rural areas, and is the inherent requirement of constructing a harmonious socialist society. This paper tries to use literature research, data analysis, interview from the angle of sociology, and combine the relevant knowledge of sociology, psychology, law and so on. The study on the employment security of the rural disabled in Fujian Province is put into the historical process of social transformation in contemporary China. The situation of education, employment, social security and family status of the rural disabled in Fujian Province is studied. The main needs and other basic conditions are thoroughly investigated, and then, from the aspects of legal and policy protection, the comprehensive capacity of employment services, the vocational education and training system for the disabled, Social support network system and other four levels elaborated the current situation of employment security for rural disabled in Fujian Province. An analysis of the employment security system for the disabled in rural areas, and an analysis of the employment policies of the rural disabled in Fujian from the perspective of employment patterns, An Analysis of the supporting Social Policy on the Employment of the Rural disabled in Fujian Province, the basic social policy analysis on the employment security of the disabled in rural areas. Based on the situation of Fujian Province and the actual situation of the rural disabled people, the countermeasures and suggestions to further promote the work of disabled people in rural areas are discussed preliminarily. It includes: establishing and perfecting the system of laws, regulations and policies to guarantee the employment of the disabled in rural areas, strengthening the vocational education and training system for the disabled in rural areas, broadening the channels of financing, and feeding the employment security of the disabled in rural areas; To create a barrier-free support system to promote the employment and entrepreneurship of the rural disabled; to build a social assistance system for the employment of the rural disabled; to expand the "happy" brand and speed up the construction of the public service system for the rural disabled; and to gradually eliminate social exclusion, Create a harmonious social environment for development.
