Partnering模式在我國建設(shè)工程項目管理中的應(yīng)用研究

【摘要】:我國的建筑市場目前仍處于市場經(jīng)濟的初級階段,我們應(yīng)當學習西方先進的工程管理模式,并結(jié)合我國具體情況,通過對其改進為我所用。Partnering模式是美國率先提出并成功應(yīng)用的新型項目管理模式,其基本理念是只有各方積極地合作和協(xié)調(diào)才能創(chuàng)造出更多的價值,避免成本的浪費,發(fā)揮資源效率,提高項目的綜合效益。與傳統(tǒng)工程項目管理模式相比,Partnering模式能明顯改善雙方關(guān)系,由原來的利益對抗轉(zhuǎn)變?yōu)楹献鞴糙A,不僅增加項目的整體效益,而且提高各參建方的滿意度,給彼此都帶來了巨大的收益。 我國還罕有使用Partnering模式的項目管理,本文圍繞如何將Partnering模式應(yīng)用于我國的工程項目管理中展開了討論,希望通過對已有的理論和實踐的研究,將Partnering進行改進、吸收、并進行再創(chuàng)新的有益嘗試。Partnering模式能夠得以發(fā)展的一個重要原因是有其一定的理論基礎(chǔ),基于此基礎(chǔ)上才能在實踐中發(fā)揮的更好;在對文獻的研究中發(fā)現(xiàn),以往的文獻集中于對Partnering模式的理論、實踐應(yīng)用、成功因素、伙伴選擇、績效評價等方面的研究,其中還存在一些不足之處,比如指標的選取、同我國國情結(jié)合的實踐應(yīng)用等;本文通過已有文獻的研究,總結(jié)概述了Partnering模式的概念、組織特征、分類,界定了本文所要研究的范圍,并將Partnering模式與傳統(tǒng)項目管理模式進行比較,總結(jié)了異同及其優(yōu)勢,說明了采用Partnering模式的重要性和迫切性;通過梳理文獻并結(jié)合我國實際情況提出了Partnering模式的組織結(jié)構(gòu)和實施流程的四個階段,同時提煉了Partnering模式的核心機制,從實施流程考慮了應(yīng)用Partnering模式的關(guān)鍵問題:共同目標的確定、伙伴的選擇、實施效果的評價;針對實施流程中的關(guān)鍵問題,本文在前人研究的基礎(chǔ)上提出了伙伴選擇要考慮的因素,并建立了評價指標,利用Vague-Topsis方法對其進行求解,通過案例研究證明了模型的可行性;Partnering模式的實施效果直接關(guān)系到業(yè)主對各方的工作的評價并影響利益分配,因此本文建立了實施效果評價指標體系,通過可拓物元模型解決了指標的不相容性問題,并利用上海浦東機場的建設(shè)案例驗證了方法的科學性;針對我國目前的建筑市場特點,提出了要引入Partnering模式所面臨的障礙以及必須要具備的前提條件,以點帶面的將Partnering模式逐步引入到我國的工程項目管理中。
[Abstract]:The construction market of our country is still in the primary stage of market economy at present. We should study the advanced engineering management model in the west and combine with the concrete situation of our country. By improving it, the partnering model is a new type of project management model first put forward and successfully applied by the United States. The basic idea is that only through active cooperation and coordination among all parties can we create more value and avoid the waste of cost. Give full play to the efficiency of resources and improve the comprehensive benefit of the project. Compared with the traditional project management mode, partnering mode can obviously improve the relationship between the two sides and change from the original benefit confrontation to the win-win cooperation, which not only increases the overall benefit of the project, but also improves the satisfaction of the participants. It brought huge benefits to each other. It is rare to use Partnering mode in project management in our country. This paper discusses how to apply Partnering mode to engineering project management in our country, hoping to improve and absorb Partnering through the research of existing theory and practice. One of the important reasons why the partnering model can be developed is that it has a certain theoretical basis, based on which it can play a better role in practice. The previous literature focuses on the theory, practical application, success factors, partner selection, performance evaluation and other aspects of the Partnering model, and there are still some shortcomings, such as the selection of indicators, the practical application combined with the situation of our country, etc. This paper summarizes the concept, organizational characteristics, classification of Partnering model, defines the scope of this study, compares Partnering model with traditional project management mode, summarizes the similarities and differences and its advantages. This paper explains the importance and urgency of adopting Partnering mode, puts forward the four stages of organization structure and implementation process of Partnering mode, and refines the core mechanism of Partnering model by combing the literature and combining with the actual situation in our country. The key issues of applying the Partnering model are considered from the implementation process: the determination of common objectives, the selection of partners, the evaluation of implementation effectiveness, and the key issues in the implementation process. On the basis of previous studies, this paper puts forward the factors to be considered in the selection of partners, and establishes an evaluation index, which is solved by using Vague-Topsis method. The feasibility of the model is proved by case study. The effect of partnering mode is directly related to the owner's evaluation of each party's work and the distribution of benefits. Therefore, this paper establishes the implementation effect evaluation index system. The incompatibility of indexes is solved by extension matter-element model, and the scientific nature of the method is verified by the case of Shanghai Pudong Airport. This paper puts forward the obstacles to the introduction of Partnering model and the necessary preconditions to introduce the Partnering model step by step into the engineering project management of our country.
