【摘要】：作為我國新三座大山之一的住房問題,一直是人們關(guān)注的熱點和焦點。作為我國住房體系的重要部分,住房公積金也受到了極大的關(guān)注,隨著我國住房體制由實物分配向貨幣化分配的方式改革,住房公積金對這一住房改革的穩(wěn)步推進(jìn)做出了很大的貢獻(xiàn),為我國城鎮(zhèn)職工的住房起到了很好的保障作用,但是在發(fā)展過程中,它也存在很多需要完善的地方,特別是關(guān)系住房公積金是否能夠穩(wěn)定健康發(fā)展的公平問題。 本文通過回顧我國住房公積金出現(xiàn)的背景以及發(fā)展歷程,論述了它所具備的基本性質(zhì)和特點,以及其功能定位和運行管理模式,得出我國住房公積金具有住房保障和住房金融的雙重功能。本文運用了西方經(jīng)濟(jì)學(xué)的相關(guān)理論,采用定性和定量分析以及規(guī)范研究的方法,對目前我國住房公積金的不公平性問題進(jìn)行了研究,本文沒有局限于只是比較分析公平的概念或者理念,而是從實際出發(fā),把公平分成若干類別,試圖解釋公平的本質(zhì)特點和公平兩字的實質(zhì)內(nèi)涵。通過這樣的分類,可更深刻理解我國住房公積金不公平性的本質(zhì)所在,并進(jìn)而提出相應(yīng)的對策和措施。 本文把公平分為“利益-分配型”公平、“操作-程序型”公平和“權(quán)利-規(guī)則型”公平,利益分配型公平顧名思義就是利益的分配是否公平,反映在住房公積金上,就是住房公積金這項住房優(yōu)惠政策是否公平的覆蓋到應(yīng)該覆蓋到的人群；操作程序性公平主要分析了我國住房公積金的增值收益是否按照公平的原則進(jìn)行分配以及其分配的過程即操作的程序是否公平；權(quán)利規(guī)則型公平的住房公積金要求我國居民都有申請住房公積金貸款的權(quán)利,并且按照同樣的規(guī)則參與住房公積金制度。 最后,本文提出了改善我國住房公積金不公平問題的路徑選擇,主要包括：1、應(yīng)進(jìn)一步擴(kuò)大住房公積金的覆蓋面以實現(xiàn)其機(jī)會公平和確定靈活的繳交基數(shù)和繳交比例以實現(xiàn)起點公平,從而達(dá)到住房公積金的利益分配型公平。2、應(yīng)優(yōu)化公積金增值收益的分配機(jī)制以達(dá)到原則公平和改善住房公積金增值收益計提方式以實現(xiàn)操作公平,從而達(dá)到住房公積金的操作程序型公平。3、應(yīng)該完善住房公積金的貸款標(biāo)準(zhǔn)以達(dá)到權(quán)利公平和健全住房公積金存貸機(jī)制及拓寬其用途以實現(xiàn)規(guī)則公平,從而達(dá)到住房公積金的權(quán)利規(guī)則型公平。
[Abstract]:As one of the new three big mountains, the housing problem has always been the focus of attention. As an important part of the housing system of our country, the housing accumulation fund has also received great attention. With the reform of the housing system of our country from physical distribution to monetization distribution, The housing accumulation fund has made a great contribution to the steady progress of this housing reform, and has played a very good role in ensuring the housing of urban workers in our country. However, in the process of development, it also has many areas that need to be improved. In particular, the housing accumulation fund can be stable and healthy development of the equity issue. By reviewing the background and development of housing accumulation fund in China, this paper discusses its basic nature and characteristics, its function orientation and operation management mode. It is concluded that the housing accumulation fund has the dual function of housing security and housing finance. Based on the relevant theories of western economics and the methods of qualitative and quantitative analysis and normative research, this paper studies the unfairness of housing accumulation fund in China. This paper is not limited to the comparative analysis of the concept or concept of equity, but from the reality of the fair into a number of categories, trying to explain the essential characteristics of fairness and the essence of the word fair connotation. Through this classification, we can better understand the essence of the unfairness of the housing accumulation fund in our country, and then put forward the corresponding countermeasures and measures. This paper divides fairness into "benefit-distributive" fairness, "operation-procedure" equity and "rights-rule" fairness. The equity of benefit distribution is, by definition, whether the distribution of interests is fair, which is reflected in the housing accumulation fund. Is housing provident fund this housing preferential policy fair coverage to the population that should be covered; The procedural fairness of operation mainly analyzes whether the value-added income of housing accumulation fund in our country is distributed according to the principle of fairness and whether the process of distribution is fair or not. The right rule type fair housing accumulation fund requires our country resident to have the right to apply for the housing accumulation fund loan, and participates in the housing accumulation fund system according to the same rule. Finally, this paper puts forward the path choice to improve the unfair problem of housing accumulation fund in our country. Mainly including: 1, the coverage of the housing provident fund should be further expanded in order to achieve its fair opportunity and to establish a flexible base and proportion of contributions in order to achieve a fair starting point. In order to achieve the equity of benefit distribution of housing provident fund, we should optimize the distribution mechanism of value-added income of the accumulation fund in order to achieve principle fairness and improve the method of calculating and collecting value-added income of housing provident fund in order to realize the fairness of operation. In order to achieve the operation procedure equity of housing accumulation fund, we should perfect the loan standard of housing accumulation fund to achieve equity of rights, perfect deposit and loan mechanism of housing accumulation fund and broaden its use to realize fair rules. Thus, the right to achieve housing accumulation fund rules of fairness.
