基于多需求點(diǎn)的突發(fā)事件應(yīng)急物資調(diào)度模型研究

【摘要】:人類越來越頻繁地遭遇各種重大突發(fā)事件的侵襲。伴隨著這些突發(fā)事件,人民生命和財(cái)產(chǎn)安全、社會(huì)秩序和環(huán)境受到嚴(yán)重威脅。面對(duì)隨時(shí)可能發(fā)生的突發(fā)事件,迫切需要我們對(duì)突發(fā)事件應(yīng)急管理進(jìn)行深入系統(tǒng)地研究。以最快的速度應(yīng)對(duì)突發(fā)事件,將事件的損失和影響降到最低程度。作為應(yīng)急管理體系的重要組成部分,加強(qiáng)對(duì)應(yīng)急物流系統(tǒng)的研究是非常有必要的。而其核心便是對(duì)應(yīng)急物資調(diào)度的研究,研究如何充分及時(shí)供應(yīng)和合理有效分配應(yīng)急物資。對(duì)于應(yīng)急物資調(diào)度的正確決策將直接決定應(yīng)急管理的效果。因此,它對(duì)于提高救援水平和效率、減少損失,具有重要的現(xiàn)實(shí)意義。 本文以多供應(yīng)點(diǎn)和多需求點(diǎn)下的突發(fā)事件應(yīng)急物資調(diào)度為研究背景,在應(yīng)急物資供應(yīng)充分的前提條件下,分別建立了單目標(biāo)模型和多目標(biāo)模型,給出了求解算法,,并結(jié)合算例驗(yàn)證了模型和算法的可行性和有效性。首先,對(duì)突發(fā)事件應(yīng)急物資調(diào)度的研究現(xiàn)狀進(jìn)行了概述。闡述了突發(fā)事件的定義、特征、分類分級(jí),然后依次引出應(yīng)急管理、應(yīng)急物流和應(yīng)急物資調(diào)度的相關(guān)概述。其次,研究了相關(guān)數(shù)據(jù)確定的條件下的應(yīng)急物資調(diào)度問題,提出以時(shí)效性、經(jīng)濟(jì)性和安全性為指標(biāo),建立了單目標(biāo)模型,并在此基礎(chǔ)上建立了多目標(biāo)模型。運(yùn)用線性加權(quán)和法對(duì)模型進(jìn)行優(yōu)化。再次,為使模型進(jìn)一步貼近實(shí)際,考慮到由于天氣、路況、信息不充分等不確定因素的影響,在需求量、運(yùn)輸時(shí)間和單位物資運(yùn)輸成本均不確定的情況下,建立了不確定環(huán)境下的多目標(biāo)模型,然后為求解模型,給出不確定規(guī)劃的相關(guān)理論,并結(jié)合案例驗(yàn)證模型及算法的有效性。
[Abstract]:Human beings are increasingly exposed to various major emergencies. With these emergencies, people's lives and property security, social order and environment are seriously threatened. In the face of unexpected events that may occur at any time, it is urgent for us to study the emergency management deeply and systematically. Respond to emergencies as quickly as possible and minimize their loss and impact. As an important part of emergency management system, it is necessary to strengthen the research of emergency logistics system. And its core is the research of emergency material dispatch, how to supply and distribute emergency material in time. The effect of emergency management will be directly determined by the correct decision of emergency material scheduling. Therefore, it has important practical significance for improving the level and efficiency of rescue and reducing losses. In this paper, based on the research background of emergency material scheduling under multi-supply points and multi-demand points, single objective model and multi-objective model are established under the premise of sufficient supply of emergency supplies, and the solving algorithms are given. The feasibility and validity of the model and algorithm are verified by an example. First of all, the research status of emergency material scheduling is summarized. This paper expounds the definition, characteristics, classification and classification of emergencies, and then introduces the related summary of emergency management, emergency logistics and emergency material scheduling. Secondly, this paper studies the emergency material scheduling problem under the condition of data determination, and proposes a single objective model based on time-efficiency, economy and security, and a multi-objective model is established on this basis. The linear weighted sum method is used to optimize the model. Thirdly, in order to make the model closer to reality, considering the influence of uncertain factors, such as weather, road condition, insufficient information and so on, in the case of uncertain demand, transportation time and transportation cost per unit material, The multi-objective model in uncertain environment is established, and then the relevant theory of uncertain programming is given to solve the model, and the validity of the model and algorithm is verified by case study.
