【摘要】：電子政務(wù)是運用計算機、網(wǎng)絡(luò)和通信等現(xiàn)代信息技術(shù)手段，實現(xiàn)政府組織結(jié)構(gòu)和工作流程的優(yōu)化重組，超越時間、空間和部門分隔的限制，建成一個精簡、高效、廉潔、公平的政府運作模式，以便全方位地向社會提供優(yōu)質(zhì)、規(guī)范、透明、符合國際水準的管理與服務(wù)。目前增城行政管理部門的電子政務(wù)建設(shè)已經(jīng)有一定規(guī)模，但增城行政管理部門現(xiàn)有的電子政務(wù)已經(jīng)遠遠不能滿足民眾對工商行政管理部門的職能需求，普遍存在缺乏有效的組織和管理、沒有建立全流程政務(wù)系統(tǒng)、信息孤島現(xiàn)象嚴重等問題。伴隨著信息時代的到來，，增城行政管理部門的電子政務(wù)建設(shè)在探索中。因此加快電子政務(wù)建設(shè)，以此提高政府審批及辦事效率刻不容緩。 近年來增城區(qū)發(fā)展迅速，在全省67個縣（市）經(jīng)濟綜合發(fā)展力排序和全省鎮(zhèn)域經(jīng)濟綜合發(fā)展力百強中，增城區(qū)位居廣東縣域經(jīng)濟綜合發(fā)展力第一名，連續(xù)11年領(lǐng)跑全省縣域經(jīng)濟。增城模式的實質(zhì)是貫徹落實科學發(fā)展觀，后發(fā)地區(qū)奮起直追的典型。為了促進增城區(qū)經(jīng)濟的可持續(xù)發(fā)展和雙升級，推動增城區(qū)的高水平崛起，增城區(qū)行政管理部門必須進一步解放思想，轉(zhuǎn)變觀念，力求推進制度創(chuàng)新，為企業(yè)創(chuàng)造良好的制度環(huán)境和政策環(huán)境。因此，搞好電子政務(wù)建設(shè)對增城區(qū)的發(fā)展具有必要性和緊迫性。 本文共分五章，第一章闡述電子政務(wù)的發(fā)展背景和本國現(xiàn)狀，說明發(fā)展電子政務(wù)的意義，研究的內(nèi)容和研究方法；第二章描述電子政務(wù)和電子政務(wù)建設(shè)的涵義，以及電子政務(wù)建設(shè)的理論基礎(chǔ)，然后論述工商行政管理與電子政務(wù)建設(shè)的關(guān)系；第三章分析增城區(qū)工商行政管理部門電子政務(wù)建設(shè)現(xiàn)狀、存在的問題和根源；第四章介紹三個城市北京、上海和深圳關(guān)于工商行政管理的電子政務(wù)建設(shè)的經(jīng)驗借鑒；第五章論述加強增城區(qū)工商行政管理部門電子政務(wù)建設(shè)的對策。 本研究有助于促進增城區(qū)工商行政管理部門形成整合型政府管理知識系統(tǒng)，對其電子政務(wù)的發(fā)展與服務(wù)型政府的建設(shè)，提高工作效率與服務(wù)水平，具有一定的的參考價值。
[Abstract]:E-government is to use modern information technology, such as computer, network and communication, to realize the optimization and reorganization of government organizational structure and work flow, to exceed the limitation of time, space and department separation, and to build a simple, efficient and clean government. Fair mode of government operation in order to provide quality, standard, transparent and international standard management and service to the society. At present, the e-government construction of Zengcheng administrative department has already had a certain scale, but the existing e-government of Zengcheng administrative department is far from meeting the functional needs of the industrial and commercial administrative department. There are many problems, such as lack of effective organization and management, establishment of full process government system and serious phenomenon of information island. With the arrival of the information age, Zengcheng administrative departments in the construction of e-government in exploration. Therefore, it is urgent to speed up the construction of e-government so as to improve the efficiency of government examination and approval. In recent years, Zengcheng District has developed rapidly. Zengcheng District ranks first in the comprehensive economic development of Guangdong county area among the top 100 among the 67 counties (cities) in the province and the top 100 in the province's township economy. Leading the province for 11 consecutive years of county economy. The essence of Zengcheng mode is to carry out the scientific development view and to catch up with the late areas. In order to promote the sustainable development of Zengcheng district economy and promote the rise of Zengcheng district, the administrative department of Zengcheng district must further emancipate the mind, change the concept, and strive to promote the system innovation. To create a good institutional environment and policy environment for enterprises. Therefore, the construction of e-government is necessary and urgent for Zengcheng District. This paper is divided into five chapters. The first chapter describes the development background and current situation of e-government, explains the significance of e-government development, research content and research methods, the second chapter describes the meaning of e-government and e-government construction. And the theoretical basis of E-government construction, and then discusses the relationship between industrial and commercial administration and e-government construction, the third chapter analyzes the status quo, existing problems and root causes of E-government construction in Zengcheng District. The fourth chapter introduces the experiences of three cities, Beijing, Shanghai and Shenzhen on E-government construction of industrial and commercial administration, and the fifth chapter discusses the countermeasures to strengthen the construction of E-government in Zengcheng District. This study is helpful to promote the formation of integrated government management knowledge system in Zengcheng District Industrial and Commercial Administration Department. It has certain reference value for the development of E-government and the construction of service-oriented government and the improvement of work efficiency and service level.
